තංගල්ල සභාපතිට කොළඹ මහාධිකරණයේ නඩු දමයි

බ්‍රිතාන්‍ය ජාතිකයා ඝාතනය රුසියානු පෙම්වතියට හදි කිරීම යන චෝදනා යටතේ ඔහු ඇතුලු 6 දෙනකුට නඩු.

තංගල්ල “ද නේචර්” නිවාඩු නිකේතනයේදී බ්‍රිතාන්‍ය ජාතික කුරාම් ෂෙයික්‌ මහතාට පහර දී ඝාතනය කිරීම හා ඔහුගේ රුසියානු ජාතික පෙම්වතිය වූ වික්‌ටෝරියා ඇලෙක්‌සැන්ඩි්‍රයාට පහර දී සමූහ දූෂණයට ලක්‌කිරීම ඇතුළු චෝදනා 17 ක්‌ යටතේ තංගල්ල ප්‍රාදේශීය සභාවේ සභාපති සම්පත් චන්ද්‍ර පුෂ්ප විදානපතිරණ ඇතුළු විත්තිකරුවන් හයදෙනකුට (6) එරෙහිව ඊයේ (29 දා) පළමු වරට කොළඹ මහාධිකරණය හමුවේ නඩු පවරන ලදී.

කොළඹ මහාධිකරණ විනිසුරු කුමුදුනී වික්‍රමසිංහ මහත්මිය හමුවේ මෙලෙස නඩු පවරනු ලැබුවේ තංගල්ල ප්‍රාදේශීය සභාවේ සභාපති සම්පත් චන්ද්‍රපුෂ්ප විදානපතිරණ, ඕබඩආරච්චිගේ ලහිරු කැලුම් හෙවත් රවීන්ද්‍ර, උඩුවනගේ සමන් දේශප්‍රිය, වීරප්පුලිගේ ප්‍රනීත් චතුරංග, මොහොට්‌ටිගේ සරත් හෙවත් සනත් හා සරණආරච්චි පටබැඳිගේ චානුක චතුරංග නමැති විත්තිකරුවන්ට එරෙහිවය.

2011 දෙසැම්බර් 24 වැනිදා හෝ ඊට ආසන්න දිනකදී නීති විරෝධී රැස්‌වීමක සාමාජිකයන් වෙමින් තංගල්ලේදී රසන් අකලංක නමැත්තාට පහර දී තුවාල සිදුකිරීම එම අවස්‌ථාවේදීම බ්‍රිතාන්‍ය ජාතික කුරාම් ෂෙයික්‌ට පහර දී ඝාතනය කිරීම හා ඔහුගේ පෙම්වතිය වූ රුසියානු ජාතික වික්‌ටෝරියා ඇලෙක්‌සැන්ඩි්‍රයාට පහර දී තුවාල සිදුකර රංචු ගැසී ඇය දූෂණයට ලක්‌කිරීම හා ඝාතනය කිරීමට තැත්කිරීම “ද නේචර්” නිවාඩු නිකේතනයට රුපියල් 1,60,255 ක්‌ අනර්ථයක්‌ සිදුකොට එහි තිබූ රුපියල් 41,000 ක්‌ වටිනා මත්පැන් බෝතල් කොල්ලකෑම ආදී චෝදනා 17 ක්‌ යටතේ නීතිපතිවරයා විසින් විත්තිකරුවන්ට මෙහි චෝදනා ගොනු කර ඇත.

විත්තිකරුවන්ට එරෙහිව තංගල්ල මහාධිකරණය හමුවේ පළමුව නඩු පවරා තිබූ අතර එහිදී පවත්වන නඩු විභාගයේදී විත්තිකාර සභාපතිවරයාගේ දේශපාලන බලඅධිකාරිය මත පැමිණිල්ලේ සාක්‍ෂිකරුවන්ට බලපෑම් එල්ල විය හැකි බැවින් නීතිපතිවරයා සතු බලතල අනුව අදාළ නඩු විභාගය කොළඹ මහාධිකරණය හමුවේ කැඳවීමට තීරණය කෙරිණි.

සිද්ධියට අදාළව මහෙස්‌ත්‍රාත් අධිකරණය හමුවේ ලඝූ නොවන මූලික සාක්‌කි විභාගයක්‌ නොපවත්වා නීතිපතිවරයා විසින් මෙහි විත්තිකරුවන්ට එරෙහිව මහාධිකරණය හමුවේ සෘජුවම අධි චෝදනා ගොනු කර ඇත.

විත්තිකරුවන්ට එරෙහි චෝදනා පත්‍ර සමඟ පැමිණිල්ලේ සාක්‌කිකරුවන් 83 දෙනකු හා නඩු භාණ්‌ඩ 41 ක්‌ නම්කර තිබිණි.

ප්‍රධාන විත්තිකාර ප්‍රාදේශීය සභා සභාපතිවරයා දරන දේශපාලන අධිකාරි බලය හේතුවෙන් සාක්‌කිකරුවන්ට එල්ල වූ බලපෑම් මත මෙම අපරාධයට සම්බන්ධ පැමිණිල්ලේ මහෙස්‌ත්‍රාත් පරීක්‍ෂණය තංගල්ල මහෙස්‌ත්‍රාත් අධිකරණයෙන් කොළඹ ප්‍රධාන මහෙස්‌ත්‍රාත් අධිකරණය වෙත නීතිපතිවරයා සතු බලතල අනුව යොමුකොට තිබූ අතර එම පැමිණිල්ල ලබන 01 දා යළි කැඳවීමට නියමිතය.

තංගල්ල, මැඩිල්ල පාරේ “ද නේචර්” හෝටලයේ දෙසැම්බර් 24 වැනිදා මධ්‍යම රාත්‍රියේ නත්තල් උදාව සමරමින් පැවැති සාදයට පැමිණ සිටි විත්තිකාර සභාපතිවරයා ඇතුළු පිරිස එහි කළමනාකරු සමඟ ආරවුලක්‌ ඇතිකර ගෙන ඔහුට පහර දී ඇති අතර එම ආරවුල සමථයකට පත්කිරීමට මැදිහත් වූ බ්‍රිතාන්‍ය ජාතික කුරාම් ෂෙයික්‌ට එහිදී මත්පැන් බෝතල් කඩා ඇන ඝාතනය කිරීමත් ඔහු බේරා ගැනීමට ඉදිරිපත් වූ ඔහුගේ රුසියානු ජාතික පෙම්වතියට ද පහර දී පැහැරගෙන ගොස්‌ රංචු ගැසී දූෂණයට ලක්‌කිරීමත් සම්බන්ධයෙන් අපරාධ පරීක්‍ෂණ දෙපාර්තමේන්තුව මගින් මෙහි විමර්ශන පවත්වන ලදී.

Petrol bomb attacks as Khurshid confirms Sri Lanka meet

Petrol bombs were hurled at two post offices in Chennai city on Monday night by members of the Dravidar Viduthalai Kazhagam (DVK), who were apparently agitated over External Affairs Minister Salman Khurshid’s statement confirming his participation in the forthcoming Commonwealth meet in Sri Lanka.

Since the Department of Posts is run by the Union government, four members of the outfit attacked the post offices around 12.20 am.

While there were multiple versions on the number of crude bombs hurled, a source pegged the figure at 15. Be that as it may, there was little damage to property except for a franking machine at the Mylapore head office on Kutchery Road. Most of the Molotov cocktails hit the outer walls of the offices resulting in fire.

A police constable posted in the Mylapore office premises immediately alerted the fire and rescue department, which doused the fire. A few minutes later, the same group of activists hurled petrol bombs at the Mandaveli post office on RK Mutt Road, triggering a fire inside the compound. It was immediately put out.

Within a few hours after the attack, the city police arrested Umapathy, Chennai city secretary of DVK. Later in the day, three other members of the organisation – Ravanan, Manoharan and Mari – surrendered before the police.

While the trio confessed to have carried out petrol bomb attacks, a party functionary claimed Umapathy had no knowledge of it. “As an organisation we do not support such violent form of protests. The cadre had carried out the attack arbitrarily as they became emotional over Salman Khurshid’s statement.  The police arrested the wrong person, since Umapathy was sleeping at home when the incident occurred,” said Thabasi Kumaran, secretary (headquarters) of the DVK.

For their part, the police said they went by the Closed Circuit Television Camera (CCTV) footage to identify the culprits. “According to our investigation, they hurled seven bombs in all. All the four have been booked under the Public Property Damage Act, Explosive Substances Act and under two sections of IPC,” said a senior police officer.

The attack had little impact on the functioning of the two post offices as they opened at 10 am as usual and customers started trickling in.

Security was beefed up in Central government offices in the city following the incident.

KATHINA signifies the traditional end of the Vassa (Rainy) Season pertaining to the Buddha’s own home ground in Northern India. A Vihara may perform this ceremony only once in any particular year.  Kathina is an auspicious event giving devotees the rare opportunity of offering a Kathina Robe to the Sangha who have observed the Rainy Retreat (Vassa) at this Vihara.  The occasion also gives an opportunity for practising Dana (generosity) in providing useful requisites to the monks and to the Vihara in general. The ceremony commemorating this event will be celebrated at the Vihara on Sunday, 03rd November 2013.

Murder probe as Sri Lankan stabbed to death while out delivering pizzas

Thavisha Peiris, who moved to Sheffield two-and-a-half years ago to study at university, was found dead late on Sunday night. Police have launched a murder investigation over the death of the “calm and quiet” 25-year-old Buddhist, who is originally from Sri Lanka’s capital Colombo.

Three men have been arrested since he was found at 10.30pm with stab wounds in Southey Crescent, Sheffield.

A friend of Mr Peiris, who did not want to be named, said: “He is a calm and quiet person, he is really funny with all the people. He didn’t have any enemies like that so I don’t know why they killed him. He is a very funny and good guy, everyone knows that. We only know that he was stabbed multiple times, that is the only thing I know”.

Mr Peiris came to England in 2011 to study software engineering at Sheffield Hallam University. Since finishing his course he has worked full time, including for one-and-a-half years at Domino’s Pizza, while looking for a job where he could use his qualification.

His friend said: “We can’t even believe it even now. I still haven’t seen the body. Even the family can’t believe it, they can’t believe that he is dead.

“He wanted to support his family by working here, that is the main thing he had got on his mind. He wanted to leave them money, he had a plan to get his parents here.”

South Yorkshire Police are urging anyone with information about the attack to call 101.

Casinos: Cusp of a new era

No Sri Lankan President has ever won an election on the back of a campaign promoting the vices entrenched in society. Mahinda Rajapaksa assumed power in 2005 in fact vowing to rid the country of liquor, cigarettes and narcotics through a state-backed temperance programme.

The Government’s ‘Mathata Thitha’ initiative had ambitious objectives that were supported by such parties as the Jathika Hela Urumaya. This engendered hope that, while it was impractical to expect alcohol, cigarettes or narcotics to now magically disappear from the face of Sri Lankan society, steps would at least be taken to limit their impact on the populace.

President Rajapaksa renewed his pledge at the 2010 election. But statistics still don’t point in the direction of any real temperance. Three hundred new liquor licences have been issued since 2006 and news reports abound of alcohol and drug-fuelled crimes throughout the country. And there is nary a whimper from the hitherto vociferous advocates of temperance.
Today, we are on the cusp of a new era. A Government that assumed power promising to instil discipline in society has rolled out the red carpet to global gaming kings. An Australian casino mogul has tied up with a local businessman to build an ‘integrated resort’ — a convenient euphemism for casino hotels in Colombo Fort. A Sri Lankan blue chip company is setting up a similar concern just a few kilometres away. Its international partner, if any, is yet to be named.

To begin with, the Government has reneged on its word that casinos would only be permitted within a designated zone. No such area has been defined. Instead, the glitzy new operations — with their declared potential clientele of “rich Indians and Chinese” — will be pulsating in the heart of the country’s populous commercial capital.

Secondly, the Government constantly propounds the importance of religious, cultural, social and family values. It is a dire paradox for such a regime to promote casinos as a means of achieving the economic prosperity and the millions of tourists that continue to elude the country. As representatives of the Congress of Religions asked at a news conference: Do we have nothing else to sell?

Next week, two gazettes will be presented to Parliament seeking permission for these projects. This is the final step as stipulated in the Strategic Development Projects Act of 2008 which also states that, if not approved by Parliament, an initiative taken under this law will be deemed to be rescinded.

The Congress of Religions at the poorly-attended news conference on Thursday denounced the Government’s decision to allow a proliferation of casinos. Representatives of Buddhist, Christian, Hindu and Muslim faiths urged individual Members of Parliament to listen to their conscience and reject the gazettes when they come up for voting next week.

This is unlikely to happen. Given the events of the past, when Bills impacting adversely on democracy and good governance have been endorsed by an overwhelming show of hands, it would be surprising if ruling party MPs suddenly found their conscience. But this would mean that, when the ill effects of large-scale casinos start making themselves felt– as they inevitably will — the country would know whom to blame.

In the long-term, though, what benefit would knowing whom to blame bring Sri Lankans? And whither the Dhammadveepaya — this nation’s pride for generations. Is it to be lost forever in the equation?

In our editorial of August 8 we pointed out to issues that the powers-that-be cannot be blinded to by the lure of mammon: the globally accepted phenomena of money laundering; drugs; prostitution; crime syndicates — and eventually, even politicians and their families being beholden to, and in the grip of, these casino owners as the late President R. Premadasa might have advised them if he was still alive.

There is no disputing then, that casinos come at a cost. But Sri Lanka is so eager to sell its soul to international fly-by-nights that it will not even demand its pound of flesh in return. Ten-year corporate tax holidays are given on a platter. An array of other duties will also be waived off.

Casinos are not new to Sri Lanka. We already have several of them and they have been functioning without obstacles for many years. Contrary to popular belief, nobody holds a gaming licence because there is still no licensing system in place in Sri Lanka.

Instead, they pay taxes under the Betting and Gaming Levy Act of 1988 which authorises the Department of Inland Revenue (IRD) to collect specified, annual levies from the industry without affording legality to betting centres and casinos.
Sri Lanka’s Casino Business (Regulation) Act of 2010, which is just three pages, envisages a licensing system which is yet to be implemented. Regulations must first be gazetted under this Act to give it effect.

Government officials say Sri Lanka is now devising a system of controls designed on the Singaporean casino regulatory model. They are yet to be revealed, even in draft form. It is not known whether a process of public consultation will be followed to ensure they are foolproof; or foolproof as they can ever be. Or whether, like most things, a few people behind closed doors, in their wisdom, will decide what is best for the 21 million people of this country.

After Singapore lifted a ban on gambling, two integrated resorts inclusive of casinos opened up in 2010 in that city-state that has, unlike Sri Lanka, nothing else to sell other than its services. But it also introduced bundles of rules and regulations to keep the sector in check. And the Singaporean Government continues to make up more as the gaming sector and its regulators mature.

On Australian soil, the prospective investor venturing into Sri Lanka to turn Colombo into a veritable ‘sin city’, has had to contend with pages and pages of rules and regulations. Here, unless the Government does follow through with its promise to organise and manage the industry, it will be a cakewalk for him.

The Colombo Stock Exchange earned for itself a reputation of being a clearing house for ‘black money’ made through shady commissions by certain individuals close to the Government ‘big shots’. Are the casinos the next step in the exercise? (Editorial)

Indictment sent to Tangalle

The indictment documents on Tangalle Pradeshiya Sabha Chairman (UPFA) Sampath Vidanapathirana over the murder of British tourist Khuram Shaikh and the rape of his girlfriend, was sent to the Tangalle High Court today, the Attorney General’s (AG) Department said.

On the advice of AG, the documents will be transferred to the Colombo High Court for the case to be heard, the AG’s department added.

Khuram Shaikh was killed on Christmas day in 2011 while he was on holiday in Tangalle. British MP Simon Danczuk has been campaigning for justice over the murder of the tourist and Prime Minister David Cameron had said he will raise the issue when he visits Sri Lanka for the Commonwealth Summit.

Danczuk said it was important that the Prime Minister challenged Sri Lankan officials on their failure to deliver justice for the British tourist who was a worker for the Red Cross.

“I remain very much of the view that Sri Lankan politicians are trying to cover this case up to protect a close ally of the President,” he said.

“Khuram was hugely respected in Rochdale and around the world for the dangerous work he carried out for the Red Cross and he was killed in cowardly circumstances by a drunken mob on holiday. His family is still overcome with grief at this terrible loss and they rightly want to see justice done and his killers put behind bars.”

UNP continues to say ‘No’ to casinos

The main opposition United National Party (UNP) said today that it would continue to oppose the Casino Bill notwithstanding the format it would be presented in.

“We will not approve the introduction of casinos in any form. We will continue to protest whether the Casino Bill is amended or not. We have opposed casinos in past and we will continue to oppose them,” UNP parliamentarian P. Harrison told a news conference.

He said the government was determined to legalise gambling instead of taking action to improve sectors such as health and education which require so much of attention.

Mr. Harrison said the suggestion to ban Sri Lankans from going to casinos was not practical. “This will be carried out for a day or two. After that everyone will start going to casinos.” he said.

JHU to continue opposition to Casino gazette

Jathika Hela Urumaya (JHU) General Secretary and Minister Champika Ranawaka a strong opponent of the Casino Bill at this week’s Cabinet meeting, made a fervent appeal to the authorities urging them to avoid making Sri Lanka a Casino and a Heroin Hub.

He told a media conference today there were signs that instead of the five-hub concept propagated initially by the UPFA government it was turning more towards anti-Buddhist and anti-social forms of development.

The JHU praised President Mahinda Rajapaksa for putting the gazette on hold but said that powerful government officials were going ahead with their agenda to make it a success.

The minister said the JHU would continue to oppose the Casino Bill and urge the people irrespective of party affiliation to join together to stop bringing the scourge of casinos to this country.

He said government revenue had reduced because of subsidies.

“Therefore there is a major budget deficit. So some state officials backed by powerful businessmen think that bringing casinos would help the government to increase its revenue,” he said. “We can see that these state officials are more powerful than ministers. Through the Mahinda Chinthana Idiri Dekma we wanted to at least control this menace. There were 14 casinos some time ago and now it has reduced to four, which is a good sign,” the minister said.
He said they are doing everything to avoid future conspiracies head by black-money businessmen against the government.

“They can influence politics or even the media and these are bad signs for the future. What they do is make black money, white. Only in Sri Lanka that efforts are being made to set up casinos in the capital while in other countries they are located in islands or thousands of kilometers away from the main cities,” the minister said.

Western Provincial Minister Udaya Gammanpila said 100 years ago Sri Lanka was known as the Liptons Tea Estate but in few years’ time it might be called the James Packer-colony.

He asked how the government could give relief to casinos and make them tax-free for 10 years.

JHU parliamentary group leader Ven. Athuraliye Rathana Thera said that it was neither the Cabinet nor the President but some state officials who were powerful enough to decide on the Bill. (Supun Dias)

වසරකට ගම්පහ දිස්‌ත්‍රික්‌කයේ 250ක්‌ සිය දිවි නසා ගන්නවා – ගම්පහ දිස්‌ත්‍රික්‌ ලේකම්

වසරකට රුපියල් මිලියන දොළොස්‌ දහසක්‌ ගම්පහ දිස්‌ත්‍රික්‌කයේ වේගවත් සංවර්ධනය සඳහා වැය කරනවා. එහෙත් වාර්ෂිකව මෙම දිස්‌ත්‍රික්‌කයෙන් පමණක්‌ සියදිවි නසා ගැනීම් 250 ක්‌ පමණ සිදුවෙනවා. මේ නිසා ආර්ථික සංවර්ධනය සේම ජනතාවගේ අධ්‍යාත්මික සංවර්ධනය කිරීමේ වැඩසටහන් ක්‍රියාත්මක කළ යුතු වෙනවා යෑයි ගම්පහ දිස්‌ත්‍රික්‌ ලේකම් ඡේ. ඡේ. රත්නසිරි මහතා ප්‍රකාශ කළේය.

ඒ මහතා එසේ ප්‍රකාශ කළේ රජයේ ප්‍රවෘත්ති දෙපාර්තමේන්තුව මගින් ගම්පහ දිස්‌ත්‍රික්‌කයේ ප්‍රාදේශීය මාධ්‍යවේදීන් සඳහා පැවැත්වූ වැඩමුළුවකදී ගම්පහ දිස්‌ත්‍රික්‌කයේ සංවර්ධනය පිළිබඳව විශේෂ දේශනයක්‌ පවත්වමිනි.

රතුපස්‌වල ඇතිවූ ජල ප්‍රශ්නයට හේතුව එම කර්මාන්තශාලාව නිසා පමණක්‌ම සිදුවූවක්‌ නිසා නොවේ. ගම්පහ දිස්‌ත්‍රික්‌කයේ සුළු හා මහා පරිමාණයේ කර්මාන්ත ශාලා හය දහසක්‌ පමණ තියෙනවා. ස්‌වයං ව්‍යාපාරත් මේ වගේ දෙගුණයක්‌ ජනගහනය අධිකවීමත් අපද්‍රව්‍ය බැහැරවීම වැඩිවීමත් වගාවන් සඳහා දීර්ඝ කාලයක්‌ තිස්‌සේ අධික පොහොර භාවිතයක්‌ මීට බලපානවා.

ගම්පහ දිස්‌ත්‍රික්‌කයේ සිදුවන සංවර්ධනය වෙනත් දිස්‌ත්‍රික්‌කවලට වඩා වේගයෙන් ක්‍රියාත්මක කරනවා. ආර්ථික සංවර්ධන අමාත්‍ය බැසිල් රාජපක්‌ෂ මහතාගේ මෙහෙයවීමෙන් දැනටමත් දැවැන්ත සංවර්ධනයක්‌ සිදුවෙලා තියෙනවා. ග්‍රාමීය මාර්ග, මහාමාර්ග සිට අධිවේග මාර්ග දක්‌වා විශාල සංවර්ධනයක්‌ සිදුවෙලා තියෙනවා.

පෑලියගොඩ සිට කටුනායක දක්‌වා අධිවේගී මාර්ගය මෙ වන විටත් අවසන් කර තිබෙනවා. නුවර දක්‌වා දිවෙන අධිවේගී මාර්ගයේ මීරිගම දක්‌වා දිවෙන මාර්ගයේ කටයුතුත් ක්‍රියාත්මක වෙනවා.

පාසල්, රෝහල්, මාතෘ සායන ක්‍රීඩා පිටි ඇතුළු ජනතාවගේ සියලු පොදු පහසුකම් වෙනුවෙන් දැවැන්ත සංවර්ධන වැඩපිළිවෙළක්‌ ක්‍රියාත්මක වෙනවා. ආර්ථික සෞඛ්‍ය, අධ්‍යාපනය, මෙන්ම පරිසර සුන්දරත්වය වෙනුවෙන්ද ජනතාවගේ අධ්‍යාත්මය දියුණු කිරීමේ වැඩපිළිවෙළක්‌ මේ වනවිටත් ක්‍රියාත්මක වෙනවා යනුවෙන් ඒ මහතා පැවැසීය.

Blessing for successful CHOGM

A special Ashirvada Pooja to invoke blessings for the success of the oncoming Commonwealth Heads of Government Meeting (CHOGM) in Sri Lanka was held at Sri Sambodhi Viharaya in Gregory’s Road, Colombo-7 on Saturday evening (19 Oct).

The Ashirvada Pooja was also held to invoke blessings on all Sri Lankans including the government led by President Mahinda Rajapaksa who participated in the religious observance. The event was organised by the Chief Incumbent of the Sri Sambodhi Viharaya Venerable Daranagama Kusaladhamma Nayaka Thera. Members of the Maha Sanga headed by Most Ven. Kotugoda Dhammavasa Anunayake Thera chanted Seth Pirith and invoked blessings on the President and the country. 

The latest issue of the journal published by Sambodhi Vihara and indigenous variety of rice grown without using chemical fertilizer were presented to the President. Members of the Dayaka Sabhawa also presented the scroll related to the launch of the Buddhist news bulletin in ‘The Buddhist Channel’ which was launched under the guidance of the President.

Meanwhile President Rajapaksa visited Sri Dharma Vijayaloka Viharaya in Rukmale, Pannipitiya and called on the acting Chief of the Kotte Sri Kalyani Samagri Dhamma Maha Sangha Sabha Most Venerable Dr. Ittapane Dhammalonkara Nayaka Thera. The President visited Sri Dharma Vijayaloka Viharaya to look into the well being of the Nayaka thero and wished him good health and long life. The President also extended his greetings and birthday felicitations to the Nayaka thero whose birthday fell recently. The President also had a brief discussion with the Thera. Maha Sangha led by the Chief Incumbent of the Narahenpita Sri Abhayarama temple Ven. Muruttettuwe Ananda Thera were also present.

One week- Two oath ceremonies for lucky Vigneswaran

Newly elected Chief Minister of the Northern Province C.V.Vigneshwaran was sworn in once again for more ministerial portfolios of the provincial council this morning (17 Oct) at the Presidential Secretariat. The Chief Minister took oaths before President Mahinda Rajapaksa. This is the first time in history that a chief minister took oaths twice in a week. Earlier Wigneswaran was sworn in as the Northern Provincial Council Chief Minister on the 11th of October.

North Province Finance and Planning, Law and Peace, Land and Road Development, Electricity, Housing and Development , Water supply , Co-operative Development, Social Services and Rehabilitation, Women Affairs, Industries and Enterprise Development, Tourist, District Management and Provincial Councils, Management, Food Supply and Distribution were all assigned to Chief Minister Vigneswaran who is very lucky to have all important portfolios under his belt. In the mean time government has taken a decision to invite Vigneswaran for cabinet meetings to discuss matters related to the Northern Province.

SLFP General Secretary Minister Maithripala Sirisena, and Ministers Dullas Alahapperuma, Susil Premajayantha, Nimal Siripala de Silva, Anura Priyadharshana Yapa, Northern Province Governor Major General (Rtd) G. A. Chandrasiri, TNA Parliamentarian M. A. Sumanthiran and Secretary to the President Lalith Weeratunga were present at the oath ceremony.

Meanwhile, the conflict within the Tamil National Alliance (TNA) has further aggravated with the inaugural session of the recently elected Northern Provincial Council which is scheduled for October 25. The political sources in London connected to the Tamil political parties confirmed that there are conflicts between groups of elected members and the Chief Minister of the province. The political parties belonging to the TNA have also criticized the political activities of its leader and the Illankai Tamil Arasu Kadchi (ITAK) leader R.Sambanthan for behaving like a dictator and taking controversial decisions without informing them. The ITAK is the dominant constituent of the five-party Tamil National Alliance (TNA), comprising the TELO, the EPRLF, the PLOTE and the TULF. Political analysts point out that due to this situation the division in the TNA could become evident at the maiden session to be held on the 25th of this month.

UK policy on Sri Lanka timid and inconsistent, say MPs

Committee says government should have taken stand on human rights before Sri Lanka hosts Commonwealth summit.

A parliamentary committee has accused the government of timid and inconsistent policy towards Sri Lanka, where it says there are “continuing human rights abuses”.

The Commons foreign affairs committee says the government should have made Sri Lanka’s bid to host the biannual summit of the Commonwealth – to be held in Colombo next month – conditional on improvements in human rights.

“The UK could and should have taken a more principled … and robust stand in the light of the continuing serious human rights abuses in Sri Lanka,” the MPs say in a report.

Athula Dassana Multi-Cultural Buddhist Community Centre (ADMCBCC) – Helping school children’s of Sri-Lanka

On 2nd October 2013, a charitable event took place at Sri-Rathana Jothi Vidyalaya, Akurugoda, Sri-Lanka. The event was organised by Venerable Wanduramba Kassapa Thero of ADMCBCC, Hounslow, United Kingdom.

The event was to commemorate 1st death Anniversary of Dr.Gunapali Kusuma Wijayatunga (BDS-Sri-Lanka), beloved mother of Dr.Nishanie Bajramović (BDS). The event was financially supported by Dr.Nishanie Bajramović (BDS). The organising of the event took approximately 3 weeks, and was coordinated by the Principle of the school Mr.P.G. Ananda

 The purpose of the event was to help children of this rural school with books and materials for their school uniforms so they may be helped in their education. Saris and uniform were offered to all the staff members. ADMCBCC also provided two Scholarships to two children with financial difficulties of the school. Scholarship is to facilitate continuity of their education until they leave school.

The event took place entire day and ADIBT also provided building materials and school children and their parents gave their support in rebuilding the path to Budu geya. This road was washed away by the torrential rain in the previous months.

All the teachers and the pupils of the school diligently participated in organising entertainment, which included traditional Sri-Lankan dancing, singing, poems. This was to create a wonderful magical setting for the event.

The day started at 10.30 am with arrival of 30 Sanghas from local and distant areas. They were offered Alms and Ata Pirikara. A transfer of merit was offered by the monks to Dr.G.K.Wijayatunga (BDS). Blessing were offered to all who participated.

A wonderful feast was offered to all the school children and visitors to the event.

Staff, parents and pupils of the school appreciate continues effort of Ven. Wanduraba Kassapa thero in helping people in Sri Lanka.  The event was a great success, and proved that Ven.Kassapa is highly capable of intrinsic organising, and that the generosity of giving fulfils the extreme necessities of the rural schools of Sri-Lanka.

ADMCBCC is continue to help Sri Lankan in need with charitable help, and encourage all who are capable to donate to our worthy cause.

I’ll walk all over Sri Lanka, then watch England walk all over Australia – Ian Botham

I tipped 5-0 at home and 5-0 away, and we only just missed out on part one – so why should I change my prediction now?

My toughest winter yet is almost upon me.

But by the time I’ve finished another epic walk, this time in Sri Lanka, I will be able to smile in the knowledge that the Aussies will still have their own toughest test to face – and I’d rather be in my shoes.

It is in those shoes that I will be pounding around one of the most beautiful islands in the world in 30 degrees-plus heat, in humidity that hovers around 98 per cent, all for a brilliant cause.

Sri Lanka is a place close to my heart, I love it there.

All Souls Day Holy Mass on Sat 2nd Nov 2013 at Kilburn West

There will be a Holy Mass on All Souls Day, Saturday 2nd November 2013 at 5pm at Immaculate Heart of Mary Church at Kilburn West, Marian Parish Centre, 1 Stafford Road NW6 5RS.

This mass will be offered especially for our departed brothers and sisters and let us make this opportunity to pray for their souls so that god may give them eternal rest.

There will be an offertory procession where you can offer your offerings in an envelope writing the name of your departed brothers and sisters on the envelope.

After the mass, there will be an almsgiving.

Ceylon Tea exporters target US$ 5 billion by 2020

Chairman of the Tea Exporters’ Association (TEA) of Sri Lanka, Rohan Fernando presented their proposals to President Mahinda Rajapaksa to support the Government’s efforts to increase exports toward the goal of US$ 20 billion by 2020 with a tea contribution of US$ 3 to 5 billion by that time. He also tabled the current status of the tea export industry in Sri Lanka at the 14th Annual General Meeting of the TEA which was held at the Hilton Hotel, Colombo on 15 October. The theme of the AGM was “Sri Lanka: The Tea Nation”.

President Mahinda Rajapaksa graced the occasion as the Chief Guest and Minister of Plantation Industries Mahinda Samarasinghe as the Guest of Honour. The Minister said that the country’s tea export revenue needs to reach US $ 5 billion mark by 2020 to become the top global exporter in the world. Therefore, Sri Lanka Tea Board drawn strategic plans to promote the tea market aggressively in order to regain lost markets and attract new markets.

Minister Samarasinghe also said that valued added tea is concern Sri Lanka is one of the top exporters in the region as well as the highest exporter of 46 percent of the total production. Other competitors like India only produce 11 percent and Kenya is only 4 percent of their total production. Therefore, the government aims to promote value added tea exports through various marketing strategies to promote value addition to reach the US $ 5 billion export mark in 2020.

Minister of Plantation Industries further added, Sri Lanka is anticipating US$ 1.5 billion from tea exports this year which contributes 2 percent of the country’s GDP and 65 percent of the agriculture exports. Therefore, Sri Lanka should tap major markets like China, Russia and other potential markets around the globe, which has a high demand for Ceylon tea.

Chairman TEA Rohan Fernando said that most of local tea brands are available in most respected chains of supermarkets, supermalls, hypermarkets, hotels, restaurants, bars and cafes in the world and could reach the US$ 5 billion target through promotions in new markets and capture into lost markets. 

Secretary General TEA, Niraj de Mel said their AGM will showcase the value addition brought in by the tea export sector of the country which amounts to approx US$500 million of the total annual foreign exchange earnings of US$1.412 billion in 2012. It will also serve to apprise to the policy makers the huge investments that have been made by the membership in infrastructure development locally and in promoting the brand overseas, in a bid to invite all the stakeholders to support the industry to transform into the next level of growth and progress as the ‘Tea nation of the world.” In a national context, the tea export industry has played a pivotal role in growing the economy and accounts for 15% of the total export earnings in the country.

During the AGM, the official website of the TEA also launched by President Rajapaksa . Opposition Parliamentarians Harsha De Silva, Ravi Karunanayake and Arjuna Ranatunga were present at the occasion.

The Tea Exporters’ Association, the leading umbrella organisation which brings all the tea exporting companies together, plays a vital role in taking ‘Ceylon Tea’ to the international market. The TEA was established in 1991 by a group of leading tea exporters with a view to looking after the interests of one of the main stakeholders of the tea industry – the exporters. However, the association really took off in 1999 when a group of key exporters understood the tremendous potential of the tea export sector, and decided to give the stakeholders a ‘voice’ among policymakers. Since then the TEA has grown from strength to strength. Today, the Tea Exporters’ Association comprises 53 companies accounting for approximately 87% of Sri Lanka’s tea export volumes and revenue.

මෙම සැකකරුවන්aට අයත් නිවාස පොලිසිය මගින් පරීක්‍ෂා කළ අතර ඔවුන් ඒ වනවිටත් නිවාස අතහැර ගොස්‌ සිටි බව පොලිස්‌ ආරංචි මාර්ග පැවසීය.

මාතර නගරයේ සිදුවූ පහරදීමේ සිද්ධිය සම්බන්ධයෙන් පාර්ලිමේන්තු මන්ත්‍රී මංගල සමරවීර මහතා ඇතුළු තිදෙනෙක්‌ මාතර අධිකරණය වෙත පෙරේදා භාර වූහ. පසුව ඔවුන් ඇපමත මුදා හරින ලදී.

මේ අතර මාතරදී සිදුවූ ගැටුමට සම්බන්ධ තවත් පුද්ගලයන් 20 දෙනෙක්‌ අත්අඩංගුවට ගැනීමට නියමිතව සිටින බව පොලිස්‌ ආරංචි මාර්ග පවසයි. ඒ අතර කොළඹ නාගරික මන්ත්‍රී නීතිඥ නදිල් මාලගොඩ මහතා ද සිටියි.

එම සැකකරුවන් අතර විපක්‍ෂනායකවරයාට පක්‍ෂව පා ගමනේ ගිය පුද්ගලයන් සහ විරෝධය පළ කරමින් පාගමනේ ගිය පිරිසක්‌ ද සිටිති. මෙම සැකකරුවන්ගෙන් ද වැඩිදෙනෙක්‌ අධිකරණය වෙත භාරවීමට සූදානමින් සිටිති.

CHOGM: Prince Charles confirms Sri Lanka visit

Press Office at Clarence House, London SW1A 1BA announced today (15 October) that Prince Charles, The Royal Highnesses The Prince of Wales and Camilla, The Duchess of Cornwall will make a three day official visit to Sri Lanka from Thursday 14th to Saturday 16th November 2013.

In Sri Lanka, Prince Charles will officially represent Her Majesty The Queen at the Commonwealth Heads of Government Meeting (CHOGM) in Colombo. Prince Charles The Duchess of Cornwall will attend the official opening ceremony and a dinner, hosted by The Prince, for Commonwealth Heads of Government. During their stay in Sri Lanka, both The Prince of Wales and The Duchess of Cornwall will also carry out a programme of official engagements including a visit to a mental health initiative and a hospital.
Previously, The Prince of Wales and The Duchess of Cornwall attended the official banquet of the CHOGM in Uganda in 2007 representing Her Majesty The Queen. The Prince of Wales last visited Sir Lanka in 2005 in the aftermath of the Boxing Day tsunami and previously in 1998. This will be The Duchess of Cornwall’s first official visit to Sri Lanka.
Prior to Sri Lanka visit, Prince Charles and The Duchess of Cornwall will be in India from Wednesday 6th to Thursday 14th November. The Prince of Wales has made seven official visits to India. This will be Camilla’s third official visit to India, having previously accompanied Prince Charles in both 2006 and 2010.
Prince Charles’s visit to Sri Lanka was officially confirmed in a press release issued from Clarence House this morning.

Their Royal Highnesses The Prince of Wales and The Duchess of Cornwall will make a nine day visit to India next month before moving on to Sri Lanka where The Prince will represent Her Majesty The Queen at the 2013 Commonwealth Heads of Government Meeting (CHOGM).
This will be Their Royal Highnesses third official visit to India together. They will undertake a broad range of engagements to promote the strong UK-India partnership in key areas such as conservation, education, growing business links, women’s empowerment and training. They will also have the opportunity to celebrate religious diversity, creativity and the vibrant individual family ties between the two countries.
In their most extensive visit to India to date, The Prince and The Duchess will travel to Dehradun, New Delhi, Mumbai, Pune and Kochi where they will meet India’s top political, business and cultural leaders.
Specific events include The Prince making an off-road trip into an “elephant corridor” in Kerala, The Duchess visiting the prestigious Doon School, and both Their Royal Highnesses visiting the Indian Military Academy and attending a gala dinner in Mumbai with a Bollywood flavour. They will also mark Remembrance Sunday while in India.
In Sri Lanka, The Prince of Wales will officially represent Her Majesty The Queen at the Commonwealth Heads of Government Meeting (CHOGM) in Colombo. Both Their Royal Highnesses will attend the official opening ceremony and a dinner, hosted by The Prince, for Commonwealth Heads of Government. In addition, The Prince will hold a small number of meetings with Commonwealth Heads and others on issues of key importance to the Summit. While in Sri Lanka, The Prince and The Duchess will also carry out a programme of official engagements including a visit to a mental health initiative, a hospital and a tea estate. The Prince last visited in 2005 in the aftermath of the Boxing Day tsunami.
In a speech made at The University of the West Indies in Trinidad in 2000 titled ‘The Commonwealth in The New Millennium’, The Prince of Wales described the uniqueness and relevance of the Commonwealth: “I have long had an instinctive sense of the value of the Commonwealth. It encourages and celebrates cultural diversity and makes no attempt to homogenize.”

President felicitates Weligama Gnanarathana Thera on his 101st birthday

President Mahinda Rajapaksa called on Chief Incumbent of the Mallikarama Viharaya in Ratmalana, Rajakeeya Pandith, Vinaya Visharadha Dhammakeerthi, Most Venerable Weligama Sri Gnanarathana Nayaka thero whose 101st birthday fell on 14 October. The President visited the Mallikarama Viharaya to look into the well being of the Maha Nayaka thero and wished him good health and long life. The President extended his greetings and birthday felicitations to the Nayaka thero. The President also had a brief discussion with the Thera.

President Rajapaksa also participated in a series of pinkamas organized at the temple in connection with the prelate’s birthday and exchanged pleasantries with devotees present there. The President also unveiled a plaque of a silver plated statue of the Ven. Gnanarathana Thero erected at the Viharaya premises. This felicitation ceremony was organised by the Vihara Dayaka Sabhawa. Members of Mahasangha and a large number of people living in the area were also present. Nayaka thero is seen here blessing the President.

In the meantime President Rajapaksa also visited former Ayurvedha Commissioner Dr Upali Pilapitiya and inquired into his well being. The President visited the Veda Medura, residence of Dr. Pilapitiya in Piliyandala. After a cordial discussion with him, the President inspected the Veda Medura herbal garden at the location.

Soldiers donate blood to Jaffna Blood Bank on Army Day

Another highly successful blood donation campaign was organised by the Security Forces Headquarters in Jaffna (SF-J) recently to mark the 64th anniversary of the Sri Lanka Army, responding to a blood necessity of the Jaffna Teaching Hospital blood bank.

With the assistance of the doctors and the hospital staff over 241 security forces personnel serving in Jaffna donated their blood to the blood bank at the event. Army Base Hospital at Palaly where the campaign had been arranged provided all facilities for the Jaffna blood bank staff and donors. Keen enthusiasm was shown by the troops to save a life by donating blood at the programme speaks on their volunteer involvement and contribution towards community oriented welfare campaigns.

Commanding Officer of the Palaly Army Hospital Major Aruna Kumara and his staff assisted the blood bank officials to make the programme a success. In the afternoon, senior officers of the Headquarters SF-J visited inmates undergoing treatments at hospital and gave away gift parcels to them.

Following many requests made by the Jaffna Teaching Hospital to the Army for blood, Army officers serving in various areas in the North organize blood donation campaigns regularly to boost the Jaffna Blood Bank which maintain its stock of blood. This has been an annual feature of Security Forces serving in the North and similar campaigns were conducted during the Vesak and Poson celebrations as well.

Commonwealth summit mired in row over Briton shot in Sri Lanka

Prince Charles offers his help as allegations against political fixer and calls for boycott cast shadow over heads of government meeting.

Prince Charles offered to help in the effort to win justice for a British man who was murdered in Sri Lanka – allegedly by a close political ally of the country’s prime minister.

The high-profile case of Khuram Shaikh, a 32-year-old Red Cross worker from Rochdale who was killed in 2011, has cast a shadow over the Commonwealth heads of government meeting in Colombo next month, which is due to be chaired by Prince Charles and attended by David Cameron.

President opens the renovated E.L.Senanayake Children’s park

President Mahinda Rajapaksa opened the renovated E.L.Senanayake Children’s Park in the city of Kandy recently. It is the first urban children’s park and one of the oldest situated at the Ampitiya junction along the Kandy Lake Round Road. This children’s park which was built in 1969 named in honour of E.L.Senanayake, former Mayour of Kandy and prominent Sri Lankan politician.

The E.L. Senanayake Park had been completely neglected in the past. The Urban Council of Kandy renovated the park at a cost of Rs: 10 million. The Park which covers an area of about one acre was totally reconstructed with a financial grant given by a delegation of Chinese representatives and with the support of the local business community. The Park is totally refurbished under the guidance of Mahen Ratwatte, Mayor of Kandy and it is now equipped with all facilities needed by the children.

Ministers S. B. Dissanayake and Mahindananda Aluthgamage, Central Province Governor Tikiri Kobbekaduwa, MPs Dilum Amunugama and Lohan Ratwatte and Chief of Staff of the Presidential Secretariat Gamini Senarath were present at the opening ceremony.

The President is seen exchanging pleasantries with the children present at the opening of the park.
