Provincial polls on September 21

Elections for the Northern, North Western and Central province will be held on September 21, the Department of Elections announced today.

Elections Commissioner Mahinda Deshapriya said that handing over of nominations and accepting deposits for the elections ended this afternoon.

He said that the Returning Officers in the three provinces have been told to make arrangements to conducts the polls between 7am and 4pm on September 21.

All the main political parties are contesting the elections in the northern, central and north western provinces.

Focus will be on the northern province where the  Tamil National Alliance (TNA) and the ruling UPFA will battle it out for public popularity, four years after the war between the Tamil Tiger rebels and the army ended.

The government will be campaigning on the development it has done for the area after 30 years of war had destroyed or damaged most of the infrastructure.

Most parts of the north including the main Jaffna town have new roads, electricity and other facilities which were mostly limited during the war.

The TNA will however look to ride on Tamil sentiments in the north with the Tamil diaspora calling for accountability over the civilian deaths during the final stages of conflict.

The wife of former LTTE eastern region political head Elilan, has been included in the list of candidates by the TNA for the northern polls.

Another former LTTE member, Daya Master, who was initially expected to contest the elections for the government, had however not been included in the final list. ( by Easwaran Rutnam)

Chance for youngsters to shine

Wednesday’s encounter could shape to be another meaningless dead rubber in a series already short on context, but Sri Lanka’s selectors have stepped in to ratchet up interest, if only among the host nation’s fans. Sri Lanka have named two uncapped players and a young opener to the 15-man squad and chosen to rest three top players. The match will now serve as a trial for the generation coming through, while the youngsters already embedded in the side now have an opportunity to move closer to their preferred batting positions.

Some experience has been retained in the top order, via Kumar Sangakkara and Tillakaratne Dilshan, who are the series top-scorers and its only centurions. But with both Rangana Herath and Lasith Malinga rested and Nuwan Kulasekara still unavailable due to injury, Sri Lanka’s attack now appears light on experience. The match may also be a trial for Angelo Mathews’ captaincy, who does not have a reliable bowler to call upon if the likes of Hashim Amla, AB de Villiers or JP Duminy begin to mount imposing scores.

Lankan war crime suspects in UK – report

The UK Home Office last year identified nearly 100 suspected war criminals including Sri Lankans who had made UK immigration applications, figures released to the BBC suggest.

The majority of cases involved people already likely to have been living in Britain for a number of years.

Suspects originated from countries including Afghanistan, Iran, Iraq, Libya, Rwanda, Serbia and Sri Lanka.

The Home Office says it is determined the UK doesn’t become a “refuge for war criminals”.

Human rights groups are calling for more criminal prosecutions in Britain as the courts commonly block deportation on human rights grounds if suspects face torture or death in their home country.

The figures emerged from a Freedom of Information request made by the BBC.

They show that, in the 15 months from January 2012, the Home Office researched nearly 800 cases where individuals were suspected of war crimes and crimes against humanity.

It made “adverse recommendations” against 99 people who had applied for British citizenship, asylum or leave to remain in the UK. A further 16 war crimes suspects had applied to enter the UK.

It follows earlier figures suggesting more than 700 suspected war criminals were identified by UK immigration officials between 2005 and 2012.

Michael McCann MP, chairman of a cross-party parliamentary group to prevent genocide, says the figures reveal the need for greater transparency from the government in cases where war crimes suspects are in the UK.

“The organisation in the Home Office that used to deal with this – the UKBA (UK Border Agency) – was a basket case. It had failed on so many different levels I’ve lost count,” he said.

“I have deep concerns that the Home Office isn’t being as forthright as it could be and I think we should be drilling down into these cases in order to give the public of our country that security.”

Of the 99 suspects, three were deported last year, 20 were refused asylum and 46 had their citizenship bids turned down but are likely to have remained in the UK. The fate of the remaining suspects is unknown.

In May 2013, five Rwandan men were arrested in Britain suspected of involvement in the 1994 genocide that led to the deaths of an estimated 800,000 people.

Some of them have been in Britain for more than a decade, with one having worked in a care home in Essex.

Three are still in custody and two have been released on bail. The men deny any involvement in the Rwandan genocide.

In 2009, an extradition attempt against four of the men failed after High Court judges ruled there was “a real risk” they would not get a fair trial in Rwanda.

Human rights campaigners say the case demonstrates the challenges faced in dealing with international war crimes suspects in Britain, pointing to a lack of successful criminal convictions.

“The police need more resources to investigate these crimes because it’s difficult to investigate them,” says Kevin Laue, a legal adviser with Redress, a charity which campaigns to prevent genocide.

“That, in turn, requires more political will and commitment at the higher level for them to be given the resources to properly investigate.”

James Smith, from the charity Aegis that works to prevent crimes against humanity, said if extradition failed, prosecution could take place in the UK.

“There’s a cost and it is difficult to investigate crimes which took place in another country a long time ago. But if we don’t pursue those prosecutions, the UK could become known as a retirement home for war criminals,” he said.

Beatha Uwazaninka, a survivor of the Rwandan genocide, said the thought of meeting a Rwandan war criminal “living happily ever after” in the UK caused her “great pain”.

“It is very sad especially for survivors who have gone through so much and yet there is no justice,” she told the BBC.

“They (the war criminals) should be sent to where they committed the crimes but if they cannot send them to Rwanda, at least they can be tried to the UK. It is sending a message that wherever you go you will face the consequences of what you have done.”

The Metropolitan Police says 56 people in the UK are currently subject to war crimes inquiries, although only nine cases were passed on to them by the Home Office.

Mr McCann says the “disparity” between the Home Office and police figures raises a question over whether immigration officials are wrongly identifying people as war crimes suspects.

A Home Office spokesman said: “Anyone accused of these crimes should be put on trial in their home country and we will always seek to return them to face justice.”

Royal birth: Significant for the wider C’wealth – MR

Congratulating the Royal Family on the birth of the Prince of Cambridge, the third heir to the throne, President Mahinda Rajapaksa said that the birth of the Prince of Cambridge is undoubtedly significant for the wider Commonwealth.

Issuing a statement the President’s Office said that President Rajapaksa and First Lady Shiranthi Wickremasinghe Rajapaksa have congratulated the Royal Family on the birth of the Prince of Cambridge.

Writing to the Queen of England Her Majesty Queen Elizabeth II, President Rajapaksa extended the greetings on behalf of the Sri Lankan people on the birth of her great grandson Prince George Alexander Louis of Cambridge.

“The birth of the Prince of Cambridge is undoubtedly significant for the Royal Family and the people of the United Kingdom and the wider Commonwealth,” President Rajapaksa wrote. “It is indeed a pleasure to convey through Your Majesty, warmest felicitations on this happy occasion, to their Royal Highnesses the Duke and Duchess of Cambridge and His Royal Highness the Prince of Wales and the Duchess of Cornwall.”

He has remarked that ‘He is indeed inspired to work with the Gypsies because of their immense talent and dedication….’


Besides excitedly planning his 50th Anniversary Road show named ‘The Journey’ Desmond is happy to report that he has regular bookings every month in his home state Sydney with his band “The Impressions”. Sri Lanka remains number-one ranked T20 side

Sri Lanka has retained its position as the number-one ranked Twenty20 International (T20I) side after the annual update of the Reliance ICC T20I Rankings Table was announced on Thursday.

The annual update was released just two days before Pakistan takes on defending ICC World Twenty20 champion West Indies in a two-match series, starting on 27 July in Kingstown, St Vincent.

At the June ICC Board meeting during the Annual Conference week in London, the ICC Board agreed to change the T20I rankings period from three years to four years.

The ICC Board also decided that the annual update to the Test, ODI and T20I rankings should now take place on 1 May each year, rather than 1 August, to better align with the current international calendar. This change has been incorporated in the latest update, and has been backdated to 1 May 2013.

The updated table now reflects all T20I matches completed after 1 August 2010. All T20I matches played until the start of May 2014 will be added to this table, so that by May 2014, the ratings will be based on just under four years of results.

There are no ranking changes as a result of this annual update and most countries’ ratings change by no more than a point or two.

14 out of the 16 countries with T20I status are ranked, with Afghanistan and Canada yet to play the required eight rated matches. Afghanistan needs to play one more and Canada two more T20 Internationals prior to May 2014 in order to join the rankings.

Cameron to raise concerns

British Prime Minister David Cameron will press UK concerns on Sri Lanka in line Britain’s own assessment of the situation in Sri Lanka when he visits the country in November.

Senior Minister of State, Department for Communities and Local Government and Foreign and Commonwealth Office Baroness Sayeeda Warsi told the House of Lords that Cameron and UK foreign secretary, William Hague will raise their concerns when they attend the Commonwealth summit in Sri Lanka in November.

Britain believes the Commonwealth Heads of Government Meeting (CHOGM) in Sri Lanka will either highlight Sri Lanka’s progress and respect for Commonwealth values, or draw attention to the absence of such progress.

Baroness Warsi said the British Government regularly raise concerns about lack of progress on post-conflict reconciliation, accountability and the current human rights situation with the Government of Sri Lanka.

“We have ongoing human rights concerns about Sri Lanka, including on freedom of opinion and expression, and judicial independence. Our up to date assessment is available online as a ‘Country Update’ to the Foreign and Commonwealth Office’s Human Rights Report for 2012,” she said in a response to a question raised on Sri Lanka.

She said that Britain has been clear with the Sri Lankan government that they expect to see concrete progress on human rights, reconciliation, free, fair and peaceful Northern Provincial Council elections in September and that media and civil society have access and freedom of movement to the Commonwealth Heads of Government Meeting (CHOGM).

Ex-PC member who made female teacher kneel re-remanded

Former UPFA North-Western Provincial Council member Ananda Sarath Kumara, who is alleged to have forced a female teacher to kneel down before him on June 14, was yesterday re-remanded till August 08 by Anamaduwa Magistrate Ranga Dissanayake, for violating bail conditions.

When the case was called yesterday, Nawagattegama Police informed the Court of the complaint lodged by the teacher and her husband alleging that Ananda Sarath Kumara was threatening them.

Magistrate Dissanayake, while releasing the suspect on June 27, warned him against intimidating any of the witnesses and ordered him to report to the Nawagattegama Police Station every Saturday. The ex-provincial council member was released on Rs. 5,000 cash bail and two sureties in Rs. 500,000 each.

Ananda Sarath Kumara was alleged to have forced the female teacher in charge of discipline, at the Navagaththegama Navodya School, to go down on her knees for asking his daughter to lengthen the hem of her school uniform on June 14.

He later resigned from the Provincial Council over that incident but had attended the interviews for nominations from the UPFA to contest the forthcoming polls from the Puttalam District. (By Dasun Edirisinghe)

Mathews returns, Mubarak retained

Sri Lanka captain Angelo Mathews returns to the team after being left out of the first two ODIs against South Africa due to an ICC suspension for maintaining a slow over rate during the tri-nation competition in the West Indies earlier this month.

The selectors have named a bloated squad of 16 for the next two ODIs adding Mathews to the 15-member squad that was named for the first two ODIs.

Middle-order batsman Lahiru Thirimanne, who badly bruised his ribs while batting during the second ODI, has been named in the squad subject to fitness.

Sri Lanka lead the five-match ODI series 2-0. The third and fourth ODIs will be played at Pallekele on Friday and Sunday. The teams will return to Colombo for the fifth and final ODI also at the R. Premadasa Stadium.

Meanwhile, South Africa’s star batsman Hashim Amla is in doubt for the third ODI after scans revealed a grade 1 strain to his left groin. Amla, who missed the first ODI due to a stiff neck, fell awkwardly while fielding in the third-man region during the second ODI and was helped by the support staff and team-mates back to the dressing room. He was immediately taken for scans and didn’t bat in the second ODI.

The Proteas have missed Amla’s services in the top order. The 30-year-old is the world’s number one ranked batsman in ODIs and averages a more-than-impressive 55.

“Hashim jarred his left knee into the ground while fielding, after which he reported discomfort in the pelvic and groin region. He was assessed to have a grade 1 strain to the left groin muscle, which was confirmed by an MRI scan,” Dr. Mohammed Moosajee, South Africa’s team manager said.

“Injuries of this nature usually take 3-7 days to recover, but he will receive intensive treatment and rehab in the coming days to give him the best possible chance of being ready for the third or fourth ODI at Pallekele this week.”

The Proteas have now not beaten Sri Lanka in Sri Lanka in their last 11 games with their last win coming during their inaugural visit to the island way back in 1993.

Dayasiri to crossover today

UNP MP Dayasiri Jayasekera is expected to join the government today, well informed sources told the Colombo Gazette.

Jayasekera is expected to formally crossover to the government benches in Parliament.

Sources also said that he is expected to meet President Mahinda Rajapaksa this morning.

Jayasekera is expected to resign from his parliament seat and contest the North Western Provincial Council polls with the government.

The UNP MP who had been a strong critic of UNP leader Ranil Wickremesinghe had met the President on an earlier occasion as well.

However subsequently he had met Wickremesinghe and UNP General Secretary Tissa Attanayake to discuss his concerns regarding the party.

Attanayake had said the meeting was “routine” and said there as no indication Jayasekera was to leave the UNP.

There’s no cover up, says Foreign Secy

Apropos the news item, ‘British MPs to confront MR over death of British tourist Khuram Shaikh’ on our front page yesterday, by Dean Nelson, South Asia Editor, the Telegraph Group, London, Foreign Secretary Karunathilake Amunugama has sent us the following statement: A delegation of the UK branch of the Commonwealth Parliamentary Association (CPA) is currently in Sri Lanka, and includes MP Simon Danczuk from Rochdale, hometown of Khuram Shaikh, who was killed in Tangalle in December 2011. The case is pending and was recently transferred to Colombo from Tangalla. Mr. Danczuk is quoted in The Telegraph of 21st July as having said that he will “raise concerns of a cover-up” when he meets President Mahinda Rajapaksa.”

Many foreign dignitaries and officials have visited Sri Lanka recently and such visits were facilitated by the Government so that they can witness first-hand developments that have taken place in the Island following the end of the conflict. According to the External Affairs Ministry, when foreign delegations request to visit, the Ministry facilitates the respective diplomatic Mission in drawing up a suitable programme, particularly appointments with Government, subject to the availability of the Ministers and officials concerned. For any visiting delegate below the level of a Head of State/Government, a meeting with the President would be a privilege, as it would not be in keeping with accepted diplomatic protocol and is unthinkable in western countries.Hence talking to the media about the issues that he will raise with the Head of State even before such a meeting is scheduled is totally inappropriate.

The British MP talks of “concerns of a cover-up” with regard to the murder which is a prejudgment of a case that is still pending in Courts. The Government has condemned the murder of Khuram Shaikh and stated its commitment to punish the perpetrators and the process is underway. In such a context, the statement by Mr. Danczuk is pure speculation. During a previous visit of the MP with the brother of Khuram Shaikh, he met the CID which is leading the investigation as well as the Secretary of the Justice Ministry. During the present visit, the delegation will meet Speaker Chamal Rajapaksa and Ministers G.L.Peiris, Nimal Siripala de Silva and Basil Rajapaksa while Mr. Danczuk will have a separate meeting with Minister Rauf Hakeem. The delegation will also meet the Leader of the Opposition, members of the Sri Lanka-UK Parliamentary Friendship Group and Secretary Defence.

William and Kate present baby prince

Walking out to cheers from staff and well-wishers, Kate cradled her son and said it was “a special time”.

Prince William said they were “still working on a name”.

The couple then went back inside the private Lindo Wing and placed their son in a car seat. A few minutes later they came outside again and the duke drove his family home to Kensington Palace.

MP to confront Sri Lanka’s president over death of British tourist Khuram Shaikh

A British MP will this week confront Sri Lankan President Mahinda Rajapaksa over a suspected cover-up in the murder of a British holidaymaker and the gang-rape of his girlfriend.

Khuram Shaikh, a 32-year-old Red Cross aid worker from Rochdale, had been in Sri Lanka to rest after an assignment in Gaza, when he and his Russian girlfriend were attacked by eight men in a hotel bar in Tangalle, on the south coast. One of the men accused of the attack is a prominent figure in Mr Rajapaksa’s Sri Lankan Freedom Party (SLFP).

Sri Lanka struggle to post 223

After a below par performance in the first ODI, South Africa’s bowlers came up with a much improved effort in the second match of the five match series against Sri Lanka as they restricted the hosts to 223 for nine in 49.2 overs, at the R. Premadasa Stadium on Tuesday.

The game was held up due to rain for two hours and the Proteas were set a revised target of 179 off 29 overs.

Not a single half-century was scored in the Sri Lankan innings, as the game was played on the same strip on which the first ODI was played on.

Captain Dinesh Chandimal and opener Tillekeratne Dilshan made 43 runs each as the Sri Lankan batsmen encountered a more disciplined bowling effort by the Proteas.

The Proteas started off with spin, as left-arm spinner Robin Petersen bowled the first over and ended with impressive figures of one for 39 in his 10 overs. Morne Morkel, however, was the pick of the bowlers, as he picked up three for 34 in his 10 overs.

After opener Upul Tharanga was dismissed cheaply, Kumar Sangakkara and Dilshan were involved in a 59 run stand for the second wicket before Sangakkara, who made a career best 169 in the previous game was dismissed after he failed to clear extra cover.

During his knock, Sangakkara became the highest run getter in ODIs between Sri Lanka and South Africa, with his 1447 overtaking Jacques Kallis’ 1429.

Mahela Jayawardene fell when he failed to connect an attempted reverse sweep off Petersen, for 17.

Dilshan was spectacularly caught by a diving A. B. de Villiers behind the stumps off the bowling of Morkel, to reduce Sri Lanka to 120 for four. Lahiru Thirimanne unsuccessfully appealed after being ruled leg before wicket to Ryan McLaren for 13 as Sri Lanka slumped to 143 for five.

Jehan Mubarak, whose selection had raised many eyebrows, elegantly cover drove Chris Morris for four, but didn’t enter double figures, as he was dismissed two overs later when he offered part-time spinner J. P. Duminy a return catch.

Captain Dinesh Chandimal looked impressive as he fought hard to push Sri Lanka’s total beyond 200. But he became Morkel’s third victim when Francois du Plessis, whom the Proteas call the best fielder in the world, took a brilliant catch at backward point.

Sri Lanka’s innings ended with four balls still remaining when the rains came down.

Sacred Relic of the Buddha on Display at Scotland’s Buddhist Vihara

From the 21st of July until the 16th of November we will be displaying our very special Sacred Relic of the Buddha. (Dhatu)

The resident monks will observe their 3 month retreat from the 22nd of July (Esala, full moon Poya day).

During this time the Vihara has organised many religious acivities to celebrate this very special occasion.  Every day at 7am, 11am and 9pm, Buddha Puja will be conducted by the monks, this is also is open to the public.  The monks will recite Itipiso Gata 121 times, and also they will be meditating on Buddha’s noble virtues (Buddhanussati Bhavana).

Every Saturday from 5 to 6pm, there will be a special one hour sermon regarding one quality of the Buddha. There will be 9 consecutive sermons, describing the Buddha’s 9 noble virtues. Devotees and well wishers are invited too sponsor these sermons and also, to offer refreshments for participants after the sermon.

All are very welcome during public visiting hours (Puja times).

 

Duchess of Cambridge gives birth to baby boy, third in line to the throne

The Duchess of Cambridge has given birth to a baby boy, who is third in line to the throne, Kensington Palace announced tonight.

The new arrival weighed 8lbs 6oz (3.6kg) and was delivered at 4.24pm in the exclusive maternity wing at St Mary’s hospital.

In a statement, Kensington Palace said: “Her Royal Highness the Duchess of Cambridge was safely delivered of a son at 4.24pm. The baby weighs 8lbs 6oz.

“The Duke of Cambridge was present for the birth.

Big ask for Proteas in second ODI

After their 180 run defeat in the first ODI against Sri Lanka, the last thing the Proteas would want is to be told that they haven’t beaten Sri Lanka in Sri Lanka in the last two decades. Proteas last ten games against the Sri Lankans here have resulted in defeat and if they need to look at a win they will have to go back to the tour of 1993 when Kepler Wessels’ side won by 124 runs at R. Premadasa Stadium.

What will cheer up the Proteas is the expected return of number one ranked player in ODIs Hashim Amla. The 30-year-old has a more than impressive average of 55 in ODIs and having missed the opening encounter due to back spasms, Amla looks good to play the second ODI and Sri Lanka’s stand-in captain Dinesh Chandimal admitted that his team had been drawing up plans against the top order batsman.

“Amla is going to play tomorrow’s game. The most important thing about him is his consistency. That’s the main thing Amla has. We have something up our sleeves and we’re looking forward to the contest,” said Chandimal.

Although the Proteas have been one of the strong ODI sides in the world, their struggles in Sri Lanka are inexplicable. The last time they toured here for an ODI series in 2004, they were whitewashed 5-0 and Player of the Series in that contest Kumar Sangakkara had an explanation for their struggles. “Our wickets are quite different from Indian wickets. It takes a while for the bowlers to get used to them. For such an attack to adapt so quickly is going to be difficult. They have very good spinners, but bowling on our wickets is another thing. You have to vary your pace and length quite often and our guys play a lot better on these conditions.”

While Sri Lanka’s total of 320 in the first ODI is their highest against South Africa, the Porteas 140 all out is their lowest total against the Sri Lankans. The South Africans generally look sharp on the field, but on Saturday they let down their supporters.

“We’re not the best fielding team in the world yet. We’ve got the potential, so it’s a bit frustrating to see us field like that. I think the boys have learnt from their mistakes. It was a long 50 overs in the field and the afternoon was quite hot, which is not an excuse, but something new to the guys – something they couldn’t adapt to. In this game they’ll hopefully know what to expect and take a few match winning catches and a couple of run outs. The bowlers certainly need them,” South Africa’s captain A.B. de Villiers said.

While Sri Lanka are likely to play the same side that won the first ODI, the Proteas are likely to bring in Amla and Lonwabo Tsotsobe.

Ready to share our experience – SL

The government said that it is ready to share its experience as best practices on humanitarian effectiveness with other countries that are similarly placed, in an effort to relieve those who undergo suffering due to humanitarian emergencies

Sri Lanka’s Ambassador to the UN in Geneva has said the approaches used in post-tsunami and post-conflict Sri Lanka, with suitable adaptation, could be deployed in managing humanitarian situations in other countries as well, and that the Government of Sri Lanka continues to stand ready to share its experience as best practices on humanitarian effectiveness, with other countries that are similarly placed, in an effort to relieve those who undergo suffering due to humanitarian emergencies.

Ambassador Aryasinha made these observations when he delivered the Sri Lanka statement at the humanitarian affairs segment of the Substantive Session of ECOSOC, held at the Palais des Nations in Geneva on 17th July 2013.

Ambassador Aryasinha recalled that as a country Sri Lanka had not only grappled with a separatist terrorist conflict for almost 30 long years, but also dealt with an unprecedented natural disaster in the form of the Asian tsunami in 2004. Detailing the systems deployed by the government’s Centre of National Operations (CNO) to manage natural disasters, he said the 24/7 operational capacity now allows Sri Lanka to evacuate coastal areas within an hour of a tsunami alert. He also enumerated the significant strides made by the Government of Sri Lanka over the 4 years since the ending of the terrorist conflict, in re-settling IDPs, de-mining, restoring livelihoods and property of those affected and initiating a program to pay compensation to the conflict-affected residents of Northern Province, who lost loved ones and property and sustained injuries, as part of a process of restitution.

Ambassador Aryasinha said, the recent phasing down of the operational role of the UNHCR and ECHO and the re-orientation of the ICRC’s activities in Sri Lanka reflect an acknowledgement by the international community of Sri Lanka’s success story in responding to humanitarian situations, both manmade and natural.

Emphasizing that the discourse to establish an international system to address the dire situations and the needs of countries in the aftermath of humanitarian catastrophes is important, he said Sri Lanka takes cognizance of the need to not only address the immediate humanitarian needs in the aftermath of a disaster, but also as to how countries could rebuild the lives of affected people by promoting a recovery that is sustainable and development oriented.

Ambassador Aryasinha said Sri Lanka reiterates its support to the humanitarian assistance guiding principles articulated in GA Resolution 46/182, especially on the full adherence to the humanitarian principles: humanity, neutrality and independence, while engaging in negotiations for and during humanitarian operations. In coordination and implementation of humanitarian assistance, the sovereignty and territorial integrity of concerned states need to be fully respected. Sri Lanka also wished to reiterate the need for de-politicization of humanitarian aid and that non-governmental organizations involved in the provision of humanitarian assistance to affected countries should also be accountable, both financially and in the work that is carried out by them.

He noted that there are many UN agencies that deliberate on the negative consequences of man-made disasters such as extreme weather patterns, occurring in many corners of the world due to climate change. Primarily at the UNFCCC, extensive discussions for many years are on adaptation for climate change. This requires policies in terms of funding and adapting to face the dire consequences of rising sea levels and unpredictable weather patterns. Unfortunately, the many years of negotiations are at a standstill as funds for adaptation, especially for developing countries are not forthcoming. The establishment of the Green Climate Fund has given hope to the developing countries as they grapple with development challenges in addition to the humanitarian challenges.

Ambassador Aryasinha said, in this light, Sri Lanka looks forward to greater engagement in this dialogue, especially at the World Humanitarian Summit in 2015, where the knowledge and best practices on strengthening humanitarian assistance and promoting humanitarian aid transparency and effectiveness could be shared among all stakeholders. Sri Lanka hoped that this Summit would assist in creating a synergy between the development partners and those who work on disaster preparedness.

Ramith fined for ‘sleep-walking’

Sri Lanka Cricket (SLC) has fined cricketer Ramith Rambukwella 50 per cent of his tour fee for causing a mid-air panic while on a British flight recently.

The Sri Lanka A cricketer will also receive a further warning by the Cricket Board as the SLC executive committee decided a disciplinary action following a committee report.

Rambukwella, in an inebriated state, had tried to open a British Airways flight door while flying back from the West Indies end of June.

He however had defended himself by saying that he was a natural sleep walker.

Team manager Jayantha Seneviratne had claimed that Rambukwella, whose father is a government minister, was not able to find the toilet door as the lights had been dimmed.

The British press reports said that panicked travellers had alerted the flight crew when Rambukwella was trying to open the flight door at 35,000 feet.

No more ‘boat people’ in Aussie; Kevin Rudd

Any asylum seeker who arrives by boat without a visa will have no chance of being resettled in Australia as a refugee, Prime Minister Kevin Rudd has announced.

The Sydney Morning Herald said that Mr Rudd declared his much-anticipated asylum seeker policy, with the major change being a new resettlement arrangement between Australia and Papua New Guinea.

At a Brisbane press conference, flanked by Papua New Guinea’s Prime Minister Peter O’Neill and Immigration Minister Tony Burke, Mr Rudd declared he would “combat the scourge of people smuggling”.

”Today we’re announcing a new resettlement arrangement between Australia and Papua New Guinea. I understand this is a very hard-line decision,” Mr Rudd said.

In the strongest line a modern Labor prime minister has taken against people smugglers, Mr Rudd said: ”As of today asylum seekers who come here by boat without a visa will never be settled in Australia.”

Under the new arrangement signed with PNG – the Regional Settlement Arrangement – unauthorised arrivals will be sent to PNG for assessment and if found to be a refugee will be settled there.

‘Australians have had enough of seeing people drowning in the waters to our north,” Mr Rudd said.

”Our country has had enough of people smugglers exploiting asylum seekers and seeing them drown on the high seas.’

With the changes, regional processing arrangements in PNG will be significantly expanded and people will be sent to Manus Island as soon as health checks are complete and appropriate accommodation is identified.

PNG officials will assess their claims on Manus Island.

Mr Rudd said there would be no cap on the number of people who can be transferred to PNG.

In exchange for PNG receiving asylum seekers, the Australian government woul help with the redevelopment of the major referral hospital in Lei and its long-term management needs.

”We’ve agreed to fund 50/50 the reform of Papua New Guinea university sector,” Mr Rudd said.

As well as implementing the resettlement program, Mr Rudd said the Australian Government stood ready to consider progressively increasing our humanitarian intake towards 27,000 as recommended by the Houston Panel.

Mr Rudd did not say how much his changes to asylum seeker policy would cost. But he said it would be ”budget neutral” and that Finance Minister Penny Wong would announce the costs in ”due course”.

”What we’re seeking to do . . . is to send a message to people smugglers around the world that the business model is basically undermined,” Mr Rudd said.

”This is a clear change in strategic direction.”

Attorney-General Mark Dreyfus reiterated the Prime Minister’s assurance that the arrangement was ”entirely in accordance with Australia’s international and domestic law obligations”.

”Papua New Guinea is, of course, a signatory to the refugees convention,” Mr Dreyfus said.

Immigration Minister Tony Burke said in the past couple of weeks he had removed children and families from Manus Island because ”the facilities as they are right now are not appropriate for some of those different groups”.

The government’s immediate priority was to bring the quality of Manus Island’s detention facilities ”up to standard”.

Mr Burke said that at the moment the government would not be transferring women and children immediately across to Manus Island.

”The intention is that as the temporary facility moves to a permanent facility, anybody who arrives from now on will be subject to the new rules.”

Allow access to all journalists – UK

The British Government said that it expects all journalists to be granted entry to Sri Lanka in order to cover the forthcoming Commonwealth Heads of Government Meeting in Colombo, the BBC reported.

Secretary of Foreign and Commonwealth Affairs Alistair Burt made these observations during a special interview with the BBC Sinhala Service- Sandeshaya.

Lankan illegal workers nabbed in UK

Five male illegal workers including two Sri Lankans were detained by the UK Home Office Immigration Enforcement officers in Blackpool, England, last week, following an operation at two restaurants in the area.

The British High Commission in Colombo said that among the five were two Sri Lankan men aged 21 and 22 who had both overstayed their visas and were working illegally.

All the men are currently detained pending their removal from the UK.

Both businesses will be served with a civil penalty notice for employing the illegal workers. If the employer is unable to provide evidence that legally-required pre-employment checks were carried out, a fine of up to £10,000 per worker will be imposed.

Colin Berrington, from the Home Office Immigration Enforcement team, said:

‘Illegal working fuels illegal immigration to the UK and that is why we are carrying out operations like these. If you are a business you must carry out the correct checks on your staff or you could end up with a heavy fine. We are happy to work with businesses to let them know what checks need to be made on staff, but those who break the law should know that they will face heavy fines.’

Meanwhile, measures to toughen civil penalties against rogue businesses employing illegal migrants, while cutting red tape for legitimate employers, were unveiled by the Government earlier last week. These proposals are part of the government’s plans to make it more difficult for illegal migrants to live and work in the UK, and to take tougher action against the rogue employers who exploit them. It is also intended to ensure that the country’s immigration policy is built into the benefits system, health system, housing system and the provision of services across government.

Proposals being considered to toughen civil penalties for businesses employing illegal migrants include an increase in the maximum penalty to £20,000 (approx. 3.9 million Sri Lankan rupees) per illegal worker, targeted at those employers who repeatedly break the rules.

The plans will form part of the Immigration Bill, being introduced later this year, which will tighten immigration law, strengthen the UK’s enforcement powers and clamp down on those from overseas who try to abuse the UK’s public services.

Earlier this month, three male illegal workers from Sri Lanka were arrested following a raid on a garage in Sittingbourne, Kent. The men were transferred to immigration detention pending their removal from the UK.

ලබාගෙන ඇති එම කටඋත්තර අනුව, සමස්‌ථයේ කට උත්තර සංක්‍ෂිප්තය “අපි නිදාගෙන හිටියේ. සද්දයක්‌ ඇහිලා බලනකොට රමිත් ගුවන් යානයේ දොර ළඟ හිටියා” වශයෙන් යෑයි සඳහන් වේ.

චූදිත රඹුක්‌වැල්ල සිය කට උත්තරයේදී තමා නින්දෙන් ඇවිදින්නෙකු බවත්, එබැවින් තමා එදින එසේ යානය තුළ ඇවිද්දා විය හැකි බවත් පවසා ඇත.

ප්‍රධාන කට උත්තරය වශයෙන් සැලකෙන චම්පක රාමනායක, තමාට සද්දයක්‌ ඇහුණ බවත්, ඒ ගැන විපරම් කරද්දී රඹුක්‌වැල්ල ගුවන් යානයේ දොර අසළ සිටි බවත්, එහෙත් රඹුක්‌වැල්ල බීමත්ව නොසිටි බවත් වශයෙන් සිය කට උත්තරය දී ඇත.

ABOUT BHANTE BUDDHARAKKHITA: Bhante Buddharakkhita was born and raised in Uganda, East Africa. He first encountered Buddhism in 1990 while studying in India. Having ordained as a Theravada Buddhist monk in 2002, he continued his meditation practice under the guidance of Bhante Henapola Gunaratana for eight years at the Bhavana Society in West Virginia, USA. He is the founder of the Uganda Buddhist Centre and is the author of Planting Dharma Seeds: The Emergence of Buddhism in Africa and Drop by Drop: Practicing Dhamma in Daily Life. He has been teaching meditation in Africa, Brazil, Europe and United States. Venerable Buddharakkhita now also teaches meditation at Sri Lanka International Buddhist Academy in the holy city of Kandy.

94% of Britain won’t be able to help an Asian person with cancer. Can we count on you Sri Lankans?

LEUKAEMIA PATIENT’S MISSION TO HELP SAVE OTHERS

Nilush Aponso, 32 from Barwell in Leicestershire, is calling on people from minority ethnic backgrounds to come forward as bone marrow donors to save lives.

He has Acute Myeloid Leukaemia and has been told he needs a lifesaving bone marrow transplant. So far blood cancer charity Anthony Nolan has been unable to find him a match on bone marrow registers worldwide.

Nilush is Sri Lankan in heritage, which makes it far more difficult for Anthony Nolan to find him a match. A white northern European patient has a 90% chance of finding a match, but this falls to 40% for patients from minority ethnic backgrounds, like Nilush.

 His diagnosis came as a shock as Nilush and his partner Helen Parker thought they’d beaten leukaemia once, when he went into remission in October last year. Sadly, his leukaemia returned at the start of 2013 and Nilush has been told a bone marrow transplant is his only chance of a cure.

Selfless Nilush recognises that time is running out to find him a match, but wants to ensure others do not find themselves in the same situation through a lack of ethnic minority donors on the register.

 ‘If I could find a donor, that would be incredible’, Nilush says, ‘but there are others going through the same thing who still have time. If I could recruit just one donor who could be that lifesaver for a patient in need, I would know I’ve given something back.’

 Patients are most likely to find donors from similar ethnic backgrounds, so Nilush’s appeal is targeting the Sri Lankan community in particular. Nilush and Helen are calling on anyone between the ages of 16-30 to join the Anthony Nolan register.

‘If you’re 16-30 and in good health, signing up to the Anthony Nolan bone marrow register is so simple. You fill in a quick online application form and supply a saliva sample. That’s all it takes to become a potential match for someone like me,’ Nilush says.

Lynsey Dickson, Regional Recruitment Manager at Anthony Nolan, says: ‘For patients like Nilush, a bone marrow transplant gives the chance of a cure. A lack of awareness often stops people from signing up, but donating bone marrow is a straightforward process. 90% of people donate via a process a bit like giving blood and are back to normal home and work life the next day, knowing they’ve helped save the life of a stranger in need.’

Nilush adds: ‘My message for potential donors from ethnic minority backgrounds is this: when you need it, it’s too late, so register now and make sure other patients do not have to go through this alone.’

To join the Anthony Nolan register, you need to be between the ages of 16-30 and in good health. All potential donors stay on the register until the age of 60 and may be called to donate at any point during this time.
