A female lecturer of the Nawala Open University Law Faculty was in a critical condition after she was repeatedly stabbed by a law faculty student a short while ago.

She was admitted to a private hospital while the suspect is being held inside a room and a tense situation is reportedly prevailing in the university premises.

Police personnel arrived at the scene of the tragedy a short while ago and are bringing the situation under control.

The victim is identified as Yashodara Kadirgamathambi, the Head of Law Department of the Open University.

Meanwhile, an Open University student, who is also a doctor, was arrested in connection with the incident, police said.

Mirihana police said the suspect student was admitted to the Kalubowila Hospital after he swallowed some tablets.

It was revealed that the student alleged to have stabbed the lecturer after she refused to accept his assignment which he handed over after the due date.(SD & LP)

මෙම වරෙන්තුව සම්බන්ධයෙන්ද නවගත්තේගම පොලිසිය මගින් පුත්තලම අධිකරණය වෙත පෙරේදා (17 වැනිදා) කරුණු දැක්‌වූ අතර එම චෝදනාව සම්බන්ධයෙන්ද මොහු ලබන 27 වැනිදා දක්‌වා රක්‌ෂිත බන්ධනාගාර ගත කරන ලෙස නියම කෙරිණි.

ඉකුත් 2010 වර්ෂයේ පළාත් පාලන මැතිවරණය අවස්‌ථාවේ සැකකාර මන්ත්‍රිවරයා නවගත්තේගම කිරිමැටියාව ප්‍රදේශයේ පුද්ගලයකුට අමානුෂික ලෙස පහර දී තුවාල සිදුකර තිබිණි.

මෙම සිද්ධිය සම්බන්ධයෙන් සැකකාර මන්ත්‍රීවරයාට එරෙහිව නවගත්තේගම පොලිසිය මගින් ආනමඩුව අධිකරණයේ නඩුවක්‌ පවරා තිබී ඇත. එහෙත් සැකකාර මන්ත්‍රීවරයා එම නඩුව වෙනුවෙන් අධිකරණයේ පෙනී සිට ඇත්තේ එක්‌ අවස්‌ථාවකදී පමණක්‌ බව පොලිස්‌ ආරංචි මාර්ග කියා සිටියේය.

The reconstructed Iranamadu airstrip in the Kilinochchi District was declared open by President Mahinda Rajapaksa today (June 15), on an invitation extended by the Commander of the Air Force Air Marshal Harsha Abeywickrema. Initially constructed by the LTTE and destroyed using bulldozers, the runway was reconstructed by the Air Force to extend up to 1500m with a width of 25 metres. Commander of the Sri Lanka Army, General Jagath Jayasuriya and Minister of Traditional Industries and Small Enterprise, Douglas Devananda also graced the event.

It would seem that the Government has got into a right royal jam with the 13th Amendment (13A) to the Constitution. Under pressure from India once again, and the Western countries on the one side, and counter-pressure from domestic forces adamantly opposing its continuance, the Government of President Mahinda Rajapaksa has been boxed into a corner. It is trying to wriggle out of a situation it has brought upon itself. For one, the Government procrastinated in bringing about an alternative to 13A. For another, it also procrastinated in implementing the recommendations of the Lessons Learnt and Reconciliation Commission (LLRC) which itself saved the day for the Rajapaksa Government by warding off international pressure for a Crimes Against Humanity Tribunal following the liquidation of the LTTE in 2009. This has had a knock-on effect on the Government and the country insofar as allowing world opinion spearheaded by the US and ably supported by India, to snowball.

That the Provincial Council system, a corollary to13A was a geo-politically expedient but administratively flawed local government mechanism that has been perpetrated for more than 25 years now, is a travesty on the people of this country by itself, is clear.

Introduced to devolve political power to the North and East, this utterly useless ‘Made in India’ model was forced upon the rest of the country. It has neither served man nor beast and only duplicated and complicated the already existing government machinery.

The Government has not said why it wants to continue with the Provincial Council system; and especially so for a political party that got onto the streets in protest when it was made into law in 1987 under the most controversial of circumstances. The only signals that emanate are the continuing pressure that is being exerted by India and the West, mainly due to their own domestic compulsions to grant a certain degree of autonomy to the representatives of the minority Tamils living in the North and East.

Unable to withstand this pressure due to its own deficiencies in getting its act together, what with resolutions against Sri Lanka at the United Nations in Geneva and quid pro quos for India’s support to allow Sri Lanka to host the Commonwealth summit (CHOGM) later this year, the Rajapaksa Government is wilting and allowing anti-13A forces to raise the ante. In other words, it is walking a tight rope doing a balancing act: on the one side are the international demands, on the other, domestic demands.

Lost in the process are the crucial issues; what is the most suitable form of devolution of the Centre’s powers to the periphery; what is the unit of devolution; and what are the powers that can be devolved without compromising the unitary nature of the country.
Instead of addressing these, we see ad-hoc measures being taken with this tightrope walking going on and on. We have made it known that there must be devolution; that District Councils must be the unit and that there must be a re-think on such councils being mere appendages of political parties in the country.

The resurgence of the demand for the repeal of 13A and the abrogation of the Provincial Councils is understandable. The argument is that the Provincial Councils as they exist today are ‘white elephants’; that devolution must be an administrative requirement and not a political one; and that there is a real threat to the country’s national security if the Northern Provincial Council falls into the hands of a political party that is a puppet of India. No better proof of this is illustrated by our Political Editor in the adjoining column revealing how India can summon that party to New Delhi for instructions.

As we have said before, there is a way out of this mess for President Rajapaksa. One such way is to invoke Article 86 of the Constitution and hold a Referendum of the People and seek their views on the matter. Article 86 states: “The President may………. submit to the People by Referendum any matter which in the opinion of the President is of national importance”. This is in addition to Article 85 that provides for a Referendum of the People should the Supreme Court determine a particular Bill needs their approval to make it law — something that has never happened yet in these 35 years of the 1978 Constitution.

This is now too much of an issue to be left to a few politicians or in the hands of the President and Parliament. It is now a matter for the People to express their opinion.

Only one Referendum has been held in Sri Lanka since it was introduced to the 1978 Constitution – that was the 1982 Referendum that sought to, and did, extend the life of that Parliament by another term.

Political parties will be allowed to campaign on the question that will be put to the People (the framing of the question is of fundamental importance), but the opinion of the People must be of the whole country and not just limited to a geographical area or an ethnic group.

This opinion will then make it easier for the President to decide which way he should proceed as there seems to be a great deal of confusion on which road he should take. Clearly, the Government’s reluctance to push through with the LLRC recommendations on good governance on the whole has resulted in it being placed in this predicament. Coupled with the resulting problematic issue of devolution must come measures towards good governance in general.

We see no movement in that direction; in fact we see several retrograde steps taking place. There are deficiencies everywhere. In the end, the Government is pleasing no one and only hoping that the uneasy status quo remains until it can spin itself out of the tangled web it has woven for itself.

The Ceylon Teachers’ Union (CTU) has warned that it would launch trade union action if punitive action is not taken against UPFA Wayamba Provincial Council member Ananda Sarath Kumara for forcing a female teacher, at Navagaththegama Maha Vidyalaya to kneel down in her class for reprimanding his daughter.

CTU Secretary Joseph Stalin alleged that the failure on the part of the SLFP-led ruling coalition to take tangible action against those responsible for various offences had influenced and encouraged indiscipline among ruling party politicians.

The politician, an SLFPer in the Wayamba PC, reacted angrily over the teacher admonishing his daughter for wearing a short frock.

Stalin emphasized that the UPFA member’s action was meant to terrorise teachers. The trade unionist alleged that the government was responsible for the rapid deterioration of law and order, with its provincial councillors and local government members violating the law with impunity.

Stalin said that subsequent to the incident at the school, last Friday (June 14), a gang of persons on motorcycles had surrounded the teacher’s residence in the night to intimidate her.Having brought the incidents to the notice of the Wayamba Governor as well as the Chief Minister, Stalin urged the government to ensure the safety and security of the teacher. The CTU alleged that the harassment of a teacher was even worse than minister Mervyn Silva tying up a Samurdhi animator to a tree for failing to turn up for a dengue eradication programme some time ago.

The Ceylon Teachers’ Service Union (CTSU), affiliated to the JVP, yesterday lambasted the government over what it called the latest high handed action by a ruling party politician.

Acting on a complaint received by the teacher, the police produced the Provincial Councillor before Puttalam Acting Magistrate Mohamed Iqbal who remanded him till June 18.

Opposition and UNP Leader Ranil Wickremesinghe had a narrow escape from a violent mob on the Galle Road at Balapitiya. His motorcade was stopped by a group of unruly protesters near the Ven. Megetuwatte Gunananda Thera’s statue and someone even tried to open the rear door of his vehicle, but the police dispersed the crowd, according to the UNP.

Wickremesinghe accompanied by Party General Secretary, Tissa Attanayake, MP Wijedasa Rajapakshe and several others had visited funeral houses of fishermen killed by the cyclonic storm. While the UNP leader’s motorcade was returning around 5. 00 p.m. the road had been blocked by a group of thugs, the UNP said.

The vehicle in which Wickremesinghe travelled and the vehicle of UNP Avissawella organiser Upul Weerasinghe sustained some damage.

Rajapakshe, who was an eyewitness to the wild scene, said: “All those fishermen had died due to failure on the part of the government to alert them of the impending storm. Having failed to prevent a disaster the government thugs are now attacking us.”

Wickremesinghe and others had visited the injured fishermen receiving treatment at the Balapitiya hospital, a UNP spokesman said. After Wickremesinghe had safely left the area, two UNP Balapitiya Pradeshiya Sabha members who organised the Party leader’s visit, Asela de Zoysa and M. D. Senarath, lodged a complaint with the Ahungalle police that they had been assaulted by UPFA supporters near the Ven. Gunananda’s statue and got themselves admitted to the Balapitiya hospital

Police Media spokesman’s office, quoting the Ambalangoda police, under whose purview the area comes, said there had been an incident where the traffic was blocked by an unruly crowd but no complaints had been lodged by anyone.

Chairman of the Balapitiya Pradeshiya Sabha, A. Dayaratne de Silva, who earlier prevented Wickremesinghe and the entourage from visiting two fishermen’s funeral houses, at Megetuwatte, by protesting with about 400 fishermen, said that they had not assaulted anyone and it was only a case of fishermen protesting against the Opposition Leader undertaking an unwarranted visit.

He said he and a group of people attended to all the needs since 4. 00 a.m. on the day the fishermen were killed. “Parliamentarian Sajin Vaas Gunawardena met all the expenses. What was now left to be done was to replace the lost boats and look after the families of dead fishermen. In such a situation there was no need for the Opposition Leader or anyone else to come there. People were against such attempts at making political capital and we will not allow it.”

But a group of young men protested against the way the PS Chairman and others had behaved to prevent Wickremesinghe from paying his respects to the dead and said it was his democratic right. (by Shamindra Ferdinando and Dasun Edirisinghe)

Britain has introduced a new fast-track Visa service in Sri Lanka with effect from June 24, 2013, the British High Commission in Colombo announced.

It said that “customers in Sri Lanka who apply for a UK visitor visa can request a brand new Fast Track visa service. For an additional fee of LKR 10,000 (including taxes), the Home Office will expedite the visa application and return the documents in 5 working days.”

Issuing a statement the High Commission said, “Customers may request this service if they are applying for a visitor visa (excluding student visas) and have travelled without difficulty in the last five years to one of the following countries: UK, USA, Australia, New Zealand, Canada or a Schengen country.”

Customers can book an appointment online by visiting: www.visa4uk.fco.gov.uk

Customers are advised to schedule an appointment in advance as there is a limited allocation of Fast Track slots each day. Customers with a normal online appointment may avail a Fast Track service without a separate appointment only if there are unallocated slots available.

Disaster Management Minister Mahinda Amaraweera said he would resign if the committee appointed to look into the weather disaster found his ministry guilty of any shortcomings.

“I don’t intend to hold on to portfolios like some ministers who are greedy for perks,” he told journalists today.

Mr. Amaraweera however said an investigation carried out by his ministry had confirmed that the warning had been successfully disseminated to the fisheries ministry and other relevant  institutions. He said the Sri Lanka Telecom had confirmed that the Ministry of Fisheries had received the fax message sent by the Department of Meteorology.

However, he said he would take remedial action if it was found that any institution under his ministry had made a mistake.

Minister Amaraweera accepted that there were shortcomings at the Department of Meteorology said the Department would be re structured as soon as possible. However he said lack of funds was a constrain at the moment.(YP)

The Mahanayake of the Asgiriya Chaptermost Ven. Udugama Sri Buddharakkitha thera said today that he would take to the streets if the government continued with its plans of opening a casino resort in Colombo.

Taking a strong stance against the proposed tax-free Casino haven scheduled to be constructed in the heart of Colombo, the thera said that he would be the first to take to the streets if the government went ahead with its plan.

“If the government, another entity or person is about to start a Casino business in this country, I would be the first to take to the streets. This country does not need such games. The entire Sangha will take to the streets if this continues,” the monk said.

He made these observations addressing the media at the temple premises.

“I have been wanting to say this and I want you to tell this to the country,” the Chief Prelate said. (J.A.L Jayasinghe)

සිකුරාදා මුහුදු ගිය ධීවර බෝට්‌ටු 37 ක්‌ අතුරුදන්ව ඇත.

දැඩි සුළං තත්ත්වය හේතුවෙන් දකුණු සහ බස්‌නාහිර පළාත්වල ධීවර ජනතාවට දැඩි බලපෑම් එල්ල වූයේ සිකුරාදා හා සෙනසුරාදා දිනවල ධීවර කටයුතුවල යෙදී සිටියදීය.

අයහපත් කාලගුණය හේතුවෙන් තුවාල ලැබූ ධීවරයන් 22 දෙනකු රෝහල්ගතව ප්‍රතිකාර ලබන අතර බලපිටියේ ධීවරයින් 31 ක්‌ සහ දෙහිවල ධීවරයන් 12 ක්‌ අතුරුදන්ව ඇති බවට වාර්තා වී ඇත.

අයහපත් කාලගුණ තත්ත්වයෙන් පවුල් 397 කට අයත් පුද්ගලයෝ 1294 ක්‌ ඊයේ (9 වැනිදා) වන විට අවතැන් වී සිටියහ. නිවාස 62 ක්‌ සම්පූර්ණයෙන් හානිවී නිවාස 1141 ක්‌ අර්ධ හානි වී ඇති බවට වාර්තාවී ඇතැයිද කොඩිප්පිලි මහතා පැවැසීය.

7 වැනිදා රාත්‍රියේ මුහුදු ගිය ධීවර යාත්‍රා 60 කට අධික සංඛ්‍යාවක්‌ අනතුරට පත් වූ අතර ඉන් යාත්‍රා කිහිපයක්‌ම අතුරුදන් වී තිබේ. එලෙස අතුරුදන් වූ යාත්‍රා සහ ධීවරයන් සොයා ඊයේ ගුවන් හමුදා නිරීක්‍ෂණ යානයක්‌ (බීච් ක්‍රාප්ට්‌) යෙදවූ බව ගුවන් හමුදා මාධ්‍ය ප්‍රකාශක එයාර් කොමදොaරු ඇන්ඩෲ විඡේසූරිය මහතා පැවැසීය.

එම යානය මගින් මුහුදේ අතරමං වූ ධීවරයන් හා බෝට්‌ටු ගැන තොරතුරු ගුවන් හමුදා මූලස්‌ථානයට ලබාදෙයි. මෙම යානයට අමතරව බෙල් 212 යානා දෙකක්‌ සේවයේ යොදවා ඇති බවත් ඒවා මගින් ධීවරයින් 7 දෙනකු බේරා ගැනීමට කටයුතු කළ බවත් හෙතෙම පැවැසීය.

නාවික හමුදා මාධ්‍ය ප්‍රකාශක කමාන්ඩර් කෝසල වර්ණකුලසූරිය මහතා කියා සිටියේ සාගර, සුරනිමල, ජය සාගර, සමුදුර නෞකා හා වේග ප්‍රහාරක යාත්‍රා 10 ක්‌ යොදවා ධීවයන් 22 දෙනකු ඊයේ දහවල් වන විට බේරාගත් බවයි.

අනතුරට පත් වූ ධීවර යාත්‍රාවල සිටි ධීවරයන් 11 දෙනකුගේ මළ සිරුරු බෙන්තොට, ගාල්ල, ගිංතොට, කයිකාවල, කොස්‌ගොඩ, බේරුවල, බලපිටිය සහ අඟුලාන යන ප්‍රදේශවලින් හමු වී තිබිණි.

ගාල්ල දිස්‌ත්‍රික්‌ ආපදා කළමනාකරණ ඒකකයේ ප්‍රධානී මේජර් එල්. ඩී. අන්නක්‌කගේ මහතා “දිවයින”ට කියා සිටියේ අයහපත් කාලගුණය හේතුවෙන් ගාල්ල දිස්‌ත්‍රික්‌කයට සිදු වූ හානිය ඊයේ වන විටත් ගණන් බලා නොමැති බවය. හික්‌කඩුව සහ බලපිටිය ප්‍රදේශවලින් මුහුදු ගිය යාත්‍රා රැසක්‌ අතුරුදන්ව ඇති බවත් ධීවරයන් කීප දෙනකුගේ මරණ වාර්තා වී ඇති බවත් ඒ මහතා වැඩිදුරටත් කීය.

ගාල්ල ඇල්වීෂියස්‌ විද්‍යාලයේ ගොඩනැඟිලි තුනකට සුළං තත්ත්වය හේතුවෙන් දැඩි හානි සිදුවී ඇතැයි විදුහල්පති ඩී. ජී. එල්. එස්‌. ගුණසේකර මහතා පැවැසීය.

ඉමදුව අම්පාවිල ප්‍රදේශයේ සහ ඉමදුව දඬුවන ප්‍රදේශයේ නිවෙස්‌ දෙකක්‌ මතට ගස්‌ කඩා වැටීම හේතුවෙන් එම නිවාස දෙකට බරපතළ හානි සිදුව තිබිණි.

මීට අමතරව ගාල්ල නගරය ඉමදුව, අහංගම, අක්‌මීමන ආදී ප්‍රදේශ රැසක නිවාස විශාල ප්‍රමාණයකට අර්ධ හානි සිදුව තිබූ අතර නිවාස රැසක උළු සහ සෙවිලි තහඩු සුළඟේ ගසාගෙන ගොස්‌ තිබිණි. ගාල්ල ලක්‌සල ආයතනය ඉදිරිපිට ඉදිකර තිබූ දැවැන්ත නාමපුවරුවද සුළඟින් බිඳී ගොස්‌ තිබිණි.

මීට අමතරව ගාල්ල, හබරාදුව, ඉමදුව, බටදූව, ප්‍රදේශයේ විදුලි රැහැන් පද්ධතීන් බොහොමයක්‌ බිඳ වැටීම හේතුවෙන් ගාල්ලේ ප්‍රදේශ රැසක විදුලිය ඇනහිට පැවැතිණි.

මාතර දිස්‌ත්‍රික්‌කයට 7 වැනිදා රාත්‍රියේ සිට පැවැති අධික සුළං තත්ත්වය නිසා විශාල ගස්‌ කඩා වැටී අධිබල විදුලි රැහැන් පද්ධතිවලට විශාල හානි පැමිණ ඇත.

පැය 8 කට වඩා වැඩි කාලයක සිට පැවැති අධික සුළං තත්ත්වය නිසා විදුලි කණු කඩා වැටී ලංකා විදුලිබල මණ්‌ඩලයට ලක්‍ෂ ගණනක අලාභහානි සිදුව ඇත.

බලකාවල ප්‍රදේශයේ අධිබලැති විදුලි රැහැන් හයක්‌ කඩාවැටී ඇති අතර, කිරිවාටිමුල්ල ප්‍රදේශයේ අධිබලැති විදුලි රැහැන් පද්ධතිවලට විශාල හානි සිදුව ඇත. විදුලිබල මණ්‌ඩලයේ සේවකයන් විසින් විදුලිය යථා තත්වයට පත්කිරීමට සියලු කටයුතු කර ඇත.

ගන්දර දෙවිනුවර ධීවර වරායේ නවතා තිබූ ධීවර බෝට්‌ටු 30 ක්‌ දැඩි මුහුදු රළ පහරට ලක්‌ව ගසාගෙන ගොස්‌ තිබූ අතර ඉන් බෝට්‌ටු දහයකට පමණ දැඩි හානි සිදුවී තිබේ. එයින් සිදුවූ හානිය රුපියල් ලක්‍ෂ 101 ක්‌ පමණ වන බව බෝට්‌ටු හිමිකරුවෝ පවසති.

7 වැනිදා ඇති වූ දැඩි සුළං හා වර්ෂා තත්ත්වය නිසා බෙන්තොට ප්‍රාදේශීය ලේකම් බල ප්‍රදේශයේ හානි රැසක්‌ සිදුවී තිබේ.

පෙරේදා දිනයේ ප්‍රදේශයේ විදුලිබල සැපයුම සම්පූර්ණයෙන්ම ඇනහිට තිබූ අතර පාසල් හා නිවාස රැසකටද, කොළඹ – ගාල්ල ප්‍රධාන මාර්ගය ඇතුළු අතුරු මාර්ග රැසකටද ගස්‌ කඩා වැටී වාහන හා විදුලි රැහැන්වලටද අලාභහානි වී තිබූ අතර බෙන්තොට වෙරළ තීරයට ධීවරයකුගේ මළ සිරුරක්‌ ගොඩගසා තිබිණි. කයිකාවල වෙරළ තීරයට ධීවරයන් තිදෙනකු සහිත බෝට්‌ටු දෙකක්‌ ගොඩගසා තිබිණි. අනතුරට පත් ධීවරයන්ගේ තවත් යාත්‍රා 5 ක්‌ 8 වැනිදා සවස වනවිට ඉඳුරුව, මහ පැලෑන, කොස්‌ගොඩ, අහුන්ගල්ල, එගොඩමුල්ල ධීවර තොටුපළවල් වෙත ගොඩගසා තිබිණි.

එක්‌ ධීවර යාත්‍රාවක සිටි ධීවරයන් 8 දෙනකු කොස්‌ගොඩ ප්‍රදේශවාසීන් විසින් බේරාගෙන බලපිටිය රෝහල වෙත යවා ඇත.

මුහුදු ගමන්වලදී විපතට පත්ව දිවි බේරාගත් ධීවරයන් 10 දෙනකු බලපිටිය මූලික රෝහලට ඇතුළත් කළ බවත් ඉන් එක්‌ අයෙකු දැඩි සත්කාර ඒකකයේ ප්‍රතිකාර ලබන බවත් බලපිටිය රෝහලේ අධ්‍යක්‍ෂ ප්‍රියන්ත ජීවරත්න මහතා ‘දිවයින’ ට පැවැසීය.

බේරුවලින් මුහුදු ගිය කයිකාවල ප්‍රදේශයේ ධීවරයන් තිදෙනකු සහිත බෝට්‌ටුවක්‌ ද අතුරුදන් වී තිබේ. ප්‍රදේශයේ ග්‍රාම නිලධාරි වසම් 52 න් 25 ක පූර්ණ හානි 5 ක්‌ සහ අර්ධ හානි 112 ක්‌ දැනට වාර්තා වී ඇති බව බෙන්තොට ප්‍රා. ලේකම් විදුර කාරියවසම් මහතා පැවැසීය.

ප්‍රදේශයේ සිදුවී ඇති ආපදා තත්ත්වයට අවශ්‍ය කඩිනම් පියවර ගන්නා බව ගාලු දිස්‌ත්‍රික්‌ ආපදා කළමනාකරණ මධ්‍යස්‌ථානයේ අධ්‍යක්‍ෂවරයා පැවැසීය.

බලපිටියෙන් මුහුදු ගිය ධීවර යාත්‍රා 20 කින් 8 ක්‌ හමුවී ඇතැයි පොලිස්‌ මාධ්‍ය ඒකකය පැවැසීය. තවත් ධීවරයන් කීපදෙනකු අතුරුදන්ව ඇතැයිද එම ඒකකය පවසයි. ගාල්ල දිස්‌ත්‍රික්‌කයේ පෙරේදා දිනයේ පමණක්‌ විදුලිය බිඳ වැටීම් 175 ක්‌ වාර්තා විය. සුළඟින් ගාල්ල ක්‍රිකට්‌ ක්‍රීඩාංගණයට හා බන්ධනාගාරයටද හානි සිදුවී තිබිණි.

කොළඹ නගරයේ මාර්ග රැසක ගස්‌ කඩාවැටීමෙන් හා විශාල පරිමාණයේ දැන්වීම් පුවරු කඩා වැටීමෙන් රාජ්‍ය හා පෞද්ගලික ආයතන රැසකටද නිවාස රැසකටද හානි සිදුවී තිබිණි.

කොළඹ – නුවර මහා මාර්ගයේ ස්‌ථාන රැසකද, කොළඹ මීගමුව මාර්ගයේ ක¹න, රිලවුල්ල, ජාඇල, කටුනායක ඇතුළු ප්‍රදේශ රැසක ද ගස්‌ කඩා වැටීම නිසා රථවාහන ධාවන කටයුතුවලට දැඩි බාධා සිදු වූ අතර, විදුලි රැහැන් බිඳ වැටීම නිසා විදුලි සැපයුම ද ඇන හිට තිබිණි.

කොළඹ – ගාල්ල ප්‍රධාන මාර්ගයේ වාද්දුව ප්‍රදේශයේ ද මාර්ගයට ගස්‌ කඩා වැටීමෙන් රථවාහන ධාවනයට බාධා සිදුවිය.

බේරුවල ධීවර වරායෙන් මුහුදු ගිය ධීවර කාර්මිකයන් සහිත බෝට්‌ටු දෙකක්‌ දැඩි සුළඟට හසු වී පෙරළී ඇතැයි ද එහි ගමන් ගත් ධීවරයන් 12 දෙනකු බේරා ගෙන පෙරේදා දහවල් රෝහල්ගත කළ අතර ධීවරයන් දෙදෙනකු මරුමුවට පත් වී ඇතැයි කළුතර දිසා ලේකම් යූ. ඩී. චන්දන ජයලාල් මහතා 8 දා දහවල් පැවැසීය.

මහ මුහුද මැද අතරමංව සිටි ධීවරයන් 5 දෙනකුව හෙලිකොප්ටර් යානා යොදවා බේරා ගත් අතර එක්‌ ධීවරයකු බැරලයක එල්ලී සිටියදී පයාගල මුහුදු තීරයේදී බේරාගත් බව ද දිසා ලේකම්වරයා කීය.

මියගිය එක්‌ ධීවරයකුගේ මළසිරුර පෙරේදා දහවල් කළුතර නාගොඩ රෝහල් මෘත ශරීරාගාරයේ තැන්පත් කර තිබිණි.

මේ අතර බේරුවල ධීවර වරායෙන් මුහුදු ගිය ධීවර බෝට්‌ටු 5 ක්‌ පිළිබඳව කිසිදු තොරතුරක්‌ දැනගන්නට නැතැයි බෝට්‌ටු හිමියන් පෙරේදා බේරුවල පොලිසියට පැමිණිලි කර තිබිණි.

මේ පිළිබඳව බේරුවල පොලිසියේ අපරාධ අංශයේ ස්‌ථානාධිපති උප පොලිස්‌ පරීක්‍ෂක ගුණතිලක, සැරයන් (55207) ජයන්ත යන මහත්වරු වැඩිදුර පරීක්‍ෂණ පවත්වති.

කළුතර දිස්‌ත්‍රික්‌කයේ නිවාස 19 ක්‌ සම්පූර්ණයෙන් ම විනාශ වී නිවාස 593 ක්‌ පමණ දැඩි සුළඟින් හානි වී ඇතැයි ද කළුතර දිසා ලේකම් යූ. ඒ. චන්දන ජයලාල් මහතා පෙරේදා සවස පැවැසීය.

ගස්‌ කොළන් නිවාසවලට ඇදවැටීම නිසා අගලවත්තේ පුද්ගලයන් දෙදෙනකු ද මදුරාවල එක්‌ අයෙකු ද තුවාල ලබා රෝහල්ගත කර ඇතැයි ද දිසා ලේකම්වරයා කීය.

කළුතර දිස්‌ත්‍රික්‌කයේ හොරණ, මතුගම, දොඩම්ගොඩ, අගලවත්ත, පානදුර, පාලින්දනුවර, වලල්ලාවිට, මදුරාවල, කළුතර, බේරුවල හා මිල්ලනිය ප්‍රාදේශීය ලේකම් කොට්‌ඨාසවල පෙරේදා අලුයම හමා ගිය දැඩි සුළඟින් හානි සිදු වී ඇතැයි ද දිස්‌ත්‍රික්‌කයේ විදුලි බලය බිඳ වැටී ඇතැයි ද කළුතර අතිරේක දිසා ලේකම් සිරිසෝම ලොකුවිතාන මහතා පැවැසීය.

මිල්ලනිය පැපොල්ගහලන්ද ප්‍රදේශයේ සවිකර තිබූ අකුණු සන්නායක කුළුණක්‌ කඩා වැටී ඇතැයි ද අතිරේක දිසා ලේකම් සිරිසෝම ලොකුවිතාන මහතා කීය.

කළුතර දිස්‌ත්‍රික්‌කයේ විපතට පත් වූවන්ට සහන සැලසීම පිළිබඳව විශේෂ සාකච්ඡාවක්‌ ඊයේ කළුතර දිසා ලේකම් කාර්යාලයේදී පැවැත්විණි.

මේ අතර කළුතර ප්‍රාදේශීය ලේකම් කොට්‌ඨාසයේ නිවාස රැසකට හානි සිදු වී ඇති අතර කළුතර ප්‍රාදේශීය ලේකම් විමල් ගුණතුංග, මුලටියන ග්‍රාම නිලධාරි සුනිල් ප්‍රනාන්දු යන මහත්වරුන් විපතට පත් වූ අයට සහන සැලසීමට පියවර ගෙන තිබිණි.

The Sri Lanka Navy and the Air Force launched a coordinated rescue operation yesterday as heavy rains and gale force winds wreaked havoc leaving at least five fishermen dead, 13 injured and extensive property damage across the country’s Southern coastal belt, senior officials said.

Naval vessels and Air Force Bell 412 helicopters were deployed in the mission to rescue fishermen who had set sail on Friday night mostly from points along the Dehiwala and Beruwala coastal areas and were caught up in the stormy weather, they said.

As the gale force winds developed shortly after midnight on Friday, the fisher folk had been caught virtually unawares, with the heavy downpour and giant tidal waves tossing their boats resulting in some capsizing and many others going adrift after losing direction.

Reports also spoke of 17 fishermen missing and feared drowned, but figures were immediately unavailable.

While naval vessels and SLAF choppers scoured the turbulent seas, 20 stranded fishermen were rescued, some badly injured. Twelve of them were admitted to the Balapitiya hospital. Reports also indicated that some fishing boats remained unaccounted for with the fate of the occupants unknown.

The Disaster Management Center (DMC) in Colombo said that the bodies of two fishermen were washed ashore at Beruwala, while another two were found at Ambalangoda. Another death was reported from Ratnapura when a tree crashed on to a house at Kolonne.

Ten families (40 individuals) were also displaced in Ratnapura due to the inclement weather conditions, he said. “They have been given shelter in an alternate location until conditions improved”.

The Navy had also dispatched three ships from Colombo and Galle to rescue fishermen lost at sea.

Twenty fishing boats had been damaged or destroyed in the turbulence by gale force winds, DMC official Lal Sarath Kumara said. “The debris of these fishing craft had washed ashore in some area on the Southern coastal belt”.In Matara, the houses of 25 families (comprising 121 individuals) were badly damaged by the strong winds, he said. “We have also received reports of damage and destruction from the Kalutara and Galle areas”.

“Our officers are out in the field and according to information gathered the coastal stretch between Dehiwala and Beruwala was the worst hit”,

Strong winds also damaged houses and uprooted trees in Colombo and many parts of the country. “It was not the rain that caused most of the damage but the howling winds”.

Giant trees were uprooted in the metropolis and other parts of the country blocking key roads and obstructing traffic. A giant tree which was uprooted by strong winds on the Galle Road and the Colombo-Kandy Road held up traffic, which was fortunately sparse as it was a Saturday. An old, huge tree collapsed at Maitland Crescent badly damaging a two-storied house.

The wind speed may increase up to 80 kmph, the Meteorology Department predicted, warning people to be “vigilant of the prevailing bad weather”.

A tense situation developed at Dehiwala when a group of irate fisher-folk dragged their boats across the rail track yesterday morning disrupting train services on the Southern coastal line for many hours. They demanded that their missing colleagues be rescued immediately and also a warning light be installed at a vantage point to guide those going out to sea particularly during inclement weather.

The angry protesters also made a bonfire on the rail track to focus attention on their plight, but later dispersed following assurances by Dehiwala-Mt. Lavinia Mayor, Dhanasiri Amaratunga and Senior DIG (Western Province) Anura Senanayake.

Three fishermen who had set sail from Dehiwala, but had swum ashore when their craft capsized, were amongst the agitating members of the fisher community.

The fishermen complained that there had been no prior warning of gale force winds, which would have otherwise sounded a note of caution and generated a sense of preparedness on the part of those venturing out to face the worst.

Journalists covering the protest also saw a badly mutilated turtle, which had been carried ashore by the huge waves and flung against the rocks on the shore.

Adverse weather conditions with strong winds will continue due to activation of South-west monsoon over Sri Lanka today as well, the department cautioned.

Fishermen and naval communities were advised to refrain from their routine activities in the deep and shallow sea areas, especially off the coast extending from Mannar to Pottuvil via Colombo, Galle and Hambantota due to the prevailing windy conditions.

Met Dept. says it warned of “rough seas and strong winds”

The Department of Meteorology said yesterday that its weather forecast issued at 4 pm on Friday warned of “rough seas and strong winds”.

“It is well known that seas are generally rough around this time of the year as it is the monsoon season”, an official said.

“We did issue a timely warning though it is not practically possible for the department to specifically warn fishermen not to venture into the seas of one particular area”, he said.

That was why a general warning of rough seas and strong winds was issued, as usually done, he noted. (SP)

The JVP yesterday urged the government to scrap the 13th Amendment to the Constitution and do away with provincial councils without wasting time in making amendments to the existing Provincial Council Act.

JVP Propaganda Secretary Vijitha Herath told The Island that the government’s draft amendment to the Provincial Council Act had been postponed for two weeks, when it was presented to the Cabinet yesterday.

He said that the proposed amendment would only pave the way for passing something at the provincial council level even though it could not be passed by a council.

Herath said that, for example, when the impeached Chief Justice Dr. Shirani Bandaranayake ordered that the approval of Provincial Councils had to be sought before taking up the Divi Neguma bill in Parliament, it was asked how the approval of the Northern Provincial Council could be obtained as there was no sitting council.

According to the new amendment, it was not necessary to obtain the approval of all provincial councils, but the approval of a majority out of the nine provincial councils was enough to present it in parliament, MP Herath said.

The Gampaha District MP said that the Provincial Council system set up on the Indian model had failed to be a solution to the national issue.

“We have been against the PC system since the inception and our stand on that remains the same,” Herath said, adding that first of all the government had to abolish the provincial council system and thereafter it should look after the needs of Tamil people in the Northern and Eastern Provinces without further delay as four years had already passed since the defeat of terrorism. සෞඛ්‍ය අමාත්‍යාංශය විසින් ඩෙංගු රෝගය මර්දනය කිරීම සඳහා පසුගිය කාලයේ කිසිදු වැඩපිළිවෙළක්‌ ක්‍රියාත්මක නොකළ බව කී හෙතෙම ඩෙංගු මර්දනය කිරීමට 2012 වසරේදී ලබාදී තිබූ රුපියල් කෝටි තිහෙන් කෝටි විසි හතහමාරක්‌ම භාවිතයට නොගැනීම නිසා යළි මහා භාණ්‌ඩාගාරය වෙත යවා ඇතැයිද කීය. නිලධාරීන්ගේ මෙම අකාර්යක්‍ෂමතාව නිසා 2012 වසරේදී ඩෙංගු රෝගය මර්දනය කිරීම සඳහා වැයකර ඇත්තේ රුපියල් කෝටි දෙකහමාරක්‌ පමණක්‌ බවද කී හෙතෙම 2013 වසරේ මේ දක්‌වා ඩෙංගු මර්දනය සඳහා අමාත්‍යාංශය විසින් කිසිදු වැඩසටහන් ඉදිරිපත් කර නැතැයිද කීවේය. එම නිසා මහා භාණ්‌ඩාගාරය විසින් ඩෙංගු රෝගය මැඬලීම සඳහා මෙම වසරේ මුදල් ලබාදී නැති බවද හෙතෙම කීවේය.
