Government makes proposals on 13A

The government has made some proposals on the 13thAmendment to the constitution, Media Minister Keheliya Rambukwella said today.

He said that among the proposals made at the Cabinet meeting today is that the right for the President to merge provinces under the 13th Amendment be removed.

“There is a reason for that. Under a unitary state if provinces are merged, for example if all eight provinces are merged a central government will not be required,” the Minister said.

The Minister said that as a government, the time has come to take a decision on the 13th Amendment.

However he said before the government decides it was felt that all political parties should decide on it in parliament.

He recalled that President Mahinda Rajapaksa had proposed a Parliamentary Select Committee to discuss the issue.

The Minister said that the President had also given a commitment that any decision taken by the Parliamentary Select Committee will be accepted by him as the head of state.

However he said the Tamil National Alliance had failed to take part in the Parliamentary Select Committee and this had put the whole process on standstill.

As a result the Minister said the government has now decided to put forward some proposals on the constitutional amendment.

Sri Lankans return to scenes of 2011 horror

The national cricket team arrived in Cardiff yesterday to begin their campaign in the ICC Champions Trophy. There was no training scheduled for the Sri Lankans yesterday, but during the four-hour bus drive, the squad members would have had plenty of time to reflect on their disastrous performance in the first Test against England two years ago in Cardiff.

Their first game of the Champions Trophy will be played at Sophia Gardens in Cardiff on Sunday.

The 2011 Test was Tillekeratne Dilshan’s debut as captain and the Sri Lankans were thrashed by an innings.

The game had been dominated by rain and a heavy downpour on the morning of the final day made people wonder whether there would be any play at all.

Towards the afternoon, rain ceased, but dark clouds were still hovering around when the umpires decided to commence play after nearly four hours had been lost on the day.

England were 491 for five overnight and batted for two overs, after resumption, to allow Ian Bell to his century.

With a little over a session remaining on the final day, even the most optimistic English fan wouldn’t have expected a result was possible, especially against a side that had posted 400 runs in their first innings. Into the bargain, England were one bowler short as well as James Anderson was injured.

But the Sri Lankans suddenly started edging to the slip cordon and the Englishmen started pouncing on every opportunity that came their way.

Six wickets had gone for 43 runs inside 18 overs.

There was some hope as wicketkeeper Prasanna Jayawardene walked into the middle. Jayawardene had hit a century in the first innings and was the in-form batsman.

But he lasted a mere six balls getting out in the most disgusting fashion as he gloved a Chris Tremlett delivery attempting a hook shot.

Sri Lanka were blown away inside 25 overs. England utilized only three bowlers. Stuart Broad and Tremlett shared six wickets between them while Graeme Swann accounted for four. Sri Lanka were bowled out for 82 runs, their lowest total in England.

Prior to the series, there were question marks about Sri Lanka’s preparations. Sri Lanka’s IPL billionaires didn’t get back home in time to take part in a training camp prior to the series. Instead they opted to fly direct to England and even missed a warm-up game.

Efforts were made by the Sports Ministry to bring back players home early, but Sri Lanka’s senior players were brilliant in outsmarting all politicians and put pressure through the Board of Control for Cricket in India to remain in the IPL.

Sri Lankan cricket was at low ebb with country’s elite players showing their loyalty to their private franchises setting aside the interests of the nation.

Some of the things the players did to justify their cause painted country’s top cricketers in poor light. Having done all the underhand work, no player had the right to criticise the board for whatever its failings. This was hypocrisy of the highest order. St. Mathew’s gospel quotes Jesus to have said, “You hypocrite, first take the log out of your own eye, and then you will see clearly to take the speck out of your others’ eyes.”

Spare a thought for Tillekeratne Dilshan. He may not be the most polished person to have captained Sri Lanka, but he had the character to leave the IPL early and go to England in time to lead the country. (by Rex Clementine)

Dehiwala bomb suspects sentenced

Colombo High Court Judge Kumudini Wickramasinghe today sentenced three LTTE cadres to jail over the deadly bombing of a train in Dehiwala in 1996.

Two LTTE men charged with the crime were sentenced to 10 years rigorous imprisonment while a female cadre was given a 5 year jail term.

All three had pleaded guilty over their involvement in the bombing in which 70 people were killed and nearly 400 others were injured.

The July 24, 1996 attack was carried out by LTTE operatives placing suitcase bombs in four carriages on a commuter train.

The simultaneous explosion of these bombs resulted in a large number of casualties.

The U.S. State Department and EU had condemned the bombing and called on the LTTE to renounce the use of terrorism while the Indian government extended its ban on the LTTE.

Special puja to felicitate Ven. Bandula – 2nd June 2013

A large number of devotees, including Mr. Neville De Silva, Deputy High Commissioner of Sri Lanka and Mrs. De Silva, attended the special puja held to felicitate Ven. Tawalama Bandula on his birthday on 2nd June 2013. Most Venerable Seelawimala Nayaka Thera, Head of the London Buddhist Vihara, explained the importance of the event and administered the precepts. Ven. Akurala Samitha, Head of the Letchworth Dhammaniketanaya, conducted the puja. Ven. Makure Mangala, Head of the Lumbini Vihara, East Ham and Venerable monks chanted paritta to bestow blessings upon Ven. Bandula. Ven. Dedunupitiye Upananda, from Cambridge University, gave a sermon fitting to the occasion. At the request of Venerable Bandula, devotees, well-wishers and friends made monetary offerings towards a very deserving charity. £2,015.00 was collected and given to THE RAHULA TRUST which was started in 1998 to support the poor children with their education in developing countries. Sri Lanka ‘has learned lessons from reconciliation’ (Video)

Sri Lanka’s high commissioner to the UK, Dr Chris Nonis, says that his country has achieved tremendous progress towards reconciliation since the end of the conflict which lasted for 28 years.

Monks & Buddhists have never been extremists-MR

President Mahinda Rajapaksas aid the country’s Buddhists had never indulged in extremism. Speaking at an event in Nagollagama on Sunday evening, the President said, “Maha sangha and Buddhists have never been extremists.”

Recalling the massacre of Buddhist monks by the LTTE 26 years ago in Aranthalawa, the President said, “Such incidents must be commemorated to remind us of the brutality of terrorism. But not to spread anger and take revenge. These were the types of terrorist acts we suffered for over 30 years.”

The president further said that maha Sangha and Buddhists are always explorers of the truth. He also said that Maha Sangha have always been committed to safeguard the motherland and the principals of Buddhism throughout the history.

WELL ON THE ROAD TO RECONCILIATION -DR CHRIS NONIS TELLS BBC WORLD NEWS

Sri Lanka’s post-conflict measures at reconciliation, rehabilitation, reintegration, and reconstruction were highlighted by High Commissioner Dr Chris Nonis during an interview on BBC World News yesterday.

Asked by BBC presenter Mishal Husain what positive developments have occurred in the last four years since the end of the 26 year conflict, Dr Nonis said 297,000 people rescued from the clutches of the LTTE have been rehabilitated, in perhaps the largest hostage rescue operation in global history.

“After a 28 year bitter and internecine conflict with the terrorists we finally achieved peace in the country under the leadership of President Mahinda Rajapaksa. There is a billion dollar programme going into the North and East, Negenahira Navodaya, and Uthura Vasanthaya which is building the lives and infrastructure of the people. Eleven thousand six hundred LTTE cadres are now being rehabilitated”, Dr Nonis told the BBC World News programme “Impact”.

“I have met these kids. They were cruelly snatched by Prabhakaran from their parents, and they were fighting but they didn’t know what they were fighting for. It is so wonderful to see them receiving vocational training, being rehabilitated and re-integrated into society,” the High Commissioner said.

On the question of an international independent process to assess progress as called for by the UN, the High Commissioner said that one needs to draw a distinction between an international process and an independent process.

He said “We respect the Sovereign rights of Britain, and of every other country, and we expect you to respect ours. We are a sovereign and an independent state and naturally we expect the same courtesy that you would expect us to apply for your country.”

“We do have an independent inquiry and many people who initially criticised the LLRC process changed their views when they actually saw the 388-paged document. It was modelled on the Truth and Reconciliation Commission of South Africa. It was set within the Principle of International Humanitarian Law, incorporating the Principle of Distinction and the Principle of Proportionality. “The Commission is moving forward and there is significant progress”.

Questioned on refugees and persecution, Dr Nonis said “I would say there are many people who for various different reasons come and seek asylum, and I think what we have to separate, is those who seek asylum as economic refugees, from those who seek asylum as political refugees” – You must remember the demography of the country, the majority of Tamil people actually live in the Centre and South of Sri Lanka, if you look at Colombo, its roughly a 30-30-30 percent split between Sinhalese, Tamil and Muslim. We have a huge dichotomy or disjuncture in perception between what is portrayed here and the reality of contemporary Sri Lanka”.

Asked by Mishal Husain “ How many years would it take to say that we are now reconciled”, Dr Nonis pointed to South Africa and the post-apartheid period where there are still substantial issues and to Northern Ireland where, despite the “Good Friday” Agreement, there are still issues. “In comparison, I think we have done pretty well,” he said reiterating that it is only four years since the military defeat of the LTTE.

Chandimal used break to work on weaknesses

Sri Lanka vice-captain Dinesh Chandimal said an extended break from international cricket and the recent practice tournament in Pallekele had put him in good shape to succeed at the Champions Trophy in England and Wales. Chandimal led the Rest of Sri Lanka side to victory in the 10-day List A tri-series, which primarily sought to prepare the Sri Lanka side for the Champions Trophy. Only six members of the squad traveling to England took part in the tri-series, however, with the rest having been in India for the IPL.

Thailand, SL should promote Buddhist way of life: Thai PM

Thai Prime Minister Yingluck Shinawatra told Sri Lanka’s parliament today the two countries should work together to strengthen Buddhism as a religion and as a way of life.

Yingluck, in Colombo on a two-day visit to commemorate the 260th anniversary of Sri Lankan Buddhist monks obtaining higher ordination from Thailand, followed her brother in addressing parliament.

Then Prime Minister Thaksin Shinawatra addressed parliament in 2003 on a visit to commemorate the 250th anniversary of the same event.

Yingluck added both Sri Lanka and Thailand deeply value democracy, which “is not an internal affair” of any other country.

She also had talks with President Mahinda Rajapaksa and will also visit Kandy.

Yingluck will be also signing bilateral agreements on tourism, science and technology during her stay in Sri Lanka.

INTERPOL to assist in Matale probe

The international police INTERPOL has been asked to assist in the investigations into the Matale mass grave, the Matale Magistrate said today.

The Magistrate said this when the case into the mass grave found at Matale last year was taken up for hearing once again today.

The Magistrate said that INTERPOL assistance had been sought and once that is obtained then DNA tests will be carried out on the skeletal remains found at the grave site.

The Magistrate also ordered that public notices be issued in all three languages to ensure than anyone who has more information or wants to give evidence in the case comes forward.

Meanwhile another 22 petitions were filed today in relation to the case.

Over 150 skeletal remains and human bones have been unearthed from the mass grave in Matale. Forensics had determined that the remains were of those killed sometime in the late 1980′s and the area has now been marked as a crime scene.

At least 10 skeletal remains were first found from the site near the Matale hospital in November last year by construction workers when land near the hospital was being dug-up to construct a new building. Following police investigations excavation work began to look for skeletal remains at the site and more remains were found.

The JVP had demanded that the government carry out investigations on the mass grave following fears the remains maybe that of JVP members or supporters killed during a 1987-89 insurgency.

The UNP, which was in power during the 1987-89 period, said it will back an independent investigation into the mass grave. The UN had also been called to assist in the investigations into the mass grave.

In a written statement submitted to the UN Human Rights Council, ahead of the 22nd session last March, the Asian Legal Resource Centre (ALRC), a nongovernmental organization, had said that the UN Working Group on Enforced Disappearances should, through their experts, study the situation and the conduct of inquiries relating to the remains of the 200 or more persons found in Matale and assist the Sri Lankan government to ensure that these inquiries meet international standards.

Vesak Celebration at Heathrow Athula Dassana International Buddhist Temple

Vesak is an annual public holiday observed traditionally by practicing Buddhists in Asian countries, especially in Sri Lanka. Sometimes informally called ‘Buddha’s birthday’, it actually encompasses the birth, enlightenment Nirvana, and passing (Parinirvana) of Gautama Buddha.

During the Vesak season, a special Nawa Arahadi Bodhi Pooja programme was held at the Athula Dassana International Buddhist Temple. It was started from 18th-24th May2013, The days were a great success. Devotees and other members of the community organised the event under the guidance of the head of the temple Ven. Wanduramba Kassapa Thero. More devotees participated in the event with great devotion. Devotees had a chance to donate for the pooja and it was kept in small beautiful pavilions at the temple which were specially made to highlight the nine values of Lord Buddha.

In Vesak season, Athula Dassana International Buddhist Temple organized many events. The Vesak 2013 was celebrated from Friday 24th , Saturday 25th and Sunday 26th May 2013. During these three days, celebrations included various religious and alms giving activities for adults and children.

From 24th of May we started to display a large Pandol until 26th of May. Electrically lit pandols called ‘thorana’ which illustrates a story from the Buddhist talks, in this

instance ‘The Manikara Kulupaga Thissa story’. Most of the work of the pandol including the framework and illuminations were done by Deepal Karunathilaka and IndikaSenarathna. And many volunteers worked together and donated their valuable time.

It consisted of 10,000 bulbs. It was very colourful and is influenced by Sri-Lankan culture. The Vesak pandol was opened at the auspicious time on Vesak full moon day. It was the first time to display a Pandol in the UK. One of the biggest events unique to Sri Lankan. Vesak festival is the Vesak pandol which is a huge construction with paintings. During the three days more than 2000 people came to see the Pandol.

Food arrangements were set up by Buddhist devotees called dansälas, which served free food and drink to all who came to the temple. Even though we planned to display the pandol for three days, it was extended by an extra day by popular demand. In addition, colourful lanterns called Vesak koodu were hung in the temple premises. The children of dhamma school made these lanterns.

On the 25thnof May Sil programme for children between the hours of 9am-4pm, and on the 26th of May, Sil programme for the adults was held at the temple premises from 7am-9 p.m. There was a great dhamma talk which was conducted by Ven. Wanduraba Kassapa Thero where he explained the importance of Vesak Celebrations. Many devotees spent the whole day at the temple with renewed determination to observe the Observance of the Eight Precepts of Buddhism.

Our Vesak celebrations brought together a lot of people, whereby renewing our sense of community. Generous donations by the devotees during the celebrations have aided our fund raising which is being carried out to purchase the adjoining property, in order to expand our temple.

We are a temple that is helping to instil the Sri-Lankan values amongst our migrant Sri-Lankans as well as educating non Sri-Lankans of our culture and the Buddhist religion.

We aim to help people through their strenuous lives with the teachings and understandings of Buddhism.

Remembrance of Dr Jayalath Jayawardena MP

It is with sadness that the United National Party United Kingdom Branch received the news of the death Dr Jayalath Jayawardene MP in the early hours of yesterday at a Hospital in Singapore following heart surgery. DR JJ (as he was loving called by the members of the branch) was born in 1953. He was elected to SL Parliament in 1994 from the Gampaha District and has been an MP for the past 15 years. He was Minister of Rehabilitation, Resettlement and Refuges from 2003 2004.

He was also, the Deputy General Secretary of the United national party in Srilanka for many years. 

Dr JJ was a great inspiration to the UNP UK Branch a supporter and an adviser to the Branch. During his many visits to the United Kingdom Dr JJ would never fail to contact the Branch and attend its meetings and events organised by the branch. His advice and assistance has always been very useful to the progress of the UNP UK Branch. Dr JJ has always stood by the branch during its trouble times and was a great source of inspiration to the branch.  His untimely death has shocked us all, who loved him. The United National Party has lost a tireless worker and a great supporter who stood by the Policies and principals of the UNP. Dr JJ was a sole fighter for the downtrodden and would speak out in support of any race in Sri Lanka. and has made representation in many world forums on behalf of those Srilankan who have suffered human rights abuse in the country.  

Dr Jayalath Jayawardene (JJ) will be sadly missed by all members of the United National Party UK Branch as a true friend and a great supporter of the UNP UK BRANCH….May he Rest in Peace.

Government tells UNHRC all IDPs resettled

The government today told the UN Human Rights Council that all 295,873 IDPs resulting from the end of the conflict in 2009 have been resettled.

Speaking during the interactive dialogue with the Special Rapporteur on extrajudicial killings and the Special Rapporteur on internally displaced persons, the Sri Lankan delegation said that as of March 2013, of the full caseload of IDPs displaced during the conflict period spanning 30 years, the total number resettled in the former conflict-affected Northern and Eastern provinces stands at 227,044 families or 767,231 persons.

The delegation noted that with the last batch of IDPs resettled in September 2012, and 23,398 choosing to live with host families, all 295,873 IDPs resulting from the end of the conflict in 2009 have been resettled.

“The closing of the final IDP village ‘Menik Farm’ in September 2012 marked a significant moment in the country’s transition to sustainable peace.  The demining process has continued to facilitate resettlement, and only 96 square kilometres remain to be demined,” the statement by the delegation said.

It also said that the Government continues to address issues pertaining to land to ensure that those who have been dispossessed of land are afforded the opportunity to return to the land they occupied.  The recommendations made by the LLRC pertaining to land issues and resettlement are under implementation through the National Plan of Action in a gender sensitive manner.  A dedicated circular (No 2013/01) of the Commissioner General of Land to grant the legal ownership of land to IDPs who have been resettled and to expedite the resolution of problems related to state land in the Northern and Eastern Provinces is under implementation.

Dr. Jayalath Jayawardane passes away

The Main opposition United National Party (UNP) parliamentarian Dr. Jayalath Jayawardena passed away on Wednesday after a brief illness in Sigapore. He was 59.

The Gampaha District parliamentarian was receiving treatment at hospital in Singapore at the time of his death.

In April 2012, Dr. Jayawardena was admitted to East Surrey Hospital after being found unconscious at the Gatwick Airport in London. Specialist doctors at East Surrey hospital have recommended heart surgery for Dr. Jayawardena.

Dr. Jayawardena, a medical doctor by profession was elected to the Parliament from the United National Party in 1994.

Dr Jayalath Jayawardana was born in 1953 and obtained his MBBS Medical Degree from the Medical Faculty of the University of Colombo.  He has also obtained several Postgraduate degrees from the USA, Russia, etc., He has been the Personal Medical Doctor to the late President Ranasinghe Premadasa and to his family.

Dr Jayalath Jayawardana had shown a keen interest in social service since his young days and has been a volunteer of the Sri Lanka Red Cross and several Non-Governmental Organizations during his University days.

He was elected to Parliament in 1994 and has been serving as a Parliamentarian for the last 15 years. He was the Minister of Rehabilitation, Resettlement & Refugees from 2002 to 2004. Dr Jayawardana is well known as a very enthusiastic, dynamic and active Parliamentarian.

Mathews confident of seniors despite IPL flop

Sri Lanka skipper Angelo Mathews hit back at critics who claimed that his team was under prepared for the Champions Trophy, and reiterated that they were ready for the challenge as they are professionals.

“There has been a little bit of doubt; people kept saying that the boys are in India and they haven’t had good preparation, but I want to write it off because we are professionals,” Mathews said at a pre-tournament media conferences in Birmingham yesterday.

Mathews said that the Indian Premier League provided a great opportunity for the top players to get in the nick for the Champions Trophy. “We had some good preparation in the past couple of months I would say, and most of the boys were in India” Mathews said.

“The boys who were in Sri Lanka had some good preparation through playing some practice games. It’s a huge event for everyone, personally and as a team. So I think we’ve done our preparation as a team and individually,” Mathews added.

Mathews stoutly defended his senior players most of whom were terribly out of touch during the recent IPL tournament and failed to even secure a regular place in their franchise teams. He said he was not concerned about the IPL flop of seniors like Kumar Sangakkara, Tillakaratne Dilshan and Mahela Jayawardene all of whom are past Sri Lanka captains and claimed that he had confidence in their class.

“I never pointed out that I have any concerns about their performances, and I think they’ve been world class for us. It’s not even a concern when it comes to a tournament like this because they’ve been here, they’ve done it, and I have the confidence in them. I’m really proud to have these guys in my team because I can get a lot of information and help. So I’m really happy to have them in the team,” said Mathews.

Having been drawn into the much stronger of the two groups for the preliminary round alongside hosts England, Australia and New Zealand, Sri Lanka are likely to have a struggle on their hands under the seaming conditions of England’s early summer, but Mathews said he was not overly worried by the bleak prospects.

“Australia and New Zealand they’re quite used to the conditions, especially in England, and with the two new balls, it’s going to be tough. But I think our boys are up for the challenge, and if we want to go far in the tournament, I think we’ve got to beat all the teams that come our way,” Mathews said.

Mathews said they have set their sights on reaching the semi finals and admitted that they will not look far.

“I think at this point our main objective is to try to get to the semifinals, but I think that’s too far ahead. We need to try to take one game at a time and try and win those,” he said.

Mathews agreed that adjusting to the conditions in England would be a difficult task especially for the batsmen.

“We’ve been playing in low slow conditions and very hot and humid conditions in the past couple months. I think trying to adjust to the conditions is going to be the main challenge. Yeah, especially early summer is always going to be like this, wet, and it’s going to swing and seam. So I think that’s our main challenges as batters especially. I think if we can get our batting right, we can go a long way,” Mathews said adding that he had no issues with the bowling department.

“I think the bowlers have got the firepower. We haven’t got the pace, but we know how to go in these conditions, and I think in one group guys like Lasith Malinga, Thisara Perera, have got their firepower.

I think we’ve got a good couple of spinners, as well,” said Mathews.

The young skipper also said that he would back his team to live up to their reputation having reached the finals in the last two World Cup events and the last two ICC World T20 tournaments.

“We’ve done pretty well in the past World Cups, in the Twenty20s. So I think if we can get this right this time, it would be awesome. We’ve done pretty well here on the big stage, and it’s just that I can’t really point out what went wrong in the finals and semifinals, but we are hoping to better the performances which we have done in the past,” said Mathews. UNP proposes Westminster system

The main opposition United National Party (UNP), today, made public its proposed constitution which includes a British style Westminster system for the Cabinet.

The UNP constitution also proposes as a novel system the executive powers of the President to be exercised on apolitical basis and to be subject to checks and balances.

Under the Westminster system the Cabinet of Ministers will be restricted to 25 including the Prime Minister.

The proposed constitution of the UNP also guarantees the freedom of expression and will be strengthened to include the right to information.

It also proposes that the system of preference votes be abolished and the tenure of the Parliament and the Provincial Council fixed at five years.

Expressway to Jaffna with Chinese aid

China has pledged to provide further funding to develop Sri Lanka’s transport sector that includes a number of expressways, road networks and railway lines, including a new Colombo-Jaffna expressway.

The agreement was one of several others reached during bilateral meetings between Sri Lanka and China that took place in Beijing this afternoon.

As a part of the proposed Colombo-Jaffna highway, the Chinese government will also aid Sri Lanka in developing a Colombo-Kandy-Kurunegala expressway and extending the southern expressway from Matara to Kataragama.

President Mahinda Rajapaksa thanked Chinese President Xi Jinping for China’s continued support to Sri Lanka in a number of spheres. He also congratulated President Jinping, who took over as China’s new president in March of this year, and said his assumption to this high office is testament to the confidence that the Chinese people have in him.

President Rajapaksa said that his many visits to the East Asian nation have helped him gain a deep and profound understanding of China’s political, economic and social dynamics, and that he looks forward to working closely with the new administration.

President Jinping, recalling the long-standing ties between China and Sri Lanka, said that the fact that President Rajapaksa is visiting China for the seventh time is an indication of the strength of the relation between the two countries and said he looks forward to further strengthening bilateral ties during his tenure.

During the bilateral meeting, the two delegations also discussed trade and tourism. The two countries signed an agreement to establish two committees that would work towards a free trade agreement. This would give Sri Lankan products such as apparel, gems and jewelry, tea and rubber wider access in the Chinese market.

In the area of tourism, Sri Lanka and China agreed to work towards the goal of attracting 100,000 Chinese tourist arrivals to Sri Lanka by 2015.

China has also pledged support for a number of other projects: Water supply schemes in Attanagalla, Minuwangoda and Kurunegala, an international conference hall in Kandy, an arts theater in Anuradhapura and the development of the national hospitals in Colombo and Ragama.

Mervyn to get powers to discipline public servants?

A new Parliamentary Act will be soon introduced giving unrestricted power to the Public Relations and Public Affairs Ministry to entertain and investigate complaints against public officials and recommend redress or take legal action against those who ignore ministry directions, a senior official said.

Ministry Secretary C. Herath said yesterday a memo would be submitted for cabinet approval on June 6 by subject Minister Mervyn Silva calling for legal provisions for a ‘Public Request Act’ and to set up a special unit under the Ministry with legal authority to investigate and make rulings and recommendations on officials attached to ministries, departments, semi-government institutions and statutory boards with complaints being attended to within a specified time.

“We will give a maximum period of three months to public servants to take action on the recommendations or rulings. Under the existing administrative and legal provisions it is extremely difficult for a person to get redress for a discrimination or unjust act committed against him or her by a public official or an official of a semi government institution. The new unit will fill this gap,” Mr. Herath said.

He said this ‘Relief Provisions Mechanism’ is being set up on the directive of President Mahinda Rajapaksa.

The new Act is a result of the recommendations made by a five-member committee from the ministries of Public Relations and Home Affairs, Finance and Planning, Public Administration and Home Affairs, Local Government and Provincial Councils and Public Management Reforms.

The Unit which will act as a ‘Permanent Standing Committee’ will be empowered to summon any official including a Ministerial Secretary or a Statutory Board Chairman, visit any public or semi government institution and call for any document during investigations. The public officials will be entitled to obtain legal advice and send a representative on his or her behalf.

Mr. Herath said the improvement in the quality and productivity in the public and semi-government sector was another objective of setting up of this special unit as many state establishment set up to deal with efficiency and productivity in the public service such as the Public Service Commission the Human Rights Commission and the Bribery Commission had not brought the desired results. (Sandun A. රජය විධායක ක්‍රමය අහෝසි කරන්නේ නැත්නම්, එජාපය හොඳ ව්‍යවස්‌ථාවක්‌ එළි දක්‌වන්නේ නැත්නම් අප විධායක ජනාධිපති ක්‍රමය අහෝසි කිරීම සඳහා මීළඟ ජනපතිවරණයට වෙනම පොදු අපේක්‍ෂකයෙක්‌ ඉදිරිපත් කරනවා. එම අපේෂකයා ජයග්‍රහණය කර මාස තුනක්‌ ඇතුළත විධායක ජනාධිපති ක්‍රමය අහෝසි කරනවා. විධායක ජනාධිපති ක්‍රමය අහෝසි කිරීම අත්‍යාවශ්‍යම කාරණයක්‌ ලෙස සළකා කටයුතු කරනවා.

මීට විරුද්ධ වෙන්න සාධාරණ සමාජය පතන කිසිවකුට නොහැකියි.

බෞද්ධයන් අන්‍යාගමිකරණය තවමත් සිදුවන බවත්, ඊට ද තවමත් විසඳුමක්‌ නැති බවත් උන්වහන්සේගේ ලිපියේ සඳහන් වන බව ද පොලිසිය කීය. එබැවින් තමා මෙම තීරණය ගන්නා බව උන්වහන්සේ ලියන ලද ලිපියේ සඳහන් ව ඇතැයි ද පොලිසිය කියයි.

2011 වසරේ පැවැති ප්‍රාදේශීය සභා මැතිවරණයට පැල්මඩුල්ල ප්‍රාදේශීය සභාවෙන් ඉදිරිපත්ව ජය ලබා පැල්මඩුල්ල ප්‍රාදේශීය සභා මන්ත්‍රීවරයකු වශයෙන් සිට ඇත. එහෙත් එක දිගටම ප්‍රාදේශීය සභාවට සහභාගි නොවීම නිසා මන්ත්‍රී ධුරය අවලංගු වී ඇතැයි පැල්මඩුල්ල ප්‍රාදේශීය සභාපති ලක්‍ෂ්මන් ප්‍රේමරත්න මහතා පැවැසීය.

විනය විරෝධී ක්‍රියාවක්‌ හේතුවෙන් ජාතික හෙළ උරුමයේ සාමාජිකත්වය ද මීට දෙසතියකට පෙර අවලංගු කර තිබූ බව එම පක්‍ෂයේ ප්‍රකාශකයෙක්‌ කීය.

මේ පිළිබඳව මධ්‍යම පළාත භාර ජ්‍යෙෂ්ඨ නියෝජ්‍ය පොලිස්‌පති එච්. එම්. බී. අඹන්වල මහතාගේ අධීක්‍ෂණය යටතේ මහනුවර පොලිසිය වැඩිදුර පරීක්‍ෂණ පවත්වයි.

මේ වනවිට මෙම සිද්ධිය දුටු පුද්ගලයන් රැසකගෙන් ප්‍රකාශ සටහන් කරගෙන ඇතැයි මහනුවර පොලිසිය කියයි.

BBS wants Gota to man Buddha Sasana Ministry

The Bodu Bala Sena (BBS) today said the Buddha Sasana Ministry should be brought under the purview of Defence Secretary Gotabaya Rajapaksa to protect Buddhism.

BBS General Secretary Galagoda Aththe Gnanasara thero told a news conference that the Buddha Sasana Ministry was currently performing a poor service in protecting the Buddha Sasanaya and observed that the time had come to take a decision in this regard.

Gnanasara Thera said it could be recommended that the Defence Secretary should be given the responsibility of the Buddha Sasana since he was a person the BBS trusted.

Addressing a joint press conference organised by the BBS and Sihala Rawaya organisation regarding the self-immolation of Bowatte Indrarathana Thera, the BBS General Secretary further said Sinhala Buddhists should awake and be committed to fulfil the aspirations of the Buddhist monk who sacrificed his life for the nation. He further said within a period of one week, the BSS would take a decision regarding the Ministry of Buddha Sasana which is currently performing a poor service to Buddhists and the Buddha Sasanaya.

“We cannot expect an effective service from the Ministry of Buddha Sasana in protecting Buddhism. It has come to the status of a multi-religious Ministry that ignores the real issues of Sinhala Buddhists,” he said.

Meanwhile, the BBS called upon President Mahinda Rajapaksa to convene a discussion with all Ministers to discuss the issues relating to the Sinhala Buddhists. (Lakmal Sooriyagoda)

Govt. confirms NPC polls for September

Clearing the air after months of speculations on the 13th Amendment to the Constitution, the government yesterday confirmed that the Northern Provincial Council (NPC) Elections would be held in September as declared by President Mahinda Rajapaksa.

Cabinet spokesman, Petroleum Industries Minister Anura Priyadharshana Yapa addressing the weekly Cabinet news briefing at the Information Department said government had no intention whatsoever to postpone the Northern PC polls, repeal the 13th Amendment or introduce amendments to the Constitution to remove police and land powers to the provinces.

“I can assure you that the government has not taken a decision to make any changes to the existing legislative procedure in respect of Provincial Councils. President Rajapaksa has clearly stated that the elections to the Northern PC would be held in September and therefore the status quo remains,” Minister Yapa reiterated.

Various comments and protests had been made for and against the PC system and preferential voting system since they were introduced in 1987 and 1978 respectively. The JVP set fire to the entire country in 1987 when the 13th Amendment was introduced to create the PC system but later they fell in line and contested the PC polls, he said.

Commenting on protests to the conducting of Northern PC polls by certain constituent partners such as the JHU and the NFF within the UPFA government, Minister Yapa said constituent partners of the UPFA government were entitled to their individual opinion.

On a move by the JHU to present a private member’s bill in Parliament to repeal the 13th Amendment to the Constitution, Minister Yapa said private members had presented bills in the legislature since the time of the Stat Council. The government did not want to repeal the 13th Amendment and the private member’s bills were private matters of the respective political parties or members, but not of the government.

Minister Yapa said if the government introduced the Constitution or amendments to the Constitution it would be through a consensus by all stakeholders and that was why the government took measures to constitute a Parliamentary Select Committee (PSC) to discuss all issues related to power devolution, police and land powers to PCs and security issues of the provinces.

“Unfortunately, the TNA keeps us in suspense and has not nominated its representatives to the PSC. The government would resort to a power devolution process or introduce constitutional changes only through an extensive political interaction with all political parties and other stakeholders. However, the government is glad to see that the TNA is getting ready to contest the Northern PC polls and has accepted the concept of a united Sri Lanka,’ Minister Yapa added. (Sandun A. Jayasekera)

ශ්‍රී ලාංකිකයන් යුරෝපා රටවලට ගෙන්වීමේ මහා පරිමාණ ජාවාරමක්‌ සොයාගත් යුරෝපෝල් නමැති යුරෝපා පොලිසිය ඊට සම්බන්ධ ශ්‍රී ලාංකික ද්‍රවිඩයන් 17 ක්‌ අත්අඩංගුවට ගෙන ඇත.

ඉන් එකොළොස්‌ දෙනකු බ්‍රිතාන්‍යයේදී හා හත්දෙනකු ප්‍රංශයේ දීද අසුව තිබේ.

මෙම දාහත්දෙනාගේ කල්ලිය විසින් ස්‌ටර්ලින් පවුම් 4500 ක්‌ අය කර ශ්‍රී ලාංකිකයන් වාහනවල දමා බ්‍රිතාන්‍යයට යවන බව තවදුරටත් හෙළි වී ඇත.

More than 20 disappearances last year

More than 20 alleged enforced disappearances were reported in Sri Lanka last year, the annual human rights report released today by the London based Amnesty International (AI) said.

The victims included political activists, business people and suspected criminals.

The report slammed Sri Lanka saying that Government officials and supporters harassed and threatened human rights defenders, journalists and members of the judiciary who spoke out about abuses of power or advocated human rights accountability.

The 2013 report which looks at the state of human rights around the world in 2012, said that in Sri Lanka unlawful detentions, torture and enforced disappearances remained rife and went unpunished.

It also said that despite the end of the war,  impunity persisted for alleged war crimes and crimes against humanity. The report also said that the government failed to implement recommendations aimed at accountability made by Sri Lanka’s Lessons Learnt and Reconciliation Commission (LLRC) and the UN Human Rights Council.

“The authorities continued to rely on the Prevention of Terrorism Act to arrest and detain suspects for lengthy periods without charge or trial. Despite government claims, many people displaced by the armed conflict were not fully settled, including some whose land remained occupied by the Sri Lankan military,” the report added.

MEA says no Rolls Royce, BMW cars

The Ministry of External Affairs (MEA) says the government has no intention of importing Rolls Royce and BMW cars for the forthcoming Commonwealth Heads of Government Meeting (CHOGM) in Sri Lanka.

A statement by the MEA said that reports saying there was such a move is baseless and fictitious, as no importation of cars is being contemplated by the Government of Sri Lanka for the Conference.

“All expenditure in relation to CHOGM 2013 will be met from existing budgetary provisions, and additional funds for this purpose will not be resorted to.” the MEA said.

It further said that CHOGM 2013 will be an opportunity to showcase the developments in Sri Lanka following a three decade separatist terrorist conflict and the vast economic opportunities available in the country.

The Commonwealth Business Forum, which attracts extensive participation both from within and outside the Commonwealth, will serve as a springboard for Sri Lanka to promote trade and investment and further enhance economic cooperation. Resources allocated to the relevant government agencies for promotional activities will be fully utilized within the country towards this end.

Preparation of investment projects and sectors for cooperation is already under way, and the response is encouraging for participation at the Commonwealth Business Forum later this year.

The objective of the government with regard to the outcome of CHOGM 2013 is to derive the maximum benefit for the people of the country by making full use of a unique opportunity, MEA said.

“In this context, it is regrettable to observe a negative attitude from some quarters, considering that this event is of a national character and worthy of support across party lines,” the statement added.

Sri Lanka president’s son faces rugby misconduct claims

Sri Lanka’s rugby authorities are investigating President Mahinda Rajapaksa’s rugby-playing son after claims that he assaulted a referee.

One report says Rohitha Rajapaksa has been suspended from the game but the Sri Lanka Rugby Football Union (SLRFU) denies this.

Witnesses said they saw Mr Rajapaksa, 22, physically attack the referee after his side lost a match this month. (By Charles Haviland)

Nimal warns colleagues against switching allegiance

Senior Vice President of the SLFP and Irrigation and Water Resources Minister Nimal Siripala de Silva on Monday said that whatever the differences among members of a particular political party were, it would be a grave mistake on their part to switch sides.

Switching allegiance to another party would be beneficial to individuals, but it could cause debilitating setback to that particular political party, Minister de Silva said.

The veteran SLFPer was addressing a ceremony held at the BMICH to felicitate him. Recalling two major internal disputes within the SLFP, which could have wrecked the party during the ‘80s, Minister de Silva said the party survived because the majority remained with the then party leader, Sirimavo Bandaranaike.

Speaker Chamal Rajapaksa was the chief guest on the occasion.

Minister de Silva pointed out that there wouldn’t have been an SLFP for President Mahinda Rajapaksa to lead during the conflict had internal squabble destroyed the party. Acknowledging that any political party could be affected by internal disputes, Minister de Silva said that nothing could be as important as unity in the party.

The Badulla District parliamentarian urged his colleagues not to switch sides for personal gain, reminding that he had turned his back on SLFP rebels twice. Although the rebels, too, had been close to him, he didn’t want to desert Mrs. Bandaranaike during the time of a crisis.

Speaker Rajapaksa, External Affairs Minister Prof. G. L. Peiris and former Minister Prof. Wishwa Warnapala paid glowing tributes to Minister de Silva, with Prof. Warnapala recalling Mrs Bandaranaike’s faith in the young attorney-at-law. Prof. Warnapala said that young de Silva appeared for the party without expecting any payment.

Prof. Warnapala recalled the circumstances under which Mrs. Bandaranaike appointed five persons to the decision making central committee, namely Nimal Siripala de Silva, Yasaratne Tennakoon, S. B. Dissanayake, Mangala Samaraweera and himself. A smiling Prof. Warnapala revealed how Anura Bandaranaike reacted angrily when he resigned from the central committee to pave the way for Chandrika Kumaratunga.

Prof. Warnapala said: “When Mrs. Bandaranaike inquired from me whether I could quit the central committee, as I was going overseas on an assignment, to accommodate a person. I only queried who is going to be my replacement. When I was told Chandrika Kumaratunga was to be my successor, I readily agreed. As I was in Kandy, Mrs. Bandaranaike sent Ratnasiri Wickremenayake along with Anuruddha Ratwatte to collect my letter of resignation. Hearing what I had done, Anura Bandaranaike reacted angrily. Chandrika Kumaratunga was able to join the central committee straightaway.”

Prof. Peiris, who had led the government peace delegation during Ranil Wickremesinghe’s tenure as the Prime Minister, told the gathering that Minister de Silva couldn’t be faulted for failing in Geneva to convince the LTTE to come to an understanding. The LTTE hadn’t been interested as it always believed it was invincible.

Speaker Rajapaksa appreciated Minister de Silva’s role as the Leader of the House. Recollecting his longstanding association with Minister de Silva, the Speaker said that Mrs. Bandaranaike once told him to contact the young attorney-at-law to file a case against the Mulkirigala by election. “Mrs. Bandaranaike told me of the need to initiate legal action against the then ruling party over the Mulkirigala by election. Mrs. Bandaranaike felt the result was unfair. But when I pointed out we didn’t have the required funds to move courts, Mrs. Bandaranaike advised me to seek Nimal’s help as he appeared for the party without any fee.” (By Shamindra Ferdinando)
