“මිග්” ගුවන් යානා ගනුදෙනුවක්‌ සම්බන්ධයෙන් 2008 වසරේ සන්ඩේ ලීඩර් පුවත්පතේ කලාප 3 ක පළමු ලිපිවලින් ආරක්‍ෂක ලේකම් ගෝඨාභය රාජපක්‍ෂ මහතාට අපහාසයක්‌ සිදුවී ඇති බවත් ඒ වෙනුවෙන් පැමිණිලිකරුට රුපියල් මිලියන 250 ක (කෝටි 25) වන්දියක්‌ ගෙවන ලෙසත් නියම කෙරිණි. එමෙන්ම පැමිණිලි කළ දින සිට පැමිණිල්ලේ නෛතික පොලියද නඩු ගාස්‌තුද පැමිණිලිකරුට හිමිවිය යුතු බව ගල්කිස්‌ස ප්‍රධාන දිසා විනිසුරු ප්‍රියන්ත ප්‍රනාන්දු මහතා ඊයේ (22 දා) නියෝග කළේය.

ආරක්‍ෂක ලේකම්වරයාට සිදු වූ අපහාසය හේතුවෙන් වන්දි ගෙවන ලෙස රත්මලාන, කටුකුරුඳුවත්ත පාර අංක 24 හි පිහිටි සන්ඩේ ලීඩර් පබ්ලිකේෂන් ආයතනයට දිසා විනිසුරුවරයා මෙලෙස නියෝග කළේය.

ආරක්‍ෂක ලේකම් ගෝඨාභය රාජපක්‍ෂ මහතා විසින් සන්ඩේ ලීඩර් පුවත්පතේ ප්‍රධාන කර්තෘව සිටි ලසන්ත වික්‍රමතුංග මහතා සහ ලීඩර් පබ්ලිකේෂන් පෞද්ගලික ආයතනය වගඋත්තරකරුවන් කරමින් 2008.12.14 දින මෙම නඩුව ගල්කිස්‌ස දිසා අධිකරණයේ ගොනු කර තිබිණි.

සන්ඩේ ලීඩර් ප්‍රවෘත්තිය මගින් තමාගේ ගෞරවයට හානියක්‌ හා කීර්තිනාමයට අගතියක්‌ සිදු වූ බවත්, පැමිණිලිකරුට කවර ආකාරයකින් හෝ කවර ස්‌වරූපයකින් හෝ අපහාස කිරීමෙන්, විත්තිකරුවන් ඇතුළු ඔවුන්ගේ සේවක නියෝජිතාදීන්ද, ඔවුන් යටතේ කටයුතු කරනු ලබන සියලු දෙනා වළක්‌වාලනු ලබන ස්‌ථිර ඉන්ජන්ෂන් තහනම් ආඥවක්‌ නිකුත්කරන ලෙසත්, පැමිණිලිකරුගේ වාසියට රුපියල් මිලියන දහසක්‌, එකී මුදල මත පැමිණිල්ලේ දින සිට නෛතික පොළිය අයකර දෙන ලෙසත් මෙම නඩුවෙන් ඉල්ලා තිබිණි.

A disabled former LTTE cadre named Sunderalingam Sudharshan married his sweetheart and former LTTE woman cadre Chittampalam Priyadharshani of Mullaitivu at a ceremony at the Punthotam Rehabilitation Camp Vavuniya yesterday witnessed by Rehabilitation and Prison Reforms Minister Chandrasiri Gajadeera and ministry officials.

The couple arrested by the Terrorist Investigation Department (TID) earlier, had fallen in love while being held at the Boossa Camp.

Sudharshan who had been earlier released from the rehabilitation camp and reintegrated with society, visited the Punthotam Rehabilitation Camp where Priyadharshani was undergoing rehabilitation and informed officers about his desire to marry her.

The officers had later spoken to the two of them and arranged their wedding with the help of philanthropists.

Sudharshan’s parents too attended the wedding.

Since Priyadharshani’s parents were no more, two male and female military officers officiated as her parents.

Vavuniya rehabilitation coordinating officer Lt Col Ranjith Abeysinghe attested the marriage on behalf of the bride Priyadharshani.

Priyadharshani is expected to return to the rehabilitation camp after the couple’s honeymoon since she has to complete the period of rehabilitation.

While expressing its deep concern at the recent serious escalation of violence in Gaza, Sri Lanka today called on Israel and Palestinian leaders to display ‘restraint and avoid civilian casualties’.

Issuing a statement the Ministry of External Affairs says:

“Sri Lanka is deeply concerned and disturbed at the recent serious escalation of violence in Gaza and deeply regrets the loss of lives and the great suffering experienced by the people of Palestine.

Sri Lanka strongly believes the use of force and militaristic threats should be halted and that there is no alternative to the peaceful resolution of the conflict through peace talks.

We call upon both the Israeli and Palestinian leaders to display restraint and avoid civilian casualties.  It is hoped that the parties would continue to demonstrate leadership and political courage and keep open the door to peace.

Britain said that challenges clearly remain in Sri Lanka, including the promotion of long term reconciliation between people whose memories of a violent conflict are in many cases still fresh.

British Deputy High Commissioner, Robbie Bulloch after a visit to Trincomalee and Mullaitivu said, “We also learned more about the brutality of the LTTE, which used child soldiers and committed terrorist atrocities.   Challenges clearly remain, including the promotion of long term reconciliation between people whose memories of a violent conflict are in many cases still fresh.”

In the course of the visit the Deputy High Commissioner visited the China Bay naval base, former LTTE bases and the areas where the final stages of the war took place.  He saw at first hand the devastation caused by the conflict, including through meeting displaced people and war affected Tamil, Muslim and Sinhalese communities.

“I was pleased to make my first official visits to Trincomalee and Mullaitivu, two regions deeply affected by the war.  We saw some good work being carried out to help resettle former internally displaced communities and restore their livelihoods, as well as important infrastructure development,” the British High Commission I Colombo said quoting Mr. Bulloch.

“The UK will continue to support Sri Lanka in building a sustainable peace in all parts of the country.”

The visit also included meetings with the Chief Minister of the Eastern Provincial Council, Hon. Najeeb Abdul Majeed; Eastern Provincial Council members; the Assistant Government Agent of Mullaitivu, C.A.Mohanras; members of the Tamil National Alliance and Sri Lanka Muslim Congress; Deputy Area Commander Eastern Naval Area, Commodore KKVPH De Silva; Major General K.J. Wijethilaka of Mullaitivu.

Australia on Wednesday sent 100 Sri Lankan men deemed not to be refugees back to their homeland, bringing to 426 the number involuntarily returned to Colombo in the past three months.

The latest planeload is the ninth and largest this month as Canberra deals with an influx of more than 15,500 asylum-seekers who have arrived on boats since the beginning of this year.

“Our humanitarian programme is for people who are at risk of persecution, not for people seeking to undertake economic migration,” Immigration Minister Chris Bowen told reporters.

“We will continue these returns for as long as it takes.”

A further 99 Sri Lankans have returned home voluntarily rather than face the prospect of spending years on a remote Pacific island waiting for their refugee claims to be processed.

Australia has pledged to crack down on asylum-seekers arriving by boat after a spate of drownings en route and is sending boatpeople to the island of Nauru and Manus Island in Papua New Guinea as a deterrent.

“We will continue to return people to Sri Lanka, we will continue to transfer people to Nauru, and now to Manus Island as well,” Bowen said.

More than 7,800 boatpeople have arrived in Australia since the policy was announced in August, and officials have noted a rise in Sri Lankans making the treacherous journey.

“The message here is very clear: people who pay smugglers are risking their lives and throwing their money away,” Bowen said.

“They are being told lies. There is no visa on arrival, there is no speedy outcome, and there is no special treatment.”

Sri Lankan authorities have arrested more than 1,200 people trying to leave the island illegally this year.

Many who depart Sri Lanka for Australia pay up to US$3,000 for a place on fishing boats run by people-smugglers.

Australia also completed the first involuntary return of a man to Afghanistan on Tuesday under Canberra’s return agreement with Kabul. (AFP)

UNP MP Karu Jayasuriya today slammed the government for promoting costly Lamborghini car races in the midst of an unstable economic climate that had left a majority of people struggling to make ends meet.

He said that people were severely affected by the rising cost of living and the continuing economic hardship had led to suicides, murders, rape and cases of abuse that were increasing daily.

“While a section of society struggles to make a living another elite group is in a different world of Lamborghini racing cars.  They are preparing for car races in Colombo and Kandy and are closing roads in the night with sand bags and inconveniencing the people. This is unacceptable,” Mr. Jayasuriya said.

He said the Mahanayaka’s had expressed their disapproval of the night races but the authorities had turned a deaf ear to their views. “The general public is ignored by those who are intoxicated with power,” he said.

He said these car races should be stopped to address more pressing issues pertaining to people’s welfare and the development of the national economy.

President Mahinda Rajapaksa who is on a three-day official visit to Kazakhstan met his counterpart President Nursultan Nazarbayev yesterday morning (20 November) for bilateral talks. President Nazarbayev welcomed his counterpart with a military guard of honour prior to the discussion.

The two leaders discussed on problems of political, commercial and economic cooperation and ways of further improving trade-economic cooperation, scientific-technical, cultural-humanitarian partnership and tourism between the two countries.

“Official visit of Sri Lanka’s President will create a platform for the open exchange of the views on a wide range of regional and global issues and the basis for further cooperation. Two countries have a good opportunity to get to know each other better and enjoy good relations of confidence and mutual understanding. This meeting will give a new impetus to cooperation between our states in various spheres- economy, politics, and culture “President Nazarbayev said.

President Mahinda Rajapaksa arrived in Astana, Capital of Kazakhstan this afternoon on 19 November for a three day visit. He was invited by Kazakh President Nursultan Nazarbayev for a state visit to the country.

Sri Lankan President accompanied by First Lady Shiranthi Rajapaksa was warmly welcomed by the Kazakhstan Minister of Economic Development and Trade Yerbolat Dosayev at the Astana International Airport. Sri Lankan Ambassador for Russia, Udayanga Weeratunga who is also accredited to the Republic of Kazakhstan was at the airport to receive the Sri Lankan delegation.

President Rajapaksa’s first visit to Kazakhstan comes when both countries are celebrating 20 years of diplomatic relations. Sri Lanka established diplomatic relations with Kazakhstan on June 1992 after Present Kazakh President Nazarbayev came to power in April 1990.

During the stay, President Rajapaksa will hold bilateral talks with the President and the Prime Minister of Kazakhstan. Two presidents are to discuss the problems of political and commercial and economic cooperation between the two countries as well as to exchange views on relevant issues of international policy and security.

Official spokesperson for the Central Communications Service for Kazakhstan, Altai Abibullayev confirmed an agreement on cooperation in the sphere of tourism and a memorandum on mutual understanding between the Kazakh Chamber of Commerce and Industry and the Ceylon Chamber of Commerce of Sri Lanka will be signed following the top-level bilateral discussions in Astana. President Rajapaksa is also schedule to address Nazarbayev University in Astana.

In last May, Sri Lanka and Kazakhstan signed a Memorandum of Understanding to expand the bilateral relations between the two countries and hold regular consultations between the Ministries of External Affairs of Sri Lanka and Foreign Affairs of Kazakhstan.

In 2011, trade between the two countries amounted to $7.1 million. Trade turnover reached $5.7 million in January to August 2012.

Sri Lankan delegation to Kazakhstan included External Affairs Minister Prof. G. L. Peiris, Chief Minister of Uva Province Sashendra Rajapaksa and secretary to the President Lalith Weeratunga.

Series of religious ceremonies have been organized worldwide throughout this week by the people of Sri Lanka to mark the President Mahinda Rajapaksa’s 67^th birthday and also the second anniversary relating to his second ascension to the presidency.

President Mahinda Rajapaksa also celebrated this great day with the all-night pirith ceremony yesterday, on 18 November and sanghika dhana (almsgiving) this morning (19) at the President’s Palace, Colombo. This main religious ceremony was held under the patronage of Parivenadhipathi of Vidyalankara Pirivena and Kelaniya University Chancellor Ven. Dr. Welamitiyawe Kusaladhamma Nayake Thera. Chief prelate of the Sri Lanka Amarapura Chapter Ven Dr Dauldena Gnanissara Maha Nayaka Thero, Ven Dr Kotugoda Dhammawasa Nayaka Thero,  Ven Dr Pallattara Sumanajothi Nayaka and large number of Buddhists monks representing all parts of the country have participated the ceremony.

Minister Mervyn Silva today said he would be the only SLFP organizer for Kelaniya and it would be his nominees who would contest elections under the new electoral system introduced to local governments.

“No one can stop the awakening of Kelaniya. The only organizer for Kelaniya is Mervyn Silva and there are no two words about it. I have the blessing of the President and Minister Basil Rajapaksa- therefore only the people nominated by me would contest the forthcoming local council polls under the new system.”

The Minister made these remarks at an event held in Kelaniya to mark the President’s birthday and his second term in office.

Minister Silva also queried as to how people who lived in normal houses had today built multi-storied houses.

“This must have surely been out of the money earned by defrauding public property or other illegal means. People will find answers to these very soon,” he said.

The European Commission warned eight developing countries including Sri Lanka of sanctions if they did not do more to stop ‘criminal’ illegal fishing, saying it was taking the first step of its kind, the AFP reported.

The Commission said it did not plan to impose penalties as yet on Belize, Cambodia, Fiji, Guinea, Panama, Sri Lanka, Togo and Vanuatu, but stressed they could face a ban on the sale of fishing equipment, for example, failing action.

“This is not a black list but a yellow card,” European maritime affairs commissioner Maria Damanaki said in a statement.

“We want these countries as partners … but we also want to signal to the world that the EU will not tolerate (illegal) fishing — a criminal activity which undermines the livelihood of fishing communities and depletes fish stocks.

“It must be eradicated by all means,” Damanaki said.

The eight nations have been informed and given “a reasonable time” to respond and take action, the statement added.

Asked at a press conference what the next step might be, Damanaki said: “If they are cooperative, fine; if not, the European Commission will propose measures, trade measures.

“The next time it will not just be a yellow card … it will be painful for everybody,” she said, noting that Indonesia had been working with the EU for about a year and so was not included on the list issued Thursday.

The EU, the world’s biggest importer of fish, adopted an ‘Illegal, Unreported and Unregulated’ directive in 2010, aiming to close the market to those who flout its rules.

Damanaki said illegally caught fish accounted for nearly 20 percent of the global total.

Five Russian nationals arrested by the CID on suspicion over a major ATM card racket involving millions of rupees, were ordered to be remanded till November 30.

The suspects who were arrested in Wellawatte had in their possession 250 fake credit cards, 6 laptops, 2 encoders, Rs. 2.5 million and 5000 Euros in cash.

The Russians had carried out the scam with partners in Cambodia and Vietnam.

The police said that the suspects had more than 25,000 U.S. dollars in their possession withdrawn from ATM machines in Sri Lanka.

David Cameron is being urged by MPs to consider boycotting next year’s Commonwealth summit in Sri Lanka in protest at its human rights record.

The Commons Foreign Affairs Committee said it was wrong for Colombo to host the heads of government meeting amid reports of continuing “serious abuses”.

The PM should not attend unless he had clear evidence of progress, it added.

UK officials said it was too early to decide on the matter but it expected Sri Lanka to honour its commitments.

In a report on the UK’s relationship with the 54-member organisation, the cross-party committee said there were “serious questions” about whether the next Commonwealth Heads of Government Meeting (CHOGM) should be taking place in Sri Lanka.

Minister Mervyn Silva said that if his children wanted Lamborghinis, he would buy them some.

“Some are holding on to Lamborghinis and voicing their protest. If my children take up motor racing I would also buy them Lamborghinis and I, too, would use one,” he said, commenting on the reduction of the duty on racing cars in the Budget.

The United Nations today called on the Sri Lankan government to reconsider the impeachment of Chief Justice Shirani Bandaranayake and ensure that any disciplinary procedure.

“I urge the authorities to reconsider the impeachment of Chief Justice Bandaranayake and ensure that any disciplinary procedure that she might have to undergo is in full compliance with the fundamental principles of due process and fair trial,” the United Nations Special Rapporteur on the independence of judges and lawyers, Gabriela Knaul said in a statement.

She also expressed serious concerns about reported intimidation and attacks against judges and judicial officers, and warned that they might form part of a pattern of attacks, threats reprisals and interference in the independence of the justice system in Sri Lanka.

“I urge the Sri Lanka Government to take immediate and adequate measures to ensure the physical and mental integrity of members of the judiciary and to allow them to perform their professional duties without any restrictions, improper influences, pressures, threats or interferences, in line with the country’s international human rights obligations,” Ms. Knaul said.

According to reports received by the independent human rights expert, most cases of attacks and interference against the judiciary in Sri Lanka are not genuinely investigated, and perpetrators are not held to account.

“The irremovability of judges is one of the main pillars guaranteeing the independence of the judiciary and only in exceptional circumstances may this principle be transgressed,” the Special Rapporteur underscored, expressing her uneasiness with the procedure of impeachment of the Chief Justice of the Supreme Court, Dr. Bandaranayake, launched before the Parliament on 1 November 2012.

“Judges may be dismissed only on serious grounds of misconduct or incompetence, after a procedure that complies with due process and fair trial guarantees and that also provides for an independent review of the decision,” she stressed. “The misuse of disciplinary proceedings as a reprisals mechanism against independent judges is unacceptable.”

In her view, the procedure for the removal of judges of the Supreme Court set out in article 107 of the Constitution of Sri Lanka allows the Parliament to exercise considerable control over the judiciary and is therefore incompatible with both the principle of separation of power and article 14 of the International Covenant on Civil and Political Rights.

The Sri Lankan government has denied allegations that it intimidated UN staff at the end of the civil war.

The claims were made in a UN report leaked to the BBC, in which the UN accused itself of failing the civilian Tamil population in the final stages of the conflict in 2009.

The Sri Lankan UN ambassador said it was “absolute nonsense” to say a “small country” could intimidate the UN.

Palitha Kohona said his country had worked with senior UN officials.

Plantations Minister Mahinda Samarasinghe told a press conference in the capital, Colombo, that he did not want to comment directly on the report.

But he said: “How can you intimidate them [the UN]? They don’t get intimidated by anyone.”

The UN’s investigation into its own conduct during the last months of the conflict concluded: “Events in Sri Lanka mark a grave failure of the UN.”

It said the organisation should in future “be able to meet a much higher standard in fulfilling its protection and humanitarian responsibilities”.

The report does highlight the positive role played by some UN staff on the ground and the secretary general, but it points to a “systemic failure”.

It questions decisions such as the withdrawal of UN staff from the war zone in September 2008 after the Sri Lankan government warned it could no longer guarantee their safety.

A Tamil school teacher now seeking asylum in Britain, said “We begged them [the UN], we pleaded with them not to leave the area. They did not listen to us.”

The teacher who did not want to be named, added: “If they had stayed there, and listened to us, many more people would be alive today.”

Amid DMK pitching for the cause of Sri Lankan Tamils, the ruling AIADMK government today stepped up welfare measures by announcing construction of 2,500 durable houses for them at various camps in Tamil Nadu.

Chief Minister Jayalalithaa, who had announced several measures for them in the past, ordered construction of 2,500 durable houses at the rate of Rs one lakh each and earmarked Rs 25 crore for the purpose.

The houses would come up in camps at 14 districts of Coimbatore, Dindigul, Kanyakumari, Karur, Krishnagiri, Namakkal, Madurai, Pudukkottai, Salem, Sivagangai, Thiruvallur, Tirunelveli, Thiruvanamalai and Villupuram.

“This decision of the  government will help the Sri Lankan Tamils who live in camps to lead a new life”, an official release said.

Jayalalithaa had earlier announced a slew of welfare measures for them, including scholarship for students pursuing higher education, financial assistance for self-help groups in camps, and extension of Chief Mi nister’s comprehensive insurance scheme to the refugees.

The Chief Minister had already earmarked Rs 25 crore for improving basic facilities like drinking water facilities in the camps, repairing houses, laying roads, construction of toilets, community halls, libraries, ration shops, kitchens and street-lights.

The government and Tamil rebels are accused of war crimes in the brutal conflict which ended in May 2009.

The UN does not comment on leaked reports and says it will publish the final version.

The 26-year war left at least 100,000 people dead. There are still no confirmed figures for tens of thousands of civilian deaths in the last months of battle. An earlier UN investigation said it was possible up to 40,000 people had been killed in the final five months alone. Others suggest the number of deaths could be even higher.

Sources say a brief executive summary, which sets out the panel’s conclusions in stark terms, has been removed in a final report which will number about 30 pages, with additional detailed annexes.

UN spokesman Martin Nesirky told the BBC the UN does not comment on leaked reports. He said a final version would be published once the secretary general had received and read it.

“As a humanitarian worker, questions were running through my mind ‘what is this all about? Isn’t this what we signed up to do?'”

Hundreds of thousands of Tamil civilians remained in the war zone, exploited by both sides: forcibly recruited by Tamil Tigers or used as human shields; or under indiscriminate government fire.
