President Rajapaksa arrives in Kuwait to attend ACD Summit

President Mahinda Rajapaksa arrived in Kuwait to attend the First Asia Cooperation Dialogue (ACD) Summit today on 15 September. Sri Lankan President was warmly received by the Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah at Amiri International Airport in Kuwait.

The Crown Prince of the State of Kuwait, Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah, First Deputy Prime Minister and Interior Minister Sheikh Ahmad Al-Humoud Al-Jaber Al-Sabah, Deputy Prime Minister and Defence Minister Sheikh Ahmad Al-Khaled Al-Hamad Al-Sabah, Deputy Prime Minister and Foreign Minister Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, ministers, senior officials and senior officers in the army, police and National Guard were present at the airport to welcome President Rajapaksa. The honorary delegation was headed by Yaqoub Yousif Al-Ateeqi, the Ambassador of the State of Kuwait to Sri Lanka.

Asian leaders are set to hold the summit from 16 to 18 October to discuss the way of enhancing cooperation to protect Asian countries from global economic crisis. They will also focus on ways to activate the forum, which was set up in 2002 to strengthen regional cooperation and dialogue among Asian countries. The Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah will open the three-day summit at Liberation Conference Building tomorrow (Tuesday) with the participation of 32 Asian leaders while the inaugural session is to be addressed by UN Secretary General Ban Ki-Moon and Thai Prime Minister Yingluck Shinawatra, who is the General Coordinator of the ACD.   During the visit, President Rajapaksa is expected to meet several Gulf leaders including the King of Saudi Arabia and the Emirs of Kuwait and Qatar on the sidelines of the summit.

Sri Lankan delegation includes Minister Susil Premajayantha, Parliamentarians Sajin Vaas Gunawardene, A.H.M. Azwer and Secretary to the President Lalith Weeratunga. External Affairs Minister Prof. G.L. Peiris arrived in Kuwait last Friday for the ACD Foreign Ministers’ meeting which was concluded today (15) prior to the inauguration of the summit.

බොදු බල සේනාව පිළියන්දල පොලීසිය වටලයි…

බුදු පිළිම කඩා බිඳ දමමින්, ගිනි තබමින් බලහත්කාරයෙන් අන්‍යාගම්කරණය කළ හත් දෙනෙකුගෙන් යුත් ඉවැන්ජලික කල්ලියක් ඉකුත්දා පිළියන්දල, මඩපාත, බටගැත්තර ප්‍රදේශයේදී ජීවග්‍රහයෙන් අල්වා ගෙන සියලු තොරතුරැ අනාවරණය කරගෙන පොලීසියට බාර දීමට බොදු බල සේනා ජාලයේ විශේෂ විමර්ශන ඒකකය සමත් විය. එසේ අල්වා ගත් සැකකරැවන් දෙහිවල පොලීසියට බාර දීමේදී පොලීසිය විසින් පවසා තිබුණේ, මේ සම්බන්ධයෙන් කිසිඳු පැමිණිල්ලක් හෝ කිරීම අනවශ්‍යය බවත්, පොලීසිය විසින්ම අදාළ පුද්ගලයින්ට එරෙහිව අවශ්‍යය සියලු නීතිමය ක්‍රියාමාර්ග ගන්නා බවත්ය. එහෙත්, පසුව අත්තඩංගුවට ගත් පිරිස අයත් ඉවැන්ජලික කල්ලියේ ඉහළ පාස්ටර්වරැන් විසින් පොලීසිය සමඟ කළ රහස් සාකච්ඡාවකින් අනතුරැව, බොදු බල සේනාව විසින් ඇල්ලා බාර දෙන ලද පාස්ටර් කල්ලිය නිදහස් කොට තිබෙනුයේ අනුගමනය කරනවා යැයි කී නීතිමය පියවරයන් පිළිබඳව කිසිඳු ආකාරයක හෝ තැකීමක් නොකරමිනි. එසේම, මේ සිද්ධිය සම්බන්ධයෙන් කරැණු විමසීම සඳහා ඉවැන්ජලික කල්ලිය නිසා අගතියට පත් තරැණයා අයත්වන පවුලේ දෙමාපියන්ට පිළියන්දල පොලීසියට එන්නැයි දැනුම් දී තිබේ. එසේ පැමිණි පසු පැමිණි පසු පිළියන්දල පොලීසිය විසින් සිදුකර තිබෙනුයේ කිසිඳු වගවිභාගයක් හෝ ඉවක් බවක් නොමැතිව එම අසරණ දෙමාපිය යුවළ හිරේ විලංගුවේ දැමීමයි. මේ නිසා ඊයේ දිනය පුරාම පිළියන්දල නගරය පුරාම මහත් කැළැඹිලි සහගත ස්වභාවයක් දක්නට ලැබුණු අතර, ඊට සම්පූර්ණ විරෝධය පාමින් බොදු බල සේනා ජාලයද පිළියන්දල පොලීසිය දක්වා සාමකාමී විරෝධතා පාගමනක් හා සත්‍ය ග්‍රහයක් සංවිධාන කරන ලදී. බොදු බල සේනා ජාලය පොලිස් දෙපාර්තුමේන්තුවට බලකර සිටියේ දහවල් 12.00ට පෙර නීතියෙන් අගතියට පත්කළ අසරණ දෙමාපිය යුවළ වහාම නිදහස් කළ යුතු බවත්, නිදහස් කළ පාස්ටර්වරැන් වහාම අත්තඩංගුවට ගෙන ඔවුනට එරෙහිව නීතිය තදබල ලෙසම ක්‍රියාත්මක කළ යුතු බවත්ය. ඉවැන්ජලික කල්ලියේ මෙහෙයැවීම යටතේ කඩා බිඳ දමා ගිනි තබා පුළුස්සා දැමූ කුඩා බුද්ධ ප්‍රතිමා වහන්සේ නමක්ද පෙරටු කොට ගනිමින් ගිහි -පැවිදි බෞද්ධ ප්‍රජාව 1000ට ආසන්න පිරිසක් මේ සඳහා සහභාගී වී සිටියහ. පිළියන්දල නගරයේ එක්සත් ත්‍රීරෝද රථ සංගමය හා පිළියන්දල එක්සත් වෙළඳ සංගමයේ ව්‍යාපාරික ප්‍රජාවද සිය වෙළඳ සැල් හා කඩසාප්පු වසා දමා විරෝධතාව වෙනුවෙන් එක්ව සිටියහ.

එහිදී අදහස් දක්වමින් බොදු බල සේනා ජාලයේ මහලේකම් රාජකීය පණ්ඩිත පූජ්‍ය ගලගොඩඅත්තේ ඤාණසාර හිමියෝ මෙසේ ප්‍රකාශකර සිටියහ.

“මේක සිංහල බෞද්ධ රට. මේ රටේ සභ්‍යත්වය ගොඩ නැඟුණු දින පටන්ම ක්‍රියාත්මක වුණේ සිංහල බෞද්ධ නීතිය හා ආධිපත්‍යය. පස්සේ කාලෙක සුද්දන් විසින් සිංහල බෞද්ධ ආධිපත්‍යය බිඳ දමා ඔවුනගේ නීතිය බලහත්කාරයෙන් පටවනු ලැබුවා. දැන් අපි නිදහස ලබා ඉවරයි. එහෙත්, තවමත් අපිට බැරි වුණා අපිට ගැලපෙන අපේ නීතියක් හදා ගන්න. ඒ නිසා මේ වාතාවරණය උඩ තවදුරටත් සිංහල බෞද්ධ ජනතාව පීඩාවට පත්වන අතරම නොයෙකුත් ආගමික බිල්ලන් විසින් අවස්ථාවාදීව ක්‍රියා කරමින් ප්‍රයෝජන ගනු ලබනවා. එහෙයින්, සුද්දන් හැදූ, සුදු සපත්තු ලෙවකන කළු සුද්දන් වැඩූ මේ වල් වැදුණු නීතිය පිටුදකින්නත්, අපිට ගැළපෙන අපේ නීතිමය පද්ධතියක් හදා ගන්නත් කාලය ඇවිත්. නීති හදන්නේ මහජනතාවයි. එකඑකාට ඕන ඕන විදිහට ඒ නීති මඟින් මහජනතාව අගතියට පත්කරන්න ඉඩ දෙන්න බැහැ. නීති හැදූ මහජනතාවට යළිත් ඒ නීතිය අතට ගෙන කටයුතු කරන්න අවැසි ඉඩ ප්‍රස්ථාව සකසා දෙන්න එපා කියන බල කිරීම අපි කියන්න ඕන. මේ රටේ සිංහල බෞද්ධයින්ට තියෙන ප්‍රශ්න විසඳන්න පොලීසිය අසමත්. ඒත් අපි බොදු බල සේනා ජාලයේ පොලීසියේ ඒ ඌන පූරකය හොඳින් සකස් කරනවා. මේ රටේ බෞද්ධ ජනතාවට විතරක් නෙමෙයි; සෙසු ජාතීන්ටත්, සෙසු ආගමිකයින්ටත් සිදුවන අසාධාරණකම් සම්බන්ධයෙන් බොදු බල සේනා අපි කටයුතු කරනවා… එසේ කටයුතු කොට තිබෙනවා. අපි දැඩිව අවධාරණය කර සිටිනවා ලංකාව තුළ ක්‍රියාත්මක වන ඇමෙරිකානු දේවරාජ්‍ය මෙහෙයුමට අයත් සියලුම ඉවැන්ජලික කල්ලි කණ්ඩායම් හා ඒවාට සම්බන්ධව රට පුරා සැරිසරන සියලුම විදේශිකයින් වහාම පළවා හරින ලෙසට සහ සියලුම යාඥා මඩු කඩා ඉවත් කරන ලෙසට. ඒ සඳහා පොලීසියට සහ රජයට උපරිමය මාස දෙකක කාලයක් අපි ලබා දෙනවා. රජය ඒ කෙරෙහි අවධානය යොමු කොට විධිමත් පියවරක් අනුගමනය නොකළහොත් අපි ඉතුරැ ටික බලාගන්නවා. මොකද මේ රටේ ක්‍රියාත්මක වෙන්නේ අපේ පරමාධිපත්‍යය නිසා.*

ජ්‍යෙෂ්ඨ පොලිස් අධිකාරී සුමිත් එදිරිසිංහ මහතා ඇතුළු නිලධාරීන් පිරිසක්ද එම ස්ථානයට පැමිණ සිටි අතර, ඔවුන් විසින් එම දෙමාපිය යුවළ ගෞරවයෙන් හා ආරක්ෂා සහිතව නිදහස් කර දෙන බවට සංඝරත්නය ඉදිරියේ දිවුරා ප්‍රතිඥා දුනි. එසේම, පිළියන්දල හා දෙහිවල පොලීසිය විසින් දැන හෝ නොදැන සිදු වූ වරදට සමාව අයදින බවටත්, මින් ඉදිරියට බෞද්ධ ප්‍රජාවට එරෙහිව සිදුවන සෑම අවකල් ක්‍රියාවකදීම බුදු දහම ආරක්ෂා කිරීමට බැඳී සිටින පොලිස් දෙපාර්තුමේන්තුවක් වශයෙන් විධිමත් පරිදි නොපැකිළව නීතිය ක්‍රියාත්මක කරනු ලබන බවටත් ප්‍රකාශ කර සිටියේය. ඉනික්බිති විරෝධතාව එක් වූ පිරිසද සාධු නාද පවත්මින් සාමකාමී පා ගමනින් එතැනින් නික්මුණහ.

No fear in playing in Pakistan – Sanath Jayasuriya

Former Sri Lankan cricket captain Sanath Jayasuriya said that he has no security fears in playing Pakistan, the Pakistan Today reported.

“Whatever had happened to our national team (on March 3, 2009) was bad, but yes, I have no security fear now and both teams will play the matches for the noble cause”, Sanath Jayasuriya said.

Five Pakistani policemen escorting the team bus were killed in the gunfire and seven Sri Lanka players and the assistant coach Paul Farbace were injured. The bus carrying the match-officials was in a convoy on its way to the stadium ahead of the third day of the second Test. The fourth umpire Ehsan Raza was in a critical condition in an intensive care unit in Lahore.

Now the former Sri Lanka captain will lead the World XI in Pakistan on coming Saturday and Sunday. The match is scheduled to be played against the Pakistan team and both teams will have current as well as “not retired” players. The Pakistani team for the two Twenty20 matches will be led by their local hero, Shahid Afridi.

The players will be staying in Shereton Hotel and the presidential-level security has been assured to the players. “Pakistan is our neighboring country and when the match is being arranged for the charity cause (flood relief), we had no hesitation to go there”, he added.

Several players from South Africa, West Indies and Afghanistan have agreed to participate in two matches. The organizers have also been trying to invite Farveez Maharoof for this four-day trip. The 29-year-old Sri Lankan all-rounder was a member of the touring ODI team in 2009, but was later withdrawn for the Test matches.

“Yes, I await government permission to travel to Pakistan”, the cricketer-turned politician, Jayasuriya added.

“Since the match is being organized by the Sindh Province, I see no difficulty”, he said. Organizers have Pakistan Cricket Board (PCB) blessings to host both matches at the international venue, National Stadium in Karachi.

Woman gives birth to quintuplets in Kandy

A 29-year-old woman in Kegalle gave birth to quintuplets – two boys and three girls – at the Kandy General Hospital this morning, Hospital authorities said.

They said the babies, who are being kept in an incubator are reportedly in good health.

This is said to be the second set of quintuplets born in Sri Lanka. On the earlier occasion a Presidential Security Division (PSD) officer’s wife had given birth to quintuplets.

On both occasions it was Surgeon Professor Kamal Gunawardena who was the gynecologist in attendance.

Security beefed up at Mahabodhi temple

Police has beefed up security in and around the historic Mahabodhi temple in Bodhgaya city of Bihar following threats of a possible militant attack.

Additional armed security teams were deployed at the temple entrance and were seen frisking devotees entering the temple premises.

Armed security personnel have been patrolling in crowded market areas near the temple.

“The security has been beefed up and additional forces have been deployed at the Mahabodhi Temple. Near by station officers are also deployed and senior officials are also informed,” said Superintendent of Police, Gaya, Mohammad Akhtar Hussain.

Hussain said that the press brief was sent after the arrest of three militant from Delhi.

“A militant was arrested in Delhi and he disclosed his plans about the attacks and this has been informed to us through the press brief,” said Hussain.

Recently, Delhi police arrested three suspects, hailing from various cities of western Maharashtra, from Pul Prahladpur in Delhi.

The militants were allegedly arrested with explosives and detonators to be used to carry out strikes in New Delhi during the festive season.

විධායක ජනාධිපති ක්‍රමය අහෝසි කිරීම, සාධාරණ සමාජයක්‌ සහ ප්‍රජාතන්ත්‍රවාදී පාලනයක්‌ ස්‌ථාපිත කරන ලෙසට රජයට බලකරමින් මෙම රැලිය සංවිධානය කරන්නේ සරත් ෆොන්සේකා මහතා නොව එක්‌සත් භික්‍ෂු පෙරමුණ බව ද එය මෙහෙයවන පිරිස පෙන්වා දෙති.

Why everyone enjoys West Indies’ win

Something very unusual and heart-warming happened in the moments following West Indies’ win in the World Twenty20 final in Colombo. The players celebrated like no one else I have seen, but across the world, in countries that played cricket and those that merely followed it, there was an outpouring of joy. It does not happen in sport.

Excuses are found, plots are unearthed, there is much loathing on message boards and in chat rooms, and anger is not unknown among fans. But with West Indies there was the kind of joy we see when a much-loved relative returns. It seems everyone wanted to sing a song and shake a leg. Even my mother-in-law was beaming.

There must be a reason. There must be many, in fact. Every team in our little cricket world is both liked and hated. Often this is because of perception, and the world is ruled more by perception than reality, anyway. And so the Aussies are disliked because they are seen to be cocky and because they sledge, England because they seem to look down on opponents, India because they seem to exercise power so visibly, Pakistan because some of their players seem to straddle the divide between what is acceptable and what isn’t.

But West Indies don’t seem to present us with a reason to dislike them. They don’t even have fast bowlers who snarl and aim to knock your head off.

මාදු ඔයේ මාළු යාළුවන් ගේ ෆිෂ් මසාඡ්

මත්ස්‍යයන් මිනිසාගේ ආහාරයට අවශ්‍යම ජීවීන් කොටසක්‌ ලෙස ප්‍රධාන තැනක්‌ ගනී. එයට අමතරව හදවත් රෝග හා හිත සැහැල්ලු කරගැනීමට වගා කරන විසිතුරු මසුන් ද වෙති.

මෙම කොටස්‌ දෙකටම වෙනස්‌ කාර්යයක නියුතු මසුන් විශේෂයක්‌ ගැනයි මේ. දිනපතා ශ්‍රී ලංකාවට සංචාරකයන් බහුලව ඇදී එන්නේ රට තුළ ඇති සාමකාමී පරිසරය නිසාය. එසේ දිනෙන් දින රටේ සුන්දරත්වය විඳ ගැනීමට එන සංචාරකයන්ට දකුණු මුහුදු තීරය අගනා පාරාදීසයකි.

හැමදාමත් එකම සම්ප්‍රදායට තැනදීම නොව දකුණේ ජනයා තුළ ඇත්තේ නවතම අත්හදා බැලීමයි. එසේ නව ක්‍රමයකින් තම ජීවනෝපායට අත්වැලක්‌ සපයාගත් තරුණයකු අපට හමුවිය.

දේශීය හා විදේශීය සංචාරකයන් සිය ගණනින් තරණය කරන බලපිටිය මාදු ගඟේ ඉහත්තාවේදී අපූරු සිතැඟියක්‌ ක්‍රියාවට නැංවූ හේ ආර්. සමන් වසන්තය. සමන්තගේ කතාව මට කීවේ මාතර මාධ්‍යවේදී ඩබ්ලිව්. පී. ධර්මසේනය.

මෙහි අප යන විට වෙනදා මාදු ගඟේ බිලී පිත්තෙන් මාළු එකා දෙන්නා බාමින් දිවි ගෙවූ, එදාවේල අසීරුවෙන් සරිකර ගත් ධීවර ජනතාව, බහුලව ඇදී එන සංචාරකයන් නිසා බිලී පිත්ත පැත්තකට දමා සංචාරකයන් ඇද ගැනීමේ ක්‍රමවලට යොමුවෙමින් ඇති සැටි අපට පෙනේ.

මාදු ගඟේ දෙපස තෙත් බිම්වල ප්‍රදේශයට ආවේනික කඩොලාන ලඳු කැළෑවෙන් සොයා ගන්නා හාවුන්, මීමින්නන්, විශාල කකුළුවන්, කිඹුල් පැටවුන්ද සංචාරකයන්ගේ සිත් ඇද බැඳ ගනිති. එයින් ඔවුන්ගේ අතමිටද සරුකර ගනිති.

මෙයට අමතරව තවත් තරුණයෙක්‌ නව මාදිලියේ වැඩපිළිවෙළක්‌ මාදු ගඟේ අරඹා ඇත. ගඟේ බෝට්‌ටු සවාරි යන සංචාරකයන් තම අපූරු මත්ස්‍යාගාරයේ රඳවා ගැනීමට සමන්a වසන්ත සමත් විය. අද බෙහෙවින් රහසේ පවත්වාගෙන යන සම්බාහන මුවාවෙන් අතුරු අවකල් ක්‍රියා වෙනුවට වසන්ත එළිමහනේ තුරු සෙවණේ මාදු ගංදියේ තම සම්බාහන ස්‌ථානය පවත්වාගෙන යයි.

ඔහුට ඒ සිතුවිල්ල ආවේ තම ජීවිතය මාදු ගංදියේම ගතකළ නිසාය. පාදය දියට දමාගෙන ඔරුවක හෝ බෝට්‌ටුවක නතරව සිටින විට ගඟ දියේ පීනන මිරිදිය මසුන් වන තිලාපියා වැනි මසුන් කකුලේ දිරාගිය සම් කැබලිවලට කොටමින් කකුලේ පතුල පවිත්‍ර කරන ආකාරය ගැන සිතුවිල්ලක්‌ වසන්තට පහළ විය.

වසන්තට අතදෙන තරුණ පිරිසක්‌ මාදු ගඟ බඩ අම්පේගම වෙසෙති. ඔවුහුද වසන්ත මෙන්ම ගඟත් සමඟ ජීවිතය ගැට ගසාගෙන සිටිති. මේ තරුණ පිරිස හා වසන්ත නව ව්‍යාපෘතියක්‌ ඇරැඹීය. එය මිරිදිය මසුන් සංවර්ධන ව්‍යාපෘතියයි. එහි සභාපතිකම ද වසන්තට ලැබිණි.

ව්‍යාපෘතියේ වැඩ ඇරැඹිණි. ගංඉවුර යාබදව ඇති ඇළක්‌ හරස්‌කර මිරිදිය මත්ස්‍ය ව්‍යාපෘති ඇරැඹිණි. සමන්ත මේ අතර තවත් අදහසක්‌ ඉදිරිපත් කළේය. එය “මත්ස්‍ය තෙරපි” නම් වුවද විදේශිකයන්ට හුරු බසින් “ෆිෂ් මසාජ්” විය.

ටිකෙන් ටික දියුණු වූ මිරිදිය මත්ස්‍ය සංවර්ධන ව්‍යාපෘතිය මාදු ගඟ මැදට සේන්දු විය. ගඟ මැද ධීවර දැල් අටවා මසුන්ට පැනයා නොහැකි සේ ලෑලි ආවරණ හා ඔරු හරස්‌ කර විශාල තටාකයක්‌ නිර්මාණය කෙරිණි.

මෙහි විශේෂිත මත්ස්‍ය වර්ග බෝ කිරීමට ජල ජීවී අමාත්‍යාංශයෙන්ද අතහිත ලැබිණි. මෙයට අමතරව සොබාදහම සංරක්‌ෂණය කිරීමේ ජාත්‍යන්තර සංවිධානයක්‌ වන “අයි.යූ.සී.එන්.” ශ්‍රී ලංකා ශාඛාවද මුදල් ප්‍රතිපාදන ලබාදීමට ඉදිරිපත් විය. මෙම මිරිදිය මත්ස්‍ය තටාකයේ “මොසැම්බික්‌” මසුන් හා ආහාරයට ගන්නා “තිලාපියා” මසුන්ද වෙති.

ස්‌වීඩනය, තායි ලන්තය, මැලේ සියාව, සිංග ප්පූරුව, එංගලන්තය හා යුරෝපා රටවලද දැනට ප්‍රචලිතව ඇති “ෆිෂ් මසාජ්” ක්‍රමය ඒ රටවල ව්‍යාපාරිකයන්ට හොඳ ධන ඉල්ලමකි. එංගලන්තයේ පැය භාගයට පවුම් 25 ක්‌ද, තායිලන්තයේ විනාඩි 15 කට රුපියල් 4000/} ක්‌ද “මත්ස්‍ය තෙරපි” කරගන්නා අයගෙන් අය කෙරෙන බව සංචාරකයෝම පවසති.

එහෙත් ශ්‍රී ලංකාවේ ගරුත්වයට හානි නොවන සේ වසන්ත තම “ෆිෂ් මසාජ්” ක්‍රමයට ගාස්‌තුවක්‌ නියම කර නැත. ඒ අය කැමැත්තෙන් දෙන මුදලක්‌ බාරගනිති. මුදල් නොදීයන අය ගැනද මැසිවිල්ලක්‌ නැත.

වසන්තගේ ඊළඟ අරමුණ මාදු ගඟට ආවේනික ඉස්‌සන්, කකුළුවන්, කිඹුල් පැටවුන් ගෙන් යුතු මත්ස්‍යාගාරයක්‌ (Aquarium) ඉදිකිරීමයි. එයද සංචාරකයන්ට හොඳ දැකුම්කළු පාරාදීසයක්‌ මෙන්ම ශ්‍රී ලංකාවට විදේශ මුදල් ගලා එන ව්‍යාපෘතියක්‌ද වනු ඇත.

වසන්ත දකින්නේ මාදු ගඟේ තෙත් බිම් පරාසයේ මත්ස්‍යාගාරයක්‌ පිහිටුවා දිවයිනේ පාසල් සිසුන්ට හා මාදු ගඟ තෙත්බිම් නැරඹීමට එන අයට මත්ස්‍ය විද්‍යාත්මක සත්‍ය තොරතුරු අවධානය කරවීමයි. වසන්තගේ ෆිෂ් මසාජ් මත්ස්‍ය තෙරපි ක්‍රමයට යොදා ගන්නේ අඟල් 1 1/2 හෝ 2 තරමේ වැඩුණු මොසැම්බික්‌ වර්ගයේ මසුන් පැටවුන්ය. මෙම මසුන් දැමූ කොටුවක බැම්ම උඩ වාඩිවී පා දෙක ජලයට දමාගෙන සිටින විට ඇසට නොපෙනෙන පාදයේ දිරාගිය සම් කැබලිවලට හොටෙන් ඇන කාදමයි. එය කිතියක්‌ දැනෙන වේදනාවක්‌ නොදෙන ක්‍රියාවක්‌ පමණි. පාදයේ රුධිර සංසරණය ද ප්‍රාණවත් කරයි. නිවසක මාළු ටැංකියක ඇති කරන ක්‌ලීනර් මත්ස්‍යයාගේ ක්‍රියාවලියට සමාන මාළු ටැංකිය පිරිසිදු කරන ආකාරයට පාදයේ දිරාගිය සම් කැබලි ඉවත් කර නව රුධිර සංසරණයකට යෝග්‍ය පරිදි පාදය මසා- කරයි.

මෙවැනි ක්‍රම පැරැණි දේශීය වෛද්‍ය ක්‍රමයේද එයි. වඩා නොමේරූ නිදිකුම්බා පඳුරු මත අළුයම පිනිපිට ඇවිදීමෙන් පාදවලට හොඳ ව්‍යායාමක්‌ ලැබෙයි. වඩා ගොරෝසු නොවන වැලි මත පාවහන් නොමැතිව ඇවිදීමට සැලසීමද පාදයට හොඳ ව්‍යායාමයකි. මේවා පැරැණි ජනයා හුරු කරගත් පුරුදුය.

An exclusive interview with TNA leader R Sampanthan

“I cannot go to the PSC with a clear conscience unless I have a commitment from Mahinda’’

NEW DELHI, October 13: Tamil National Alliance (TNA) leader Rajavarothiam Sampanthan declared here today that Sri Lanka’s Tamils are prepared for a give-and-take with the Sinhalese to evolve a pragmatic solution to the festering ethnic problem.

In an exclusive two-hour interview to the Sunday Island here today, Sampanthan made it clear that his party is committed to finding “a reasonable, workable and durable solution within the framework of a united Sri Lanka.”

“The TNA is prepared to join the Parliamentary Select Committee (PSC) process to find such a solution. But, unless I have a commitment from President Mahinda Rajapaksa, I cannot go the PSC with a clear conscience. I am not prepared to betray my people,” the 80-year-old veteran leader proclaimed.

(Sampanthan and six other TNA parliamentarians have been in the Indian capital since Wednesday evening. On Thursday, they met Prime Minister Dr Manmohan Singh, External Affairs Minister SM Krishna, Prime Minister’s National Security Adviser Shiv Shankar Menon and Foreign Secretary Ranjan Mathai to put forth their point of view on the stalled political process to evolve a solution to the Tamil question in their country. (They called on Leader of the Opposition in the Lok Sabha Sushma Swaraj, and met representatives from a dozen European countries to brief them about the TNA’s stand on the peace process. Sri Lankan High Commissioner to India Prasad Kariyawasam hosted a dinner in the TNA MPs’ honour on Friday night. They will return to Colombo on Sunday).

Sampanthan, who has been elected to Parliament five times since 1977, pointed out: “For the PSC process to succeed in evolving a decent devolution package, there must be a consensus on the contours of a political solution among the major players in the island’s political life, namely: the governing Sri Lanka Freedom Party (SLFP), the main opposition United National Party (UNP), and the TNA.”

He made it clear that the TNA is not opposed to the PSC process per se. There have been seven rounds of talks between the Rajapaksa government and the TNA since Parliament passed the PSC resolution late last year.

The government delegation during these talks comprised only leaders from the SLFP. Notes were exchanged on all the issues. There were meaningful discussions on Mangala Moonesinghe’s proposals on devolution, the proposals put forth during 1995-97 and 2000 by then President Chandrika Kumaratunga, the ideas President Rajapaksa himself had put forth at the inaugural meeting of the All Party Representative Conference (APRC) in 2006, and those from the majority report of the multi-ethnic experts committee to assist the APRC.

On the basis of these confabulations, the TNA put forth a set of proposals on which the government representatives and the TNA had agreed. The TNA wanted the government delegation to commit to the proposals.

But there was no response from the government side for five months.

On 2 September 2011, Sampanthan met the President on the latter’s invitation. The President agreed to put on the table of the PSC the “consensus proposals” or ideas on which both sides had agreed during their deliberations, and requested the TNA leader to participate in the PSC process.

At a subsequent meeting, the President asked Sampanthan to nominate TNA representatives to the PSC so that it can begin its work. But the TNA leader declined.

He explained: “If we nominate our team, the President will call a meeting of the PSC. The TNA will boycott such a meeting unless the government agrees to put the “consensus proposals” on the table of the PSC. The government will then proclaim to the world that the TNA is not cooperating.

“That’s why I refused to nominate my team. But let me make it clear that we are not opposed to the PSC process. Let the government do what its representatives had agreed to during our talks: put the consensus proposals on the PSC table.”

Sampanthan also pointed out that out of the 31 members on the PSC, 19 will be from the government and 12 from the opposition, including maybe four from the TNA.

He added: “The PSC process may become infructuous if the government team outvotes the opposition on the proposals. Which is why we want a commitment from the President about the contours of a political solution before we join the PSC process.”

RETIREMENT AGE FOR PUBLIC SERVANTS EXTENDED TO 60 YRS

The maximum age for the government servants for retirement has been extended to 60 years from the current age limit of 57 years in response to many requests made to the government by the public servants, the Government Information Department stated.

Earlier the maximum age limit was 57 years and public servants who needed extensions had to get approval from the Heads of the Institutions to obtain extensions.

The General Secretary of the Sri Lanka Independent Trade Union Federation Lesley Devendra welcoming the new decision said that they have made a request to the President to extend this facility the employees of the Statutory Boards and Corporations and said it was upon their request that the extension up to 57 years was also granted to employees of the Statutory Boards and Corporations, the Government Information Department further reported.

Indo – Sri Lanka hold talks on nuke cooperation

India and Sri Lanka on Friday held the first round of talks on comprehensive civil nuclear cooperation New Delhi even as New Delhi tried to address Colombo’s concerns on the safety measures instituted at the Kudankulam Nuclear Power Plant in Tamil Nadu.

“Discussions were held in a warm, friendly and cordial manner. Both sides exchanged views on all aspects of civil nuclear cooperation and reaffirmed their commitment to strengthen bilateral cooperation in the uses of nuclear technology for peaceful purposes to mutual benefit of the people of the two countries.

“It was agreed that the two sides would work towards a comprehensive agreement on bilateral civil nuclear cooperation. Discussions included, inter alia, training of officials, nuclear safety and response to nuclear accidents,” a Ministry of External Affairs release said.

Responding to concerns raised by Sri Lanka over the commissioning of the Kudankulam Nuclear Power Plant in Tamil Nadu, the Indian side conveyed the KNPP was a state-of- the-art plant that was compliant with the highest safety standards available in the nuclear industry and the safety measures instituted at the plant are of the highest order.

During today’s discussions, the two sides reaffirmed their commitment to strengthen bilateral cooperation in the uses of nuclear technology for peaceful purposes to mutually benefit the people of the two countries.

The Indian delegation, led by Harsh Vardhan Shringla, Joint Secretary in the Ministry of External Affairs (MEA), included representatives from the Department of Atomic Energy while the Sri Lankan delegation was led by I Ansar, Additional Secretary in the Ministry of External Affairs and had representatives from the Atomic Energy Authority and the Ministry of Power and Energy of Sri Lanka.

‘Over 5,000 houses built for War Heroes’

Over 5,000 houses have been built by the Defence Ministry along with the Seva Vanitha Units of the Defence Ministry and Three Forces, with labour assistance by Security Forces personnel. These houses have been distributed among War Heroes and many houses are in the process of being constructed, Media Centre for National Security (MCNS) Director General Lakshman Hulugalle said at a special press briefing at the MCNS yesterday.

“Housing projects commenced in 12 districts by the Defence Ministry to felicitate War Heroes under the theme Api Wenuwen Api have been completed. Measures have also been taken by the Defence Ministry

to construct these houses in all districts under the directions of Defence and Urban Development Secretary Gotabhaya Rajapaksa,” he added.

“Sri Lanka has not encountered the type of post- conflict problems faced by other nations, as such, we have the capability to deploy our Security Forces personnel to the country’s national development effort,” Hulugalle said.

The MCNS Director General said the government has given pride of place to the welfare of Security Forces personnel. President Mahinda Rajapaksa has paid special attention to the War Heroes and their families and has been clearly mentioned it in the “Mahinda Chinthana” Future Vision programme.

“We will always salute our War Heroes and never forget the sacrifices they have made for the country and people, by defeating terrorism,” he said.

“We have made all arrangements to look in to the welfare of the families of War Heroes”, he said.

Bangladesh Buddhist Assn – UK, British Sri Lankan Forum condemn attacks

Condemning the recent attack on Buddhist temples and villagers in Bangladesh, the Bangladesh Buddhist Association – UK and British Sri Lankan Forum urged the British and EU governments to request the Bangladeshi government to prevent future attacks and also to bring the culprits to book.

The two organisations, based in London, held a protest opposite the British Parliament against attacks on Buddhists and temples in Bangladesh recently. In a joint statement they said : “There were many brutal arson attacks on innocent and peaceful Buddhist villages, religious buildings and ancient Buddhist monasteries on September 29, 2012 in Chittagong, Bangladesh. These shocking atrocities are one of the many carried out against innocent and peaceful Buddhists and other minorities in the recent past.”

Janaka Alahapperuma of the organising team said they condemn the attacks.

“We request the British government and EU countries to put an immediate stop to this,” he said.

While requesting the Bangladesh government to take immediate action to conduct a neutral and thorough investigation, the two organisations urged the government to provide compensation for the physical, mental and property damage of villagers, including rebuilding houses and Buddhist monasteries.

The organisation also requested to ensure guaranteed protection against future attacks.

Inquiry clears World T20 officials of smuggling

The mystery van filled with boxes of goods from the ICC World T20 secretariat had been released by Sri Lanka Cricket (SLC) after an inquiry established that it was not an attempt smuggle out goods.

The World T20 secretariat is located within the premises of SLC and on Monday evening SLC security had detained the van when some World T20 Secretariat officials attempted to take it out of the SLC compound without the relevant gate passes.

The van was full of boxes and local media was agog with speculation that it contained World T20 memorabilia such as T-shirts, bags and caps that were meant to be distributed among volunteers and other officials connected to the tournament. The theory was that the World T20 secretariat officials had held them without distributing and had attempted to smuggle them out.

However, SLC Chief Executive Ajit Jayasekara who conducted an inquiry found that the van had actually been carrying the left over goods from the T20 office to be transported back to the ICC under instructions from ICC Events Manager Christ Tetley. “They produced the relevant documents and letters of authorization from the ICC at the inquiry. After establishing that there was no mischief involved, we released the van,” Jayasekara told “Daily Mirror.”

Jayasekara said the initial misunderstanding had been created as the van driver did not possess the required documents to clear the goods through the SLC Security point.

London Elle Festival – ලන්ඩන් එල්ලේ සැණකෙළිය (Video)

The first ever Elle tournament outside Sri Lanka was organised by  Athula Dassana multi Cultural Buddhist community centre on 22/09/2012 at Little Harlington grounds Heathrow. The Chief organiser of the event was Venerable Wanduraba Kassapa thero who is the chief incumbent of the Athula Dassana International Buddhist temple. The event concluded with huge success with support of all Sri Lankan residents in and around London.

The chief guest of the event was Dr Chris Nonis the high commissioner of Sri Lanka. In addition Deputy High Commissioner Mr M.R.K Lenagala and Head of Education and Cultural Ministry to the High Commission Mr H.M.K Herath were guests at the festival.

India won’t backtrack on SL Tamils’ issue

Indian Prime Minister Manmohan Singh told a Tamil National Alliance (TNA) delegation yesterday that India will not backtrack from its position that Tamils in Sri Lanka should lead a life of “dignity and self-respect” in a peaceful environment, TNA leader R. Sampanthan said.

The PTI quoted Dr. Singh as saying that India would continue to engage with the TNA in its efforts to find a political solution to the decades-long Tamil question.

“The Prime Minister said India will never backtrack from its position that Tamils in Sri Lanka should lead a life of dignity and self-respect in a peaceful environment. He told us that India is fully with the concerns faced by the Sri Lankan Tamils and will continue to engage with the TNA,” Mr. Sampanthan said.
During separate meetings with Dr. Singh and External Affairs Minister S.M. Krishna, Mr. Sampanthan said the TNA would consider joining the Parliamentary Select Committee (PSC) on finding a political solution provided the Mahinda Rajapaksa Government gave a firm assurance that the Tamils would not be ‘cheated again’.

Describing the meeting with Dr. Singh and Mr. Krishna as “extremely good”, Mr. Sampanthan said the TNA had told the Indian Prime Minister that the party was committed to achieving a political solution but would want an assurance from the Sri Lankan Government that the “negativity” would be removed.

Sources said during the meetings, the Indian side also explained its position and how it was working with the Sri Lankan Government in implementing the 13th Amendment plus approach which envisaged devolution of power to Tamil-dominated provinces.

Gayle world’s best T20 cricketer – Watson

Australian vice-captain Shane Watson is not comfortable with the suggestion that he is the world’s No.1 Twenty20 player, and still rates West Indian Chris Gayle as the best T20 cricketer.

Watson can overtake Gayle as the West Indies opener will be absent from this month’s Champions League tournament, as none of the Twenty20 franchises he represents, has qualified for the event, while Watson will be a key player in the Sydney Sixers’ push for the title.

The Australian’s standing in the shortest form of the game has sky rocketed in recent weeks, and he was named the best player in the recently completed World Twenty20 in Sri Lanka.

“I know playing where I do as an opening batsman and bowling the overs that I do that I’m going to have some impact on the game good or bad,” the Sydney Morning Herald quoted Watson, as saying.

“In the end, it’s nice if people do say that, but there’s no doubt that for me, Chris Gayle is one of the most amazing players you’ll ever see.

“To see the things that he’s done consistently in Twenty20 cricket in all competitions is pretty amazing. I think you really can’t go past Chris.”

Watson said Sri Lankan pacer Lasith Malinga was another contender for the No.1 player as he was a “bowler who’s had a significant impact on games that he has played in all competitions.”

Gayle, Watson and Malinga were all named in ICC World XI at the conclusion of the tournament. The World XI and Watson’s nomination as Player of the Tournament was made by a five member panel that included ICC General Manager Geoff Allardice, ICC Chief Match Referee Ranjan Madugalle, umpire Tony Hill, former Test cricketer Sanjay Manjrekar and a journalist from The Island.

Briton sentenced

The Britisher who pleaded guilty of stealing 84 ICC World Cup T20 tickets from the Thurstan College playground ticket counter was sentenced to one year suspended imprisonment by a Colombo Court today.

When the accused, Buller Pissero Antonio of Trevodrive Newhall in Manchester was produced before the Colombo Chief Magistrate, the Cinnamon Gardens police informed that they had received the fingerprint report in respect of the accused. Police submitted to Court that according to the fingerprint report, the accused did not have any previous conviction. Having taking into consideration the facts, Chief Magistrate Rashmi Singappuli imposed a one-year-imprisonment suspended for five years.

In this case, the Cinnamon Gardens Police said in a complaint on September 30, Shani Dhamayanthi of the Sri Lanka Cricket Board told the Cinnamon Garden Police that the suspect was caught by security guards and spectators who came to buy tickets for the T20 cricket match.

Police said the spectators had alleged that they had seen a foreigner among the crowd stealing a bundle of tickets and running away.

LANKAN MAN CAUGHT AFTER USING FALSE ID TO GET INTO BRITAIN

A Sri Lankan man who falsely used a Belgian ID document to get into Britain was caught out after applying for a driving licence.

Edgar Warnakulasuriya, 40, had already left the UK once after entering the country illegally.

But three years later he re-entered using a false Belgian ID card after paying £15,000 to a man to organise his trip from Sri Lanka.

He said he had fled the country because he feared he would be persecuted because of his links to the political group the Tamil Tigers.

Kevin Jones, prosecuting at Swansea Crown Court, said the offence came to light after Warnakulasuriya had applied for a driving licence to the DVLA on March 28.

Mr Jones said staff at the DVLA were not satisfied with the photocopy of the Belgian document and wrote to him asking for more information. When he did not reply they contacted police.

Officers from the UK Borders Agency then visited his home at Gwylfa Road, Swansea. His wife answered the door but said she was home alone with her children, but officers became suspicious after hearing a noise inside.

When Warnakulasuriya eventually went to the door, he continued to deny his real name, but in his later interview he admitted his real identity.

Warnakulasuriya told officers he had travelled through Europe from Sri Lanka before arriving in the UK on March 22.

Mr Jones said: “He accepts he knew he was here illegally.”

David James, representing Warnakulasuriya, said his client, a father of three, had previously lived in the UK but had an application for asylum refused in 2009. He was removed in 2010 but returned last March.

He said after his return to Sri Lanka, he had been arrested when he landed and was put into prison.

After his uncle secured his release, he then decided to gain illegal entry to the UK once more because he missed his wife and children, said Mr James.

“He was desperate to be reunited with his wife and family and avoid what he saw as the persecution he would inevitably face,” said Mr James.

Judge Keith Thomas said the courts had to hand down tough sentences for people who enter the country illegally.

“It undermines the security of the country as a whole,” he said.

Warnakulasuriya, who admitted possessing an identity document with improper intention, was jailed for 10 months.

Attacks on Judiciary are attacks on people

The Friday Forum is a group of citizens committed to the advancement of democracy, social justice and pluralism in Sri Lanka. The Forum has regularly issued public statements on issues of common concern in the spirit of democratic engagement with a view to stimulating public debate and encouraging action from state authorities and other relevant parties.

The independence of the judiciary in Sri Lanka has seen consistent erosion for decades. The unprecedented public statement by the Judicial Service Commission of Sri Lanka (JSC) complaining of intrusions into its functioning is yet another example of the incremental assault on democracy and judicial independence in this country. The public protests against a recent attack by a mob on a court house and a member of the judiciary in Mannar, allegedly instigated by a Cabinet Minister, appears to have had no impact on governance which continues to display contempt for the Rule of Law.

The Judicial Service Commission (JSC) is created by the Constitution and is composed of the Chief Justice and two other Judges of the Supreme Court. Its function is basically the appointment, transfer and disciplinary control of what is commonly referred to as the “minor judiciary”, consisting of District Judges, Magistrates and other judicial officers. Its independence is protected by the Constitution, which makes it an offence to influence the decisions of the JSC otherwise than in the course of duty. The independence of the JSC is thus an integral part of the independence of the judiciary. Giving a testimonial to an applicant for a judicial appointment is expressly permitted, otherwise this would be an offence.

We are informed by the JSC that its members (i.e. the Chief Justice and the other two Supreme Court Judges) were summoned to a meeting by an unnamed political authority. We are greatly encouraged that on this occasion that move was strongly resisted by the JSC.

The Friday Forum unequivocally condemns any attempt at violating the independence and authority of the judiciary. We urge all sections of Sri Lankan society to respond to this threat by reaffirming our commitment to preserve our democratic rights. It is only an alert and active citizenry that can prevent this type of abuse of power.

In a democracy principles such as independence of the judiciary are not purely theoretical propositions. Attacks on judicial independence are attacks on the people. Article 4 of our Constitution recognises that the judiciary exercises the judicial power of the people. The judicial power of the people has to be exercised both independent of the political authorities and also without partiality. Otherwise we, as citizens, are left without equal protection of the law, particularly against violations of our democratic freedoms and rights by political authorities. We need to do all we can to safeguard judicial authority and independence.

We emphasise the professional responsibility of the Bench and the Bar to actively protect the integrity of the judiciary. We are impelled to point out that this state of affairs did not come about suddenly and in isolation. Actions and omissions of both the Bench and the Bar were strong contributory factors to precipitating the current erosion of democratic values and assaults on judicial independence.

We recall with deep regret the stunning silence of the Bar and the Bench in the face of judicial appointments made by the Executive in violation of the Seventeenth Amendment. The Bar Association was duty bound to protest and take necessary action including enlightening the public on the unconstitutional nature of such appointments and the negative implications for the Rule of Law and judicial independence. It is doubtful that the legal establishments in our neighbouring countries in South Asia would have tolerated such a situation. Similarly, attempts at compromising judicial integrity through political appointments and other benefits granted to immediate family members of judges should have been strongly resisted through public debate and demands for accountability on the part of both the political authorities and the recipients. When a retired Chief Justice was appointed as a presidential advisor and other retired justices were given diplomatic appointments such moves too should have been forthrightly resisted as such political appointments clearly compromise the integrity of the judiciary. The weak response of the Bar when the Eighteenth Amendment Bill was rushed through Parliament as an “Urgent” Bill was a blow to democratic governance and the rights of the people of this country. Furthermore, controversial judgments impacting on our constitutional rights do not receive the critical discussion and review in the media by either the Bar or by academics that the public benefit requires.

Casting aspersions on officials of the JSC through the media is totally unacceptable. There can be no defence for interfering with judicial independence by either the Executive or the Legislature. Both these organs of State are bound by the Constitution and by well-established constitutional conventions to ensure judicial independence. The government must also be mindful of Sri Lanka’s obligations under international law. That these events are taking place just a few months from the second cycle of the Universal Periodic Review of Sri Lanka by the UN Human Rights Council is also significant. It sends a signal to the international community that Sri Lanka does not take its international human rights obligations seriously.

While the Bar has done right by responding strongly to this latest intrusion on judicial independence, we stress that consistent action is required in the future to send a strong and unequivocal message to the political authorities. We wish to remind legal academics too of the role they are expected to play in educating their students, their peers and the wider community. We remind our fellow members of the public that eternal vigilance is the price of freedom from tyranny.

An appalling physical assault on former District Judge Mr Manjula Tillakaratne, Secretary of the JSC, has taken place even as this statement was being completed. This shockingly illustrates the gravity of the situation. It also underlines the concern we have voiced at the public casting of aspersions on this officer, whose independence of function is provided for in our Constitution.

Sri Lanka saved ICC blushes

Embarrassed International Cricket Council (ICC) officials pleaded with the Sri Lanka cricket team management to reverse the host team’s smart move to sidestep ICC’s regulations during the ICC World T20 by switching the captaincy, sources told “Daily Mirror”.

It was only after a reciprocal promise by the ICC to adopt a lenient approach on Sri Lankan over rates, that Sri Lanka agreed to put Mahela Jayawardene back at the helm for the tournament semi-finals and finals while covering ICC’s sorry mistake with a cloak of empathy.

After Sri Lankans handed the captaincy to Kumar Sangakkara for their final Super Eight game against England in a brilliant move that checkmated the ICC rule book, ICC’s General Manager – Cricket, Geoff Allardice and Match referee Jeff Crowe met the Sri Lankan team coach Graham Ford and Manager Charith Senanayake for an urgent discussion on the instructions of ICC Chief Executive David Richardson.

Sri Lanka captain Jayawardene was facing the possibility of receiving a one-match ban if the ICC found a repeat offence of slow over rates by the team, but after the hosts had found a loophole and appointed Sangakkara to captain the team in the next match, the red faced ICC had to somehow quell the raging controversy.

ICC officials had given an assurance that Sri Lanka would not be penalized unjustly and made it clear that as long as the team showed intent on the field to bowl their overs quickly, they would be out of danger. It had obviously not been a hundred percent guarantee but was a clear indication that unless Sri Lanka deliberately slowed down proceedings, Jayawardene would be out of danger.

“Be reasonable and we won’t punish you unreasonably like in the last game,” was the gist of the message and Sri Lankan management agreed to give the reins back to Jayawardene.

ICC had also made it clear that penalising a star player and taking him out of the game during such a big ICC event would simply take the whole glamour out of the tournament and that was the last thing they wanted to do.

But this incident exposed ICC’s stupidity of having such a rule as penalising a captain who is obviously bound to be a star player and was not the fault of the Sri Lankans.

Sri Lanka were fined for a slow over rate during their match against West Indies and under ICC rules Jayawardene will face a one-match suspension if Sri Lanka makes a similar infringement again inside the next 12 months under his captaincy.

In the match against England Sangakkara went in for the toss with England captain Stuart Broad but Jayawardene was clearly leading the team on the field taking all decisions.

Jayawardene was frank about it afterwards and explained that they decided on the witch to counter the unfair rule.

“It’s a tough system and it’s tough to bowl 20 overs in one hour and 20 minutes in a tournament like this. We try our best, but the penalties are harsh. We don’t want to miss the big games, so we did it with the right intentions,” said Jayawardene.

“The management and I felt that we needed to do something to handle certain situations. Different people will have different opinions, but there was no malice on our part,” he added.

Jayawardene who retired from the T20 captaincy after the tournament also admitted it was a personal decision. “I haven’t had any influence from anyone, it was a timely decision I thought. Personally I feel that we had no malice in taking that decision and, during a game, we take different decisions and it was a decision like that. It was not to undermine anyone or to do anything illegal”.

However the team’s move has also not gone down well with Sri Lanka Cricket (SLC) though it received thumbs up from critics around the globe.

“We told the boys our position. When there is a law, don’t try to go round it. Play the game the proper way. That is the SLC stand. We felt the game should be played within the rules without looking at loopholes to exploit,” said SLC Secretary Nishantha Ranatunga.

Ranatunga however said they would not take any action though the team management did not keep the SLC informed of it.

“They did it with good intentions. To make sure that Mahela is not affected. It is within the rules. But we as a board can’t support a situation like that. People will laugh at us,” Ranatunga explained.

“Winning and losing is a different thing. But what is important is playing in the right spirit,” he added.

ARMY CHIEF HANDED REPORT ON ASSAULTED MAJOR

The report compiled following the investigations conducted on the Army Major who was recently assaulted at a five-star hotel in Colombo has been handed over to the Commander of the Sri Lanka Army.

Major Chandana Pradeep of Army Intelligence, who recanted his initial statement that Minister Mervyn Silva’s son Malaka and Rehan Wijeratne had assaulted him, on Sep. 21 informed court that the incident had occurred due to him experiencing sudden distress.

The Sri Lanka Army subsequently appointed a three-member investigative team to probe the Major and his allegations.

A final conclusion will be reached after Army Commander Lt. Gen. Jagath Jayasuriya studies the report submitted by the committee, Military Spokesman Brigadier Ruwan Wanigasooriya said.

However, sources say that according to the report it has been uncovered that the officer in question had violated the Army Act.

FUTA strike to end on Thursday

The months-long trade union action launched by university lecturers is likely to end with the lecturers deciding to call off their strike by Thursday.

FUTA President Dr. Ranjith Dewasiri said they decided to call off the strike by Thursday following successful discussions with Treasury Secretary P.B. Jayasundare last evening.

He said both parties reached consensus on the salary issues and the Treasury Secretary had pledged to give them written assurances on the matter soon. After receiving the written document, containing the method of the salary increase, the strike would be called off, he said.

At the meeting with Minister Basil Rajapaksa during the weekend, most of the issues of the lecturers except the salary issue were ironed out.
The university lecturers launched their trade union action on July 4 demanding solutions to various issues including the salary issue.

However, FUTA President Nirmal Ranjith Dewasiri earlier said its Executive Committee would discuss the proposals submitted by the government and take a final decision tomorrow

“No final decision has been taken yet and we will end the strike only if we are satisfied with the outcome of the ongoing discussions.”

He said FUTA would not back down until its demands were met though it was willing to compromise on the request for a six per cent increase in government spending on education which was one of FUTA’s primary demands.

Dr. Dewasiri said the government had made it clear it could not increase government spending on education to six per cent of the GDP but said a significant increase in spending was expected by the union.

“We have not changed our stance on this matter and we will continue to fight for such an increase in government spending on education,” he said.

Sri Lanka umpires involved in match-fixing-Report

Sri Lanka Cricket (SLC) backed the three beleaguered umpires who are at the centre of a major match-fixing controversy connected to the just concluded ICC World Twenty20 event and said it was the responsibility of the ICC to investigate the allegations.

“We have the highest confidence in our officials and it is not correct to comment on allegations without a proper inquiry and facts,” said SLC Secretary Nishantha Ranatunga.

“As far as Sri Lanka Cricket is concerned, our tolerance level for corruption and doping is zero. When it comes to SLPL we got the ICC to look into these areas and we have not got any bad reports apart from that incident which we are all aware of,” Ranatunga said.

“If there are any wrongdoings, people concerned can report it to the ICC and based on the reports and findings we will take action. Till such time we are not in a position to comment on that,” Ranatunga added.

Ranatunga also claimed that SLC’s newly appointed anti-corruption officer Lakshman de Silva would not be investigating the matter till ICC took some action on it.

“Even if he gets any complaints or evidence, he has to refer those to the ICC first. Based on ICC’s actions we will take the next step of action. We cannot initiate any inquiries before that,” Ranatunga said.

Meanwhile, the International Cricket Council (ICC) issued a media release last night and confirmed that the umpires named by the channel were not involved in the World T20 event, raising serious doubts about the entire episode.

“The ICC confirms that none of the umpires named were involved in any of the official games of the ICC World Twenty20 in Sri Lanka” said the ICC statement.

ICC called on the TV station to hand over evidence to them for further investigations.

“The ICC and its relevant members have been made aware of the allegations made by India TV this evening and calls on the station to turnover any information which can assist the ICC’s urgent investigations into this matter,” the statement said.

When contacted by Daily Mirror last night de Silva said he was not aware of the allegations that had received wide publicity in Indian media and promised to check them out.

The Indian media reports named umpires Gamini Dissanayake, Maurice Winston Dela Zilwa and Sagara Gallage as Sri Lankan umpires among six Sri Lankan, Bangladeshi and Pakistani umpires who had allegedly consented to fix matches in return for money.

The reports alleged that undercover reporters from India TV managed to record conversations with these umpires who had agreed to the scheme.

However Dela Zilwa and Dissanayake both flatly denied the allegations and told “Daily Mirror” that the stories are a complete fabrication.

“I was not involved in the ICC World T20, so how can I fix matches when I am not involved? This is absurd,” said Dela Zilwa.

“This is news to me. I was not officiating in any matches. It is shocking how our names have been linked to this. Obviously this is an attempt at mud slinging,” claimed Dissanayake.

However Gallage dodged the issue saying, “I don’t know anything about this,” and cut the phone when Daily Mirror contacted him last night.

Both Dela Zilwa and Dissanayake confessed they did not know about the development till Daily Mirror contacted them around 9 pm last night and even asked for the addresses of the websites that carried the news.

The six umpires who were exposed in the sting named “Operation World Cup” by India TV are: Nadeem Ghauri and Anees Siddiqui of Pakistan and Nadir Shah of Bangaldesh, in addition to the three Sri Lankans.

The report alleged that a seventh umpire Sharfudoullah Shahid Saikat of Bangladesh refused to give any favour in lieu of money.

The entire sting operation had been telecast on Monday prime time by India TV.

According to Indian media reports the sting number two had named Sri Lankan premier panel umpire Gallage as the fourth umpire at the crucial India-Pakistan T20 World Cup match on September 17. It had alleged that for a payment of Rs 50,000, Gallage had agreed to reveal the match pitch report, weather report, toss report, and even the playing elevens of both teams.

Gallage had also promised allegedly to give Pakistani batsman Imran Nazir out, even if he was not out, in exchange for money in Sri Lankan Premier League (SLPL).

Gallage even promised the undercover reporter to get a decision made in favour of India in course of the match by ‘managing’ the match referee and other officials, the reports added.

Gallage had recommended Dela Zilwa’s name to the India TV undercover reporter. For the crucial T20 World Cup match on September 17 between Australia and England, Dela Zilwa had shared the pitch report, toss report and playing elevens of both teams and demanded Rs 50,000 bribe, the reports claimed.

This exposure had come close on the heels of five Indian cricketers found involved in spot-fixing and the reports said the TV programme had carried footage showing six umpires willing to give wrong decisions during a game.

The reports alleged that Dissanayake went a step ahead and claimed that by providing liquor to Sri Lankan Cricket (SLC) officials, one can get any work done.

Gallage had been shown on the programme as saying he was ready to give not out as out and out as not out in any format of the game on their demand and was ready to spot-fix in SLPL matches on their demand.

Reports described him as a premiere panel Umpire who has officiated in 4 ODI’s and 2 Test matches, and as 4th Umpire against India, Pakistan, New Zealand and Sri Lanka. He has also officiated in many T-20 matches.

India TV named him as the same individual who had also helped them in SLPL league, semi-final and the final matches by charging 15,000 Indian currencies.

Mahela steps down as T20 skipper

Sri Lanka’s Mahela Jayawardena stepped down as T20 skipper late on Sunday. His decision came after his team’s 36-run loss to West Indies in the final match of ICC World T20.

“Just one announcement guys, I have had a chat with the selectors and I have decided to step down as a captain of the Sri Lankan T20 team after the end of the tournament,” Jayawardene said in a matter-of-factly manner at the end of the post-match press conference in Colombo.

“I have taken this decision so that the selection committee can groom someone younger for this job,” he added.

The 35-year-old also informed that he will “assess his future as captain” in the ODIs and Tests after Sri Lanka’s tour of Australia in coming December. “Obviously, I will remain captain in the Tests and ODIs till the Australia series in December and then take a call on my future as captain,” he said.

When questioned whether he will continue playing twenty20 international, he smiled and replied: “It depends whether the new captain wants me in the team.”

Jayawardena had been leading the team since the tour Down Under involving India earlier after Tillakaratne Dilshan had stepped down. On Sunday, in the post match conference, Jayawardena had said that while he was happy with the way the team performed, the players will have to go past the loss in the title clash.

“They played well under pressure. Marlon Samuels batted well. We have played good cricket in this tournament and will need to discuss this match and get over it,” he said. He has reportedly also said that he may continue playing in this format at the international stage, the NDTV said.

Jayawardena scored 243 runs in the tournament – at an average of 40.5. His team beat the likes of Pakistan and New Zealand to reach the final.

Executive, Judiciary and Legislature must be committed to serve masses – President

The Executive, Judiciary and Legislature should not show their might to the people but should be more committed to serve the people, President Mahinda Rajapaksa said yesterday.

He said no person has the right to suppress or deprive people of their sovereign rights.

The President said all stakeholders should work in unison to make the people’s aspirations a reality and nobody can shun their responsibility by merely saying that it is not their duty. He was addressing the Special District Development Council meeting of the Ratnapura district at the Sabaragamuwa Provincial Council auditorium.

President Rajapaksa said the government’s development march may be crippled if politicians and government officials do not discharge their duties properly.

He said their shortcoming may lead to the government’s development drive being hindered.

The President said nobody should allow this type of situation to take place in Sri Lanka.

“Government institutions are duty bound to remedy the issues of people with a more practical approach. Development programmes on track should be completed on schedule,” President Rajapaksa told government officials in Ratnapura. He urged them to closely monitor development activities, focussing on approved quality standards.

The President instructed them to complete development and infrastructure programmes without delay. President Rajapaksa said a person winning an election should not take it as personal merit but work for the people and the country.

“Parliamentarians, Provincial Councillors and local government agents are people’s representatives. They should bring forward issues to obtain timely and adequate attention,” he said.

President Rajapaksa said the government allocated funds for many development activities to uplift people’s living standards.

“All Provincial Councils have to reap the maximum from funds allocated. It is the officials and politicians, responsibility to get the maximum out of the funds allocated for development activities.

‘Planned development activities should continue as scheduled and these development activities should not be stopped for any reason,” the President said.

When the President was informed that work on the Kalawana bus stand has been stopped for years, President Rajapaksa urged officials to utilise funds for development according to a proper plan designed in consultation with government authorities, without squandering public money.

President Rajapaksa said final benefits of all these projects should pass on to the public and the money and lands utilised in a manner that bring maximum benefit to the country.

The progress and the flaws of development projects implemented in Ratnapura and Kegalle districts and public complaints were discussed at the meeting.

President Rajapaksa said political authorities and public servants are duty bound to take prompt and adequate steps to resolve issues in their fields for the benefit of the people.

He said they must not allow things to drag on so that the subject will surface over and over again. Government officials are entrusted with the responsibility to assist the public in obtaining redress to their problems, while performing an exemplary role in the service of the state, the President said.

Ratnapura District Secretary Sunil Kannangara presented the Ratnapura district progress report to the President.

He said quick development was not visible at rural level though towns and urban areas were developing rapidly.

Officials pointed out there was a scarcity of nurses and teachers in the Ratnapura district. The President ordered provincial education authorities to take suitable action to rectify the issue.

President Rajapaksa instructed officials to take measures to solve the shortage of government officials, drinking water, issues relating to farming, animal husbandry, health needs, irrigation, urban development, road construction etc.

The President ordered officials of the Environment Ministry and Gem Bureau to take measures to rectify issues related to gem mining.

UK Buddhists protest against arson attacks on Buddhist temples and villagers in Bangladesh

There were many brutal arson attacks on innocent & peaceful Buddhist villages, religious buildings and ancient Buddhist monasteries on 29th October 2012 in Chittagong, Bangladesh. These shocking atrocities are one of many that have been carried out against innocent and peaceful Buddhists and other minorities in recent past.

Bangladesh Buddhist Association- UK and British Sri Lankan Forum strongly condemn these inhuman attacks carried out in the name of a religion. We all, with one voice, would like to request the British Government and all other EU countries to put immediate and appropriate pressure on the Bangladeshi government to prevent future attacks & arrest the culprits.

 

We also request the Bangladesh Government to take the following actions immediately:
1.     Conduct a neutral and thorough investigation of the incident and put those responsible on trial
2.     Provide full compensation for the physical, mental and property damage of the villagers as a result of the brutal arson attack, including rebuilding houses and Buddhist monasteries
3.    Ensure guaranteed protection against future attacks on Buddhists and other minorities in the country
4.    Provide a transparent and public account of the persons or groups that were the master minds behind this atrocity
5.    Promote religious tolerance in Bangladeshi society and include strategies for developing mutual respect in the country’s education system
